地方政策执行不到位的原因和对策研究

摘要

地方政策的执行是响应中央政策，按照上级政策文件要求对具体制定出的符合本地方实施政策进行执行的过程行为。在这样的行为过程中，由于政策制定失误、政策认识的缺乏、执行机制存在缺陷和注重地方利益等各方面的主客观因素存在，难免会遇到执行难、执行不到位的问题。政策的执行是地方政策过程中一个重要阶段，有效的政策执行是政策目标的唯一途径。这就要求不得不去找出解决这些诸多的问题的途径和方法。纵观中国当前的地方政策执行现状，本文从政策的基本理论知识和地方政策的制定、执行出发，研究分析对中国部分地方政府在执行上级政策的过程中的变相执行、敷衍执行、附加执行等原因造成的地方政策执行不到位问题，有针对性的提出相应的建议和对策，从而提高政策执行水平，减少失误偏差，使地方政策的执行达到预期目标。
