Flexibility
Some kinds of traffic can be forecast and dispatched at regular intervals. Other traffic cannot be forecast accurately, so there must be sufficient flexibility to allow it to occur at short notice. Furthermore, if a route or transport system is disrupted by weather or breakdown, it will be necessary to switch to another route or means of transport so that an even flow can be maintained.
集中控制是指准备好足够的信息以便能立即做出正确 的决定,还要有现成资源来执行这些决定。
Regulation
The purpose of movement regulation is to maintain an even flow. In order to do this, the operator has to keep traffic moving without unnecessary checks and avoid congestion at bottlenecks, transfer points and terminals. Failure to maintain an even flow will result in extended journey times and turn-round and inefficient use of transport resources.
