Even if a fine system is in place, it can be so negligible that stores simply treat it as a cost of doing business.Additionally, a lot of the legislation has loopholes that allow stores to continue handing out plastic bags that are technically different from the targeted type. For example, bans may only apply to bags below a certain thickness, or only cover retail spaces above a certain square footage. So rather than providing affordable reusable bags, many stores have found ways to game the system with slightly thicker plastic bags.Consumer pushbackEngrained habits can be extremely difficult to change, and for decades we've been conditioned to use plastic bags as the default option.
