随着《普通高中英语课程标准(2017年版)》的颁布与实施,如何在英语学业质量监测中科学、精准地命制指向学科核心素养的试题,成为广大英语教师热切关注的话题。
笔者所在市自2015年以来已顺利组织了七次全市义务教育学业质量监测,建立了“基于课标、关注素养、面向世界、着眼未来”的学科监测工具指标体系,形成了较为成熟、规范的命题流程、策略与技术。
一、英语监测命题的框架与流程1.监测目标与内容的界定界定监测目标和内容是命题的第一步,为整个命题过程提供指导。
学业质量监测坚持“价值引领、素养导向、能力为重、知识为基”的评价理念,以落实立德树人、引导教学改革、助推教育质量全面提升为目标。
英语学科监测命题与国家考试评价改革同频共振、同向同行,充分借鉴国际先进测评项目的理念和命题技术以及中高考命题改革成果,根据教材全面梳理知识点和涵盖话题,根据课标精准定位目标级别和要求,考查内容要求参考高考评价体系中的“四翼”,将试题结构控制为:基础性(50%)、综合性(20%)、应用性(20%)、创新性(10%),突出试题的情境性、思维性、创造性和情感性。

2017年版的普通高中英语新课程标准内容
2017年版的普通高中英语新课程标准内容,“新”的地方具体体现在哪里?变化一:课程目标它由四个要素构成,语言能力、文化意识、思维品质和学习能力。
这四个要素都是非常非常重要的,是落实立德树人和学科育人的四个重要方面。
文化意识是我们学科的价值取向,它指引着课程承载的文化,那么文化是有价值取向的。
所以文化意识的建构特别关注对学生跨文化的认知,跨文化态度的形成,以及他的跨文化行为。
思维品质是这次课程标准的修订提出的一个全新的素养要素。
过去的课程目标是没有这样一个思维的含量的,它具体的内容都是在语言知识、情感态度、技能、文化意识、学习策略上,虽然也有多元的这样一个目标,但是里面没有显性的、对思维方面的一个目标的具体要求。
所以这次思维品质作为一项新的课程要素提出来是非常重要的,特别是在整个大的国际和国内发展背景下,对于学生的创新思维、解决问题的能力、创造性的这样一种培养。
能力的培养都需要通过这种创新的思维、有逻辑思维、批判思维这样来构成的,所以在思维品质当中就提出了逻辑、批判、创新三个。
这个思维不同的形式需要在我们的英语课程当中对学生加强培养。
学习能力其实是提高学习效率,也是落实学习质量的重要的保障。
所以我们在整个课程实施当中需要把对学生学习能力,也就是将来学生自主发展这样的能力放在整个课程的实施过程当中,构成学生将来终生发展的一个基础。
那么这四个要素就构成我们现在英语学科的新的课程目标-----解读:语言能力,听说读看写;文化意识,中外都了解;思维品质,独立创新咧;学习能力,策略效率绝。
变化二:课程结构的变化新课标规定高中英语课程由必修、选择性必修、选修三类课程构成。
必修课程(6学分)为全体学生必须修习的课程,旨在构建英语学科核心素养的共同基础,使所有学生都能达到英语学业质量水平一的要求,满足高中毕业基本要求。
高中学业水平考试应以必修课程的内容和学业质量水平一为命题主要依据。
选择性必修课程(8学分)供有学习兴趣和升学考试需求的学生选修,与必修课程形成递进关系;学生在完成选择性必修课程的8学分后,方可参加高考。

2014 年 12 月,教育部全面启动对 2004 年开始施行的各学科普通高中课 程标准的修订工作。本次修订以贯彻落实党的十八大提出的“立德树人”根 本任务为指针,深入总结 21 世纪以来我国普通高中课程改革的宝贵经验, 充分借鉴国际课程改革的优秀成果,努力将我国普通高中课程标准修订成既 具有国际先进水平又符合我国实际情况的纲领性教学文件,构建具有中国特 色的普通高中课程体系。
英语学科核心素养涵盖了知识、能力和态度,四大核心素养相互渗透, 融合互动,协调发展,是所有学生应具有的、学以致用的基础性综合素养, 具有个人价值和社会价值,是英语课程的育人指引,也是学业质量的评价标准。

