中国日报社“21世纪杯”中小学生英语演讲大会由中国日报社主办、21世纪英语教育传媒承办。
自1996年创办以来，大会作为每年5月在英国伦敦举行的国际英语演讲大会的中国区选拔，获胜者将代表中国在国际舞台上展示中国青年学子的风貌。
中央电视台知名双语节目主持人刘欣、领导人翻译孙宁、张露、舌战群雄的驻美记者王冠等均曾是大会获胜者，其中刘欣代表中国参加国际大会荣获首枚金牌。

My classmates and I were walking with some international students. As we walked out of the city, we found ourselves flanked by taller and taller trees, which formed a huge canopy above our heads. Should I be here Is this my arena Two years ago, when I was offered the privileged chance to pick my major, rather than choose the well-trodden path of English I chose the lonely road Spanish. Lonely you may ask Despite there being 400 million Spanish speakers in the world, a mere fraction of that number studies it in China.It’s very common that when students don’t know which major to choose in college, they choose English; when they want a better job, they pick up English, and when they want to master a foreign language, more often than not, it is English. Let’s be frank, people learn English for money. There is a perception that English is the path to a better life. But the law of supply and demand tells that if everyone supplies thesame service the value of that service declines. So those who have taken a less traveled road, and have not followed the herd, may have the last laugh.We’ve seen this before. Think of all those students who decided to pursue law at the urgings of their parents, uncles or teachers. Where are they now Promised a world of opportunity upon completing their education, instead they are now struggling to find a position in their overcrowded field. Some have ended up turning to new paths as translators, or even butchers and fishmongers. Supply and demand strikes again!How about beyond education What are the paths that everyone takes Everyone rushes to buy a house and we are left with rising prices of homes and apartments that may be highly inflated. Everyone needs to purchase a car and we are left with traffic jams that last over a week! Everyone flocks to Xiangshan in the spring to look at the blooming flowers only to see the backs of other people’s heads. Too often people are sheep refusing to separate from the flock. They become nervous and uneasy when theystep out of line. However, isn’t this sometimes necessary Why do we not buy a cheaper home in a smaller town Why do we not use public transportation instead of worrying about a car Why do we not go see Sakura blossoms in Wuhan instead of the Fragrant Hills The pressure to travel with others is strong for it is always easier to go with the flow.We must learn to love the lonely path, not fear it. Not always is the popular path a safe one. There are always options. The road less traveled can be fun.Learning Spanish changes you. You become more colorful, more noisy, more gossipy, more outrageous, more daring. It is like having a personality I encourage people around me to take risks, not unlike entering an English Speaking competition as a Spanish Major. Even though I have chosen the less travelled road to learn Spanish, I am not restricted from detouring into English as I have today. I don’t dream about the road I didn’t take that so many of my friends did. We are lucky to have so many paths in front of us, but there is no single correct path for all ofus. We must find our own way. Luckily my path is clear, Spanish is calling. 中国日报社“21 世纪杯”全国英语演讲比赛创办于 1996 年，是每年在英国 伦敦举办的国际公众英语演讲比赛（INTERNATIONAL PUBLIC SPEAKING COMPETITION）中国区唯一选拔赛。作为国内学术档次最高、组织最为严谨的英 语学习竞赛，比赛秉持公平、公正、公开的原则，旨在为中国学生提供了一个国 际化、专业性的学习交流平台，为推动中国英语素质教育做出积极贡献。比赛每 年的获奖选手代表中国学子综合英语演讲能力的最高水平。

递补参赛。参赛选手本人应为中国国籍，且没有在以英语为母语的国家连续生活 超过 1 年以上。 4、选手进入准备室可携带笔、本、饮用水、纸质词典（禁止携带电子词典、手 机、平板电脑等电子设备），选手抽取题目后不能与陪同人员进行交流，准备室 内会为选手配备公用纸质词典。赛场内不提供饮用水，请选手及家长自行携带。 5、选手在演讲中请勿透露个人信息（姓名、学校名称等），不能穿校服或佩戴 校徽等表明学校的标志，否则评委将酌情扣分。 6、为了便于选手掌握时间，工作人员会在每个环节还剩 15 秒时举牌提示，时间 到时按响铃。铃响后，选手应尽快结束演讲（尽量在一句话内），否则评委将酌 情扣分。（提问评委的提问时间不计算在答题时间内） 7、半决赛评审费：250 元，请所有参加半决赛的选手于 1 月 12 日（周四）24:00 点前，登陆 点击页面内半决赛评审费缴费 指定链接，完成报名并缴费，如选手未能按时缴费视为自动弃权。 8、比赛视频：组委会将对半决赛进行全程摄像，比赛视频将作为比赛资料拷贝 到随复赛获奖证书一起发放的纪念版 U 盘中向选手免费发放。 9、本届比赛天津赛区所有晋级最终决赛的选手，将同时获得由天津广播电视台 主办的“我是 DJ”天津滨海广播第二届英语小主持人选拔赛决赛参赛资格，各 组别决赛冠、亚、季军将有资格成为天津滨海广播英语小主持人。

