社区卫生服务中心科研意识与需求问卷调查分析

摘要目的：了解社区科研工作的现状、存在问题及有效激励因素。方法：采取分层抽样方法选取普陀区3家社区卫生服务中心的90名医务人员进行科研意识与需求的问卷调查，并进行数据分析。结果：调查发现，59.8%的社区医务人员认为需要开展社区科研工作，而开展科研工作的困难主要为没有研究思路（100.0%），没有数据资料（88.0%），不会进行统计分析（60.0%）。82.8%的被调查人员认为，中心领导重视是开展科研工作最重要的保障因素，其次为明确的激励机制，占78.2%。结论：社区科研工作要加强需求引导，营造良好的科研氛围；加强制度激励，提升科研工作满意度。

Investigation and analysis of the scientific research consciousness and demand in the community health service center

Methods：The questionnaire of consciousness and demand of scientific research was conducted in 90 medical staff from three community health service centers in Putuo District with stratified sampling method and the data were analyzed. Results：The survey found that 59.8% of the community medical staff thought that they needed to carry out scientific research. The difficulties in carrying out the scientific research work were mainly that they had no research ideas（100.0%），no data （88.0%），and were unable to analyze statistics（60.0%）. 82.8% of the surveyed people believed that the most important safeguard factor for

the development of scientific research was the leadership attention of the center and followed by a clear incentive mechanism，accounting for 78.2%. Conclusion：The scientific research work requires strengthening the guidance of demand，creating a good atmosphere for scientific research，

strengthening the incentive system and enhancing the satisfaction of research work.

随着医药卫生改革的不断深入，从“科技是第一生产力”的角度出发，以人才为核心，以政策支撑与激励为基础，以科研为抓手与载体，以医疗特色、服务水平、学术水平和管理水平的提升为评价措施的医院管理思路充分凸显出“科技兴院”的内涵及其重要性。“科技兴院”即是医院人才智力资源成为战略性资源的最好体现，可简化表示为“科研管理―人才管理―综合效益”[1]。

然而，由于功能定位不同，基础不同及当前社区卫生服务中心面临的?T如投入不足、补偿机制不到位、人才短缺与流失、技术与规模受限等问题，中心的发展难以应对不断提升的管理要求和功能拓展。同时，二、三级医院的科研管理模式和机制也不适用于社区卫生服务中心，目前缺乏适宜在社区卫生服务中心推广的科研模式。因此，如何开展社区科研工作成为了新时期提升社区卫生服务中心综合竞争力和

可持续性发展的又一大课题。

为了解社区卫生服务中心医务人员对社区科研工作的

看法、态度及需求，笔者于2015年4―8月期间选取了上海市普陀区长风街道、白玉街道和长征镇3个社区卫生服务中

心（以下简称“中心”）的医务人员进行了调研，以期为社区医疗机构制订更为有效的科研管理机制提供参考。

1 对象与方法

1.1 调查对象

2015年4―8月，采取分层抽样方法选取了长风、白玉、长征3个中心的医师、护理人员、医技人员、公共卫生人员及行政人员共90人进行了问卷调查。

被调查对象中，男性16人，女性71人；20～29岁23人，30～39岁35人，40～49岁12人，50岁以上17人；学历中专15人，大专31人，本科38人，研究生及以上3人。

1.2 调查方法

本次调查问卷在“2011年国家中医药管理局中医药临床重点科室医生临床科研需求调查问卷”的基础上进行了修改设计，发出调查问卷90份，收回有效问卷87份，有效应答率为96. 7%。

1.3 调查内容

调查问卷分为3个部分：（1）基本信息，了解被调查者一般情况（性别、年龄、学历、职称、工作年限、工作岗位、是否为行政兼职等）；（2）社区卫生科研需求，了解中心开展科研工作的必要性、目的、支持保障、中心职工不参与科研工作的理由、参与科研工作面临的最大困难、参与社区科研的经历等相关问题；（3）社区科研氛围满意度调查，了解
