我国乡镇政府机构改革分析

摘要
乡镇政府机构改革,是我国机构改革成功与否的重要指标之一。多年来,我国一直在对乡镇政府机构进行改革,并取得了一系列成效。然而,深入分析乡镇政府机构改革现状可以看出,改革创新力度不够大,行政法制不健全导致监管缺失,对待改革的思想认识存在误区和障碍。同时,还在部门之间的关系、人员分流安置中,出现了一些问题导致机构改革不能如愿进行。因此,本文就当前乡镇政府改革存在的问题和难点进行分析并提出应对的改革策略,提出转变特权思维,增强市场经济平等竞争观念,实现政府职能转变,明确其权利、规模、行为等正确定位,同时完善立法制度,保障乡镇机构改革长远发展,合理解决改革中人员分流等问题,从根本上提高行政效率,从而促使地方政府从“瘦身”到“健身”的完美转变。

ABSTRACT
The reform of township government institutions is one of the important indicators of the success or failure of institutional reform in our country. For many years, our country has carried on the reform to the villages and towns government organization, and has obtained a series of achievements. However, in-depth analysis of the status quo of the reform of township government agencies can be seen, this reform is not enough, Lack of supervision of administrative legal system is not perfect, and its treatment of the reform of the ideological understanding of the existence of errors and barriers. At the same time, the relationship between the Departments, personnel placement, there are some problems that led to the reform of institutions can not be carried out.
Therefore, this paper analyzes the current problems and difficulties in the reform of township government, and puts forward the reform strategy, To change the privilege of thinking, to enhance the concept of market economy equal competition, Realize the transformation of government functions, clear their rights, size, behavior and other correct positioning, while improving the legislative system, Guarantee the long-term development of township institutions reform, reasonable solution to the reform of personnel diversion and other issues to improve administrative efficiency, so as to achieve the local government from the "downsizing" to the "fitness" of the perfect transformation. The protection of the most basic level of government organizations can only play a normal, social and economic development in China has far-reaching significance.
