联合国六大机构

联合国六大机构联合国六大机关为：大会、安全理事会、经济及社会理事会、托管理事会、国际法院和秘书处联合国六大机构- 联合国大会(General Assembly of the United Nations -- UNGA)简称“联大”，是联合国的六个主要机构之一，由全体会员国组成。

根据联合国宪章的规定，大会有权讨论宪章范围内的任何问题或事项，并向会员国和安理会提出建议。

大会接受并审议安理会及联合国其他机构的报告；选举安理会常任理事国、经社理事会和托管理事会的理事国；大会和安理会各自选举国际法院的法官；根据安理会的推荐，批准接纳新会员国和委任秘书长。

联合国的预算和会员国分摊的会费比额都需经大会讨论决定。

每一个会员国在大会有一个投票权。

大会每年举行一次常会。

常会在每年９月的第三个星期二开幕，通常持续到１２月中下旬，会期一般约为１３个星期。

待审议的议题可延至第二年春继续举行，但必需在下届常会开会前闭幕。

每届常会开会时各国往往派外交部长或其他部长率代表团出席，一些国家元首和政府首脑也到会发表讲话。

联大一般性辩论的日程为联大开幕后第二周的周二起不间断地进行９个工作日。

大会应安理会或过半数会员国的请求或经过半数会员国对任何会员国的请求表示赞同后，可于１５天内召开联大特别会议，２４小时内召开紧急特别联大。

大会审议的事项非常广泛，凡维持国际和平与安全以及《联合国宪章》范围内的任何问题均可讨论，其讨论决定只能向会员国或安理会提出建议，而无权迫使任何一国政府采取任何行动。

大会的表决原则是：凡属重要问题的决定，例如关于和平与安全的建议，安理会、经社理事会、托管理事国的选举，接纳新会员国，会员国权的中止及会员国的开除，托管及预算事务等，均需经出席并参加投票会员国以２／３的多数通过；其他问题只须以简单多数通过。

常会全体会议由大会主席（或副主席）主持。

大会设主席１人，副主席２１人。

主席、副主席按地区分配原则选举由全体会议选举产生，地区分配名额为非洲６人、亚洲５人、东欧１人、拉美和加勒比３人、西欧（包括北美）及其他国家２人、安理会常任理事国５人。

联合国主要组织

联合国主要组织1919年，国际劳工组织（International Labor Organization——ILO）根据《凡尔赛和约》，作为国际联盟的附属机构成立。

1946年12月14日，成为联合国的一个专门机构。

总部设在瑞士日内瓦。

联合国粮食及农业组织（Food and Agriculture Organization of the United Nations ——FAO,以下简称粮农组织）在美国前总统罗斯福的倡议下，于1943年开始筹建，1945年10月16日在加拿大魁北克宣告成立。

粮农组织是战后成立最早的国际组织。

1946年，粮农组织与联合国签订协议，并经两机构大会批准，成为联合国系统内的一个专门机构。

The United Nations Security Council (UNSC) is one of the six principal organs of the United Nations and is charged with the maintenance of international peace and security. Its powers, outlined in the United Nations Charter, include the establishment of peacekeeping operations, the establishment of international sanctions(制裁), and the authorization of military action. Its powers are exercised through United Nations Security Council resolutions(决议). There are 15 members of the Security Council. 国际组织一览表联合国会员国的增长1945-2002南斯拉夫社会主义联邦共和国是联合国的创始会员国，于1945年6月26日签署，1945年10月19日批准《宪章》 ,在下列国家成立并随后加入为新会员国后解体：波斯尼亚和黑塞哥维那、克罗地亚共和国、斯洛文尼亚共和国、前南斯拉夫的马其顿共和国、南斯拉夫联盟共和国。

克罗地亚共和国由大会1992年5月22日A/RES/46/238号决议接纳为联合国会员国。

斯洛文尼亚共和国由大会1992年5月22日A/RES/46/236号决议接纳为联合国会员国。

大会1993年4月8日A/RES/47/225号决议决定接纳该国为联合国会员国，在该国国名引起的争端解决之前，该国在联合国内暂时称为 "前南斯拉夫的马其顿共和国"。

南斯拉夫联盟共和国由大会2000年11月1日A/RES/55/12号决议接纳为联合国会员国。

联合国机构简称

联合国机构简称联合国相关机构名称联合国大会、安全理事会、经济及社会理事会、托管理事会、国际法院和秘书处联合国大会：大会是联合国的主要审议机构。

它由全体会员国的代表组成,每一会员国都有一个投票权。

有关重要问题的决定,例如关于和平与安全、接纳新会员国和预算事项的决定,必须由三分之二多数通过。

其他问题则以简单多数决定。

这些决定可不经表决作出,也可经记录表决、无记录表决或唱名表决的方式作出。

尽管大会的决定对各国政府没有法律约束力,但它们具有在主要国际问题上的世界舆论影响力以及世界社会在道义上的权威。

联合国全年的工作安排主要根据大会的决定而定--即根据大会所通过决议中表达的多数会员国的意愿而定。

安全理事会：安理会由十五个理事国组成，包括五个常任理事国和十个由大会选出、任期两年的理事国。

是唯一有权采取行动维护国际和平与安全的机构。

安理会每一理事国均有一票。

关于程序问题的决定以十五个理事国中至少九个理事国的可决票通过。

关于实质性问题的决定也需九票通过，其中包括五个常任理事国的同意票。

这就是“大国一致”规则，通常称为“否决”权。

经济及社会理事会：经社理事会由54个理事国组成，经大会选举产生，任期三年。

经济及社会理事会一般每年举行一次为期五至六个星期的实质性会议，地点在纽约和日内瓦之间交替，并在纽约举行一次组织会议。

实质性会议包括一次由部长及其他高级官员出席的高级别特别会议，讨论重大的经济和社会问题。

它的事务由其附属机构进行处理，包括社会发展、妇女地位、预防犯罪、麻醉药品、环境保护等问题。

托管理事会：托管理事会负责管理第二次世界大战结束时尚未独立的领土，或割自邻国的领土，促进他们向自治或独立的方向发展。

托管理事会由安全理事会的五个常任理事国组成——即中国、法国、俄罗斯联邦、联合王国和美国。

随着联合国剩下的最后一个托管领土帕劳于1994年10月1日取得独立，托管理事会于1994年11月1日停止运作，完成了其历史使命。
