欧盟技术性贸易壁垒对中国农产品

出口的影响

摘要

随着世界组织多边谈判的发展和乌拉圭回合谈判的完成, 各国关税大幅度下降, 各种传统的非关税壁垒应用空间逐渐减小, 而技术性贸易壁垒越来越多地被发达国家采用, 已成为发达国家贸易保护的主要手段。其中, 欧盟作为我国第二贸易伙伴和第四大出口市场, 是对华实施技术贸易壁垒最多的国家。我国是世界农产品主要出口国之一, 欧盟的技术性贸易壁垒严重影响了我国农产品出口, 给我国造成了巨大经济损失。并且欧盟东扩后, 新入盟的国家在采用贸易技术法规和标准方面将向现有成员国看齐, 这将对我国农产品出口产生更大的影响。中国农产品出口如何突破欧盟国家以质量、卫生和技术标准等为借口的技术性贸易壁垒，是目前亟待解决的问题。在这一背景下，本文首先分析了欧盟技术性贸易壁垒产生的背景和主要内容，然后分析了欧盟技术性贸易壁垒对中国农产品出口的影响，在此基础上剖析了中国农产品出口频遭欧盟技术性贸易壁垒的原因，最后提出了突破欧盟技术性贸易壁垒，促进中国农产品出口的对策。

毕业设计（论文）报告纸The EU technical barriers to trade on the influence of Chinese agricultural exports

Abstract

With the development of multi-lateral negotiations of International Organizations and the conclusion of Uruguay Round, the tariff of each country decreased dramatically. The traditional non-tariff barriers have less space for application, while technical barriers to trade (TBT) are increasingly adopted by developed countries, which have become their main measures for trade protection. The European Union, as China’s second largest trading partner and fourth largest exporting market, sets the most TBTs to China, almost covering China’s every exporting industry. As one of the major exporting countries of Agricultural products, China suffers great economical losses due to the TBTs set by the EU, which severely affected the export of China’s Agricultural products. After the EU’s expansion to the Eastern Europe, the newly j oining countries will imitate old EU members in terms of the regulations and standards of TBTs, which will lead to even greater impact to China’s Agricultural exportation. How to cope with the TBTs set by developed countries with excuses as unsatisfied quality, health and technological standards is a strategic issue for China. In this context ,this thesis frist analyses the background and main content of TBT ,then it analyses the TBT's influence of China's Agricultural products export.Based on this ,the thesis analyses the reason why China's Agricultural products export sufferthe EU's TBT frequently.At last ,this thesis puts forward the suggestion that how to bteakthrough the EU's TBT and promote the export of China's Agricultural products.
