来到巴黎一大早,我们就去参观举世闻名的埃菲尔铁塔。

听导游介绍,1889年,刚好是法国大革命100周年,法国政府决定好好庆祝,并建造一座象征法国革命和巴黎的纪念碑,最后,决定建一座在巴黎任何角落都能看到的巨塔。

1488年起,巴黎出现了两中手抄报纸。
1474年起,法国官方开始着手管理出版业。
1537年建立出版检查制度控制思想传播。
11631年,1月,让·马丁和书商路易·旺多姆出版了法国第一家新闻性周刊《普通新闻》(生命期六月)。
三大公报:1、1631年5.30,泰·勒诺多创办了《公报》。

2、1665年1议员萨洛创办《学者报》。

二、1789-1881年:法国确立新闻出版自由的近百年磨难1、法兰西第一共和国时期(1789-1799)(1)1792.8.22,制宪议会通过新闻责任法,对滥用出版自由作出规定。
至此新闻出版自由的法律已经较为完善,但很快就被一系列的政治权利的更迭打破。
(2)1792年9月吉伦特派代表斐扬派掌握政权,君主立宪派的报刊被取缔。
(3)1793.6雅各宾派取代吉伦特派掌握政权,开始恐怖统治。
八月公布监护者法令,民间报纸要么封闭,要么成为雅各宾派的喉舌。

(2)1815.3至6月拿破仑百日复辟,法国新闻出版一度完全自由(3)1819.3至6月,复辟王朝司法大臣塞尔伯爵在法国新闻史上第一次尝试制定新闻发布会,该法废除了预审制,报刊案件交陪审团审理。

8、1881年以后相对稳定的法国新闻出版自由政策1881年新闻出版自由法的颁布,标志着法国新闻传播业进入了较为稳定的发展时期。
虽然其后仍然发生一些政策变动问题,但总的来说,算是进入新闻政策的一个新时期。
三、从大革命到第二次世界大战的法国新闻传播业1、报纸:报纸因政治造成断代现象,因此数目繁多但持续出版、影响社会打的报社并不多。
(1)两家子大革命出版到第二次世界大战的报纸:A1789《总汇通报》,于1799年成为拿破仑一世政府的机关报。
(法兰西第一帝国时期的主要报纸),1944年停刊。
B1789年创刊的民营《辩论日报》,政治立场保守温和。
(2)“观点报刊“中最著名的是1789年9月由雅各宾派领导人之一—马拉创办的《人民之友》1793年马拉被刺杀后停刊。
(3)七月王朝时期,报纸得到一定程度的发展,在社会上影响最大的是日拉丹开创的报刊业。
他于1831年创办《益知》杂志,1836年创办《新闻报》。
他开创了法国廉价报刊的开端,为后来出现廉价的报刊奠定了基础。
(4)法兰西第二共和国时期社会上有影响的还是小资产阶级的《改革报》、资产阶级共和派《国民报》,以及《新闻报》、《辩论日报》等等。
帝国后期还出现了两家有些像英国《泰晤士报》那样“高级报纸”即《费加罗报》和《时报》。
《费加罗报》瑜1854年将他改名为《费加罗报》周报,186年成为日报。
《时报》有讷夫策创刊于1861年,以外交新闻为主,在国际上较有影响。
(5)法兰西第三共和国时期的初期,为最后确立新闻出版自由进行了激烈的斗争。
由于以往政治斗争的传统,这个时期报刊的特点仍然是政党报刊与大众报刊混杂并举地发展。
(6)19世纪后期发生了一系列轰动欧洲的政治、社会事件,客观上为报刊提供了丰富的消息来源,刺激大众报业的发展。
19世纪莫,法国四家大众报纸《小报》《小巴黎人报》《晨报》《日报》成为主要的面向大众的报纸。
(7)1940年,德国法西斯入侵法国,许多法国报刊停刊或是南迁。
2、通讯社法国是世界最早的通讯社,于1835年诞生于巴黎,创办人哈瓦斯,通讯社名为哈瓦斯通讯社。
1870年,该社与路通社和沃尔夫社划分报导范围。
它虽然是民营通讯社,但政府给予大量补助,因而实际上长期是半官方通讯社。
1940年法西斯德国的军队占领巴黎前夕,哈瓦斯社的股票被维希傀儡政府全部收买,改组为广告社、法国新闻社和射界电讯社三个社,后者实为德国通讯社的支社。

四、1944年法令,法国重新开始新闻媒介的格局1、法国光复政府于1944.3.30颁布了法令,该法令规定1940年德国占领法国后,凡在德占区发行15天以上的报刊、1942年德军全部占领法国领土之日后在南方继续发行15天以上的报刊,一律停刊。
法国战前的报刊中只有七家报刊可以继续存在,其中著名的仅《人道报》、《费加罗报》两家。

五、法国新闻传播业第二次世界大战后的发展和现状:1、报纸(1)战后实行的补贴报刊和抑制资本集中的政策,最终造成法国传统报业处于不景气的形势之中。
(2)光复后的法国报纸进入20世纪50年代后遇到涨价和发行方面的危机。
日报数量不断减少。
目前法国报纸中《费加罗报》和《世界报》可以对外作为法国报纸的代表(高级报纸);《法兰西晚报》和《巴黎人报》可算是大众报纸的代表。
《费加罗报》是仅存的历史悠久的法国主要报纸。
内容丰富,综合性强,无所不有。
版面安排恰当,被认为是最能体现法兰西“贵族风格”的报纸。
属于索克报业集团。
《世界报》法国唯一独立自主编辑发行的主要报纸,至今不属于任何媒介集团,产权为报纸人员合作所有。
办的严肃,版面紧凑,没照片,有少量图表和漫画,广告较少。
直到20XX年才改变,有大量招聘并彩色化。
该报对实时的评价水平很高,文字考究,在国际上颇有声望。
