Good morning everyone! It is my pleasure to give a presentation here. As a student whose major is safety engineering, I’d like to introduce a safety evaluation method today, the LEC evaluation.As the PPT shows, my presentation is mainly divided into three parts. Firstly, let me introduce LEC briefly. Maybe some of you have learned about LEC in college, it is used to assess the degree of danger when people work in potentially dangerous environment. It is a half-quantitative safety evaluation method which classifies one certain system and determine if the system is safe enough.Then, what does each letter mean? D means danger, it shows how dangerous the system is. L means likelihood, it shows the possibility of the accident. E means the extent of exposure, it shows that how often do workers work in dangerous environment. C means consequence, it shows the severity of accidents.Here ,it is a chart, each part is divided into several levels. Take the likelihood as an example, it has seven levels, the points range from 0.1 to 10 as the possibility rising. And if the score of D is over 320, it means this system is extremely dangerous and cannot continue operating.Through LEC evaluation, we can make sure if we need to rectify and reform the workplace, so that we can take some measures for safety to avoid accidents. It is easy to use and it is feasible for the situation which is lack of specific evaluation models or data.The LEC method is widely used in various fields, such as aircraft industry, railway industry, metallurgic industry, coal-mining industry and so on. The usage of LEC doesn’t have many differences. Firstly, we should select the evaluation unit, then identify the main danger in the unit. Next , we need to evaluate the danger by using that chart and get a conclusion .。

I think it can be illustrated from the following four parts.First, the existing quantity of airfields is still not sufficient and the airfields have many shortcomings especially in war time.Second, the complementary facilities, such as highway runways are far less than airfields, however, have more weakness.Third, a certain amount of field airfield is quite necessary considering some emergencies such as rescue and disaster relief.Forth, the field airfield can fill the void of airfield and they can be combined to be airfield network.The meaning and aim of this research contains three parts.Fast, convenient and validity, fast means the field airfield must be constructed as fast as possible, convenient means the construction should need the minimum equipment, labor and materials considering the actual construction condition, validity means the constructed airfield is able to support the operation of given aircraft in specifically time.Just like many other territories, the situation of the research is that the U.S.Army takes advanced line.The U.S.Army declares that they can reach toanywhere on the earth in 96 hours, the most important method for force projection is though aircraft, thus rapid construction of pavement is the key problem for rapid force transportation.The main work we have done can be summarized as four parts, materials choosing, scheme making, mechanical properties research and water-stable properties research.We choose two kinds of soils, which are got from Xi’an, Shanxi province and Jiuquan, Gansu province separately.The sand from Ba River was considerate to investigate the influence of sand to the properties of stabilized soil.The chosen three kinds of powders are cement, lime and new-type stabilizer developed by Chang’an University.The principles in considering the function of 4 kings of fibers are referring different length, type and mixing them.On account of the time, I will make a brief description about the experiment scheme.In summary, three parts were proposed to distinguish the affecting factors in making experiment scheme.They are powder control, fiber control and other factors.Taking powder control for example, the dosage of cement is respectively 6%, 8% and 10% when the soil is stabilized only by cement, while the dosage of cement decrease to 3%, 5% and 7% when the lime is addicted to stabilized soil.The following two factors are stabilizer and sand.Six kinds of experiments were performed to investigate the influence of above factors to the mechanical properties of stabilized soil.The aim of compaction test is to find the maximum dry density and optimum moisture content.The aim of compression strength test is to determine the optimum dosage of cement, lime, powder stabilizer and fiber, meanwhile evaluating the performance of stabilized soil.The aim of splitting tension strength test is similar to compression strength test, the left picture is sample stabilized by cement,while the right picture is the sample stabilized by fiber and cement.The direct sheer is another important parameter in geotechnical engineering.It influences the foundation bearing capacity and many other properties especially for soil base and base course.The left picture shows the course of making sample and the right picture shows the test process.The CBR test and rebound modulus test are referenced from highway test specification to evaluating the comprehensive capacities of each structure level of the pavement.For both the two tests, the left picture shows the course of making sample and the right