一、园区概况Overview

湖南郴州出口加工区于2005年6月经国务院批准设立，2007年11月封关运行，是湖南省目前唯一的国家级出口加工区。辖一个镇和一个中等职业学校，辖区面积100平方公里（其中出口加工区3平方公里），共有企业132家，常住人口近5万人，其中产业工人2万多人。园区先后被认定为湖南稀贵金属深加工产业基地、湖南数字视讯产业郴州基地、湖南省信息产业郴州基地、湖南省新材料产业郴州基地、湖南省承接产业转移示范园区、湖南“十大”最具投资价值产业园区。

Export Processing Zone of Chenzhou Hunan is approved by the State Council of China in June 2005 and was supervised by the Customs in Nov.2007.It is the only national level export processing zone in Hunan province. The two zones carry out “one organization, two signs”management mode that administer a town and a middle level Institute of Science and Technology of a hundred square kilometers area (three square kilometers of export processing zone). There are 132 enterprises with fifty thousand people including 20,000 industrial workers. The zones was approved as rare precious metal further processing industrial base of Hunan, Hunan digital video industrial Chenzhou base, Hunan information industry Chenzhou base, Hunan new material industry Chenzou base, Hunan industrial transfer pilot zone and “the top ten” most valuable industrial zone for investment of Hunan.

1、区位交通优越。Convenience of traffic

园区是郴州市城市规划的城东新区，在郴州市100平方公里的城市总体规划中，占35.79平方公里，是郴州市实施城市“东进”战略的主战场，郴资大道、相山大道、郴资快速干线等三条城市主干道贯穿园区；距郴州高铁站10分钟车程；距京珠高速公路5分钟车程。位于城东新区的体育中心、会展中心、演艺中心、苏仙区行政中心等城市公共设施正在建设中，都将于今明两年峻工，一座宜业、宜居的现

代化工业新城正在崛起.The Zone as the main battlefield of the “moving to the east”strategy, covers the area of 35.79 square kilometers at the east of 100 square kilometers’city master plan. There are three trunk roads get through of the zone as Chenzi trunk road, Xiangshan trunk road and Chenzi throughway. The zone is 10 minutes from Chenzhou highspeed railway station and 5 minutes from Beijing-Guangzhou highway. The city public facilities like Sports Center, Conference and Exhibition Center, Performance Center and Suxian District Administrative Center are under building which will be completed this year or the next. A new modern industrial city is growing up that is suitable for business and living.

2、基础设施完备。Self-contained infrastructure 园区现有建成区面积5平方公里，水、电、路、通讯、电子监控、围网、标准厂房、仓库等配套基础设施完备。2011年，园区建成区面积将扩大到20平方公里，2012-2015年建成区面积将扩大到43平方公里。目前，园区正在掀起新一轮的大开发、大建设热潮，2010-2012年园区计划安排基础设施建设项目63个，项目总投资41.9亿元，其中，道路等基础设施项目44个，总投资16.9亿元；标准厂房及配套宿舍建设项目9个，总投资11亿元；生态环境及城市配套项目10个，总投资14亿元。今年安排基础设施项目27