二、学科核心素养与课程目标
(一)学科核心素养
英语学科核心素养是学生在接受相应学段英语课程教育的过程中,逐步 形成和提升的适应个人终身发展和社会发展需要的必备品格和关键能力,综 合表现为四大素养,由语言能力、文化品格、思维品质和学习能力组成。就 其关系而言,语言能力是基础要素,文化品格是价值取向,思维品质是心智 表征,学习能力是发展条件。

经过十几年的努力和坚持,已经基本扭转了中小学生既听不懂也说不出英语的现象,使英语教学质量得以逐步提升。
但是在改革的过程中,还存在不少尚未解决的问题:1)教师虽然赞同以学生为本的教育理念,但是在多数课堂里,以词汇和语法教学为主导的课堂仍然比较普遍,教师关注教多于关注学。

以学生在语言能力、文化意识、思维品质和学习能力等方面的核心素养为基础,高中英语学业质量结合高中英语课程的内容以及高中学生英语学习的进阶情况,重点描述了高中学生在特定问题情境中运用英语解决问题的能力和表现。
2017版《普通高中英语课程标准》增加了学业质量部分,明确学业质量是对学生多方面发展状况的综合衡量,新课标针对高中英语学业质量设置三个水平,:水平一主要用于检测必修课程的学习结果;水平二主要用于检测选择性必修课程的学习结果;水平三主要用于检测选修课程的学习结果。
布鲁姆将教育目标分为认知领域、情感领域和操作领域三个领域共同构成教育目标体系。
认知领域的教育目标可以分为从低到高的六个层次:知道(知识)-领会(理解)-应用-分析-综合-评价。
情感领域的教学目标是指学习者愿意注意某特定的现象或刺激。
动作技能领域教学目标包括反射动作、基础性基本动作、知觉能力、生理能力、技能动作、有意活动。
学业质量的三个水平是教师展开日常教学的依据,将指导学校的教学和评价关注到学生核心素养的发展水平,也将鼓励学生发展运用领域知识,技能和思维方式以及价值观念等来解决复杂现实问题的综合品质。
而布鲁姆教育系统则侧重于指向碎片化知识和孤立技能的习得和熟练程度,强调确定性解题过程和标准答案。
二者在内涵上有着很大的不同。
五、学业质量——2017年版《普通高中课程标准》英语(word文档)
五、学业质量(一)学业质量内涵学业质量是学生在完成本学科课程学习后的学业成就表现。
学业质量标准是以本学科核心素养及表现水平为主要维度(见附录1),结合课程内容,对学生学业成就表现的总体刻画。
依据不同水平学业成就表现的关键特征,学业质量标准明确将学业质量划分为不同水平,并描述了不同水平学习结果的具体表现。
高中英语学业质量以学生在语言能力、文化意识、思维品质和学习能力等方面的核心素养为基础,结合高中英语课程的内容以及高中学生英语学习的进阶情况,重点描述了高中学生在特定问题情境中运用英语解决问题的能力和表现。
(二)学业质量水平高中英语学业质量设置三个水平。
这三个水平是根据问题情境本身的复杂程度、问题情境对相关知识、技能、思维品质的要求以及问题情境涉及的情感态度和价值观念等进行划分的。
每一级水平主要表现为学生在不同复杂程度的情境中,运用知识、技能以及各种重要概念、方法和观念解决问题的关键特征。
学业质量的三个水平与必修课程、择性必修课程和选修课程中的提高类课程有关联性。
高中英语学业质量水平的具体要求如下。
水平一学生能够在相对熟悉的情境中,围绕必修课程内容所涉及的人与自我、人与社会和人与自然等主题语境,使用所学的语言知识和文化知识,有效运用学习策略,理解必修课程所规定的不同类型语篇所传递的意义、意图和情感态度,理解语篇中不同的文化元素及其内涵,分析不同语篇类型的结构特征和语言特点,并能以口头或书面形式陈述事件、传递信息、表达观点和态度等。