已备演讲（2 分钟）+ 即席演讲（1 分钟）+ 现场问答（1 分钟） 1、已备演讲主题：The best gift we can give others is... 2、即席演讲题目于选手上场前 10 分钟抽取，现场问答题目由提问评委根据选手 已备演讲内容现场提问。 3、选手上台后首先开始已备演讲，已备演讲结束后，选手在台上等待主持人宣 读即席演讲题目并进行即席演讲，即席演讲结束后，选手等待提问评委提出问题 并作答。请选手控制好即席演讲及问答时间，不要超时，但也不要过于简短缺乏 内容。 4、选手任何一个部分的演讲结束，请说“Thank you.”以便主持人或提问评委开 始下一个环节。 五、半决赛奖项设置： 1、半决赛分为 18 日下午场 A 组、B 组，19 日上午场 A 组、B 组，19 日下午场 A 组、B 组，共 6 个小组。每个小组总分前 2 名的选手晋级天津赛区决赛，决赛 时间 2017 年 1 月 22 日（周日），每个小组 3-18 选手获得天津赛区决赛二等奖， 其余选手获得天津赛区决赛三等奖。 2、获奖名单将于选手比赛结束后现场公布，并现场颁发选手获奖证书。上午场 颁奖仪式预计于 11:30-12:00 进行，下午场颁奖仪式预计于 16:30-17:00 进行，请 选手比赛后尽量不要离场，准时参加。 六、半决赛注意事项： 1、半决赛为公开比赛，允许每位选手最多允许 3 名陪同人员入校（含指导教师、 家长、同学），陪同人员请在赛场内指定区域观看比赛。 2、请所有参加半决赛的选手于 1 月 12 日（周四）24:00 点前，将本人已备演讲 演讲稿 word 版以附件形式发至 tj_21st_century@ ，邮件名及附件请均 以“初中组+学校+选手姓名”命名，演讲稿仅供提问评委参考，选手在提交已 备演讲稿后仍可在不改变大意的前提下对演讲稿内容进行修改，打分评委不会 参考演讲稿，仅依据选手现场演讲内容评分，如选手未能按时上传演讲稿视为自 动弃权。 3、半决赛选手组成包括复赛一等奖晋级选手 219 人、重点学校直接推荐选手 3-5 名、官网投票选手 1 名。如有选手因个人原因弃权，组委会将邀请相应组别选手
一、半决赛时间： 1、18 日下午场：2017 年 1 月 18 日（周三）13:00-17:00（报到时间 13:00-13:15） 2、19 日上午场：2017 年 1 月 19 日（周四）8:00-12:00（报到时间 8:00-8:15） 3、19 日下午场：2017 年 1 月 19 日（周四）13:00-17:00（报到时间 13:00-13:15）
半决赛参赛选手名单及分组情况附后，请选手自行查询并根据本人场次确认 本人报到时间。请所有选手务必在规定的时间到达比赛现场报到，不能按时报到 的选手视为自动弃权。报到不需携带任何资料，报到结束后所有选手将集中召开 赛前选手会，陪同指导教师及家长请到赛场等候比赛开始，初中组各场均分为 A、 B 两组同时进行，选手分组及出场顺序于选手会上抽签确定。 二、半决赛地点：天津外国语大学附属外国语学校 地址：河北区南口路 11 号（机动车禁止入校，校门口有监控拍摄违章停车，送 选手车辆请停放在志诚道辅路沿线停车位） 三、半决赛流程： 1）报到 2）赛前选手会（抽签确定分组及出场顺序） 3）比赛 4）颁奖 四、半决赛环节：
