首先，我认为主要是中国的应试教育造成的。为了提高素质教育，我们进行了相应的教育改革，如重新编定了新教材等。在目前教学考试制度的引导下，教师不能把更多的时问和精力花在口语教学上，学生对口语也不重视，这不利于提高学生的综合语言能力，必然导致了“哑巴英语”现象的存在。

其次，是英语表达能力和表达欲望的缺乏,“恐讲心理”的影响。多数人口语不好通常是因为学了不用或用的太少，他们只把英语作为知识来学，而不是将英语当作一种语言工具来用。怕出错，怕出了错受老师责备，被同学耻笑。这种恐惧心理常导致学生在口语表达时显得焦虑和紧张，影响他们正常的思维和顺利的表达。造成这种心理的原因就是学生平时缺乏足够的口语练习机会，刚开始学说英语时没有得到及时的肯定鼓励，因此，在开口时没有一种自信感，同时又过多考虑所说的词句是否符合语法规则。这种“恐讲”心理阻碍了口语训练的顺利进行。
