China will allow two children for every couple, the state-run Xinhua news agency reported Thursday, ending the country's one-child policy(政策).
China, now a nation of more than 1.3 billion people, carried out a policy of one child per couple to control population growth in the 1970s. When its propaganda(宣传工作)didn't work, local officials would take some actions to force the couples to give up their second child.
Relaxation of policy
China began relaxing the policy in January 2014, allowing couples to have a second baby if the mother or father was an only child.
The move was considered as a big change of the 30-year-old restriction, but the new study released(释放)in January 2015 suggested that fewer people than expected were taking the step to add one more child to their family. All over the country, nearly 1 million couples had applied to have a second child, state media reported at the time. Health officials had said that it was not so easy to have 1 million new babies born.

Wang said the one-child policy was useless a nd unnecessary, since China's birth rates were already slowing by the 1980s.
