中国小学英语教学的现状与反思
中国小学英语教学的现状与反思我们国家在小学全面开设外语仅仅只有五年的时间，也就是从1999年开始。
当然小学所开的外语在我们国家不是强制性的，不是compulsoryeducation，而属于optional，可选择的。
我国小学开设外语是在无准备的情况下，是在师资力量不足的情况下，或者说是在之前没有规律可循，没有成功经验，甚至没有教材的情况下全面开设的。
但是由于我们必须要融入这个社会，融入这个世界，必须要适应globalization以及国际斗争的新形势，因此，外语学习要从小抓起，这一点我本人是非常赞同的。
据教育部有关部门的领导讲，目前全国开设外语课程的城镇小学已经达到70%以上，农村小学已经达到了30%。
全国有一亿三千多万的小学生，那说明，现在已有五六千万的小学生开始学习外语，只是学习时间不一样。
国家要求的是，在有条件的情况下尽量早开设，一般由三年级开始。
但我国现在有许多地方，是从小学一年级起开设的，也有的是从幼儿园开始，甚至还有进行“bilingual”双语教学的，有的从五、六年级开始开设。
开设的年级目前看来参差不齐，但从小学三年级开始英语教学的多一些。
这在一定程度上说明我们国家的外语教学包括小学的外语教学的形势一片大好，但存在的问题也不少。
经过几年的实践，通过我们的课改还有新课程的实验，外语教学特别是小学英语教学中存在的问题已经凸显出来了。
现在全国上下都在反思，最近有一些媒体、舆论在谈论我国的外语教学，包括小学的外语教学应何去何从的问题。
《南方周末》，全国个人阅读比例较高的报纸，在今年9月23日，曾刊出中国人民大学顾海兵教授一篇题为《中国公共外语教育反思》的文章。
文章指出我国的外语教学“与时间成本、费用成本、机会成本相比，外语教育得不偿失。
绝大多数人在学习十几年外语之后，其实外语能力仍很低”。
并提出“废除外语的一票否决是时候了”。
另外，在全国人大会上，也有代表提案认为，不必全面普及外语，称这是很大的浪费。

摘要 ： 英语学 习策略选择 的必要 性与有效性 ， 一 直是英语 教 学与第二语 言 习得 的研 究重点之 一。然 而， 这 些研 究往 往基 于单项策略 的调研 结论 ， 缺 少策略之 间的对 比研究。本文借鉴经济学的机会成本原理 ， 从一 个全新的 角度 看待 不同策略 选择
学术 界关 于 学 习策 略 的研 究 ， 从定 义 、 分 类 到效 果等 ， 愈来 愈 丰 富 。外 语 学 习 者 也热 衷 于运 用 策 略 以求解 决 问题 、 提 高效 率 、 获得 期 盼 的结 果 。笔者 在 教 学研 究 和实 践 中 注 意 到 ， 对 策 略 的运 用 与 效 果 方
语 是 策 略知 识 。这 一点 体现 在他 们对 学 习各个 方 面
的 回顾 和反 思 ； 二是 学 习者 了解 自己语 言 学 习 的各
正 的结论 。经济 学 中 ， 机会 成本 概念 的引 入 ， 会 使我 们 更 加深 刻 地理 解 这 种对 比研 究 的必 要 性 与 可 行 性， 使 学 习者 获知 某种 学 习策 略 的真实 价 值所 在 ， 从 而做 出最适合 自己的学 习策 略选 择 。 二、 机 会成本 与学 习策 略的选 择
其 涉 及 两点 ： 一 是学 习者知 晓他所 运 用 的策略 ， 其术
少很少得出没有效果的结论 。但是 ， 笔者认为 ， 某种 学 习策略 的效果 如何 只有在 不 同效果 的 比较研 究 中 才有 意义 ， 如策 略 Ａ和策 略 Ｂ， 哪 个在 阅读 或词 汇记
忆 中效 果更佳 ， 只有从 相 互 对 照 的角 度 才 能 得 出真
和界定学 习策略外 ， 许多研究者致力于如何验证学
习策 略与 学 习效果 关 系 的研究 。国 内的研 究多倾 向
做任何事情都是有成本 的， 而机会成本是从一 个新 的角度来 看待成 本 。假设 一个 人有 ｌ ０万元 钱 ， 并用这笔钱去欧洲旅行了一次。欧洲之行的成本 当 然是 ｌ ０ 万元 。如果他不用这笔钱去欧洲 ， 他可以用
意义。
笔 者认 为 ， 学术 界 过 去对 学 习策 略运 用 效 果 的 研究 有两个 问题 。一 是没 有考 虑到 学 习者学 习体 会
的局 限性 。二是 研究 的结论 是孤 立 式或单 一对 照 式
研究 所得 出的 结论 。任何 一个策 略单 独来 看 都有其 效果 ， 如果 将两 种策 略对 照来分 析 ， 结 论则 很 有可 能 大相 径庭 。且我 们 在 调查 问卷 中的单 一 性 ， 也在 客 观上 诱导学 习 者得 出有 效 果 或 有 点效 果 的结 论 ， 至
于调查研究 ， 运用问卷等方式调查学 习者采用 了哪 些 学 习策 略 ， 以及 运用 这 些策 略 的效果 如何 ， 但很 少