picture shows the test process.What should be noted is that the number of sample is at least 6, the last result is the average value of these date got from test after eliminating the bad results.Four kinds of experiments were performed to investigate the influence of above factors to the water-stable properties of stabilized soil.The scouring test is not the stated experiment in current specification.It is performed by us through looking up large quantity of interrelated literature, and two different ways to carry out.The left picture shows the method of vibration table and the right picture shows the method of fatigue test instrument.Penetrant test refers to the experiment in relating concrete specification.The left picture shows the process of saturation, the right picture shows the test process.Cantabria test and other tests are all original experiments;they are used in stabilized soil for first time, here I will not develop my narrative.As regards the I thank His Excellency Sam Kutesa, President of the General Assembly, forhis continued leadership in keeping the membership seized with this issue.As UNMEER prepares to close next month, the UNwill maintain the dedicated high-levelleadership under WHO together with the UN country teams, in its support to help the affectedcountries get to zero.The strategy to end the outbreak is working –but the final stretch of the response remainsparticularly challenging.Cases in Guinea and Sierra Leone have been reduced considerably. The response is being fine-tuned to focus on increasing engagement, awareness and contact tracing in the remainingaffected communities.New cases in Liberia show the need for continued vigilance given the regional risks. TheLiberian Government's proactive actions also underscore how the response strategy haseffectively reinforced national capacities and knowledge to be activated for future outbreaks.But the impacts of the Ebola crisis have beenfar-reaching and much work is needed to supportthe countries.The outbreak has eroded progress on peace and development. It has disrupted health andsocial services.Many major economic sectors have been affected: agriculture, mining, trade, tourism,transport, fisheries and livestock. The functioning of schools, hospitals and other publicinfrastructure has suffered.All of these disruptions have had a negative impact on the economies of all three countries –which were, prior to the Ebola outbreak, on a positive growth trajectory.This negative impact – on economies, livelihoods and more importantly lives – demands thatthe global community continues to prioritize recovery from Ebola even long after the crisissubsides. This will be essential to “stay at zero” in order to strengthen resilience towithstand future shocks.Your continued generosity will help the affected countries carry out their plans for recoveryover the next two years.Our shared goal is to build back stronger, safer and more resilient capacities for preventionandresponse. That means access to health services everywhere – not just in capitals. It meanshealth services equipped to not only respond to extraordinary outbreaks like Ebola, but toaddress malaria, cholera and other common ailments.Investing in Guinea, Sierra Leone and Liberiawill yield global dividends in preventing localoutbreaks from becoming national emergencies and regional pandemics.That is why today is about more than speeches and pledges – it is a chance to forge apartnership for a better future – a future that is full of opportunity and free of Ebola.Our task is also to learn from our shortcomings and translate the lessons learned from this crisisin building back better. To do anything less would compound the tragedy.I particularly welcome WHO's lessons learned process and its plans for reform. Just this week,WHOwelcomed the report from the independent Ebola Interim Assessment Panel. WHO hasindicated that it is already moving forward to implement a number of thePanel'srecommendations.In addition, I have appointed a High-Level Panel on the Global Response to Health Crises,headed by His Excellency President Kikwete of the United Republic of Tanzania.The Panel is now working on the pressing question of how to strengthen national andinternational systems to prevent and manage future health crises. I look forward to itsrecommendations.More broadly, we have to learn from the Ebola outbreak responding to the crisis phase is notenough. With any outbreak, we have to do more than end the caseload. It is a half- quantitative safety evaluation method which classifies one certain system and determine if the system is safe enough・Then, what does each letter mean?D means danger, it shows how dangerous the system is. L means likelihood, it shows the possibility of the accident. E means the extent of exposure, it shows that how often do workers work in dangerous env让onment. C means consequence, it shows the severity of accidents.Here ,it is a chart, each part is divided into several levels. Take the likelihood as an exle, it has sevenlevels, the points range from 0. 1 to 10 as the possibility rising. And if the score of D is over 320,itmeans this system is extremely dangerous and cannot continue operating.Through LEC evaluation, we can make sure if we need to rectify and reform the workplace, so that we can take some measures for safety to avoid accidents.
