This statement made by a female contestant Ma Nuo on a popular dating show has caused condemnation and controversy in China’s blogosphere. But in a sense, her mark can reflect the poor people’s discontentment as well as the rich people’s extravagance and also remind us of the fact that the imbalance between rich and poor has become one of the most pressing social issues in China.In just 20 years, China has gone from having virtually no income gap to having one of the world’s biggest. According to the People’s Daily, China’s Gini Coefficient, which is an index that measures inequality, clocks in at 0.47 –very close to the 0.5 marker, which often signals risk of instability. Now, in China, the richest 10 per cent control 45 per cent of the wealth, while the poorest 10 per cent only have 1.4 per cent.An investigation shows that about 70 per cent of Chinese think the wealth gap has harmed social stability. Indeed, it has brought about a cluster of social problems, and one of which is the rising tide of anti-wealth sentiment. People are showing great discontent with the irrationally high income gained through the monopoly of industries, and with the legal gains derived from graft and corruption, and power-for money transaction. And the second detriment is the concern on the “second generation rich” and “second generation poor”. Due to the inequality between rich and poor, the development of the young people today may suffer great change. The sons and daughters of Party cadres and rich entrepreneurs can not only afford the best schools, but also use their parents’contacts and social networks, while the poor are systematically excluded from these opportunities, which may cut off their avenues towards upward mobility.Sitting on a volcano like this, I would like to call for our government to seek for a viable way to address the growing wealth gap. At present, the government plans to deal with the issue by taking a series of measures, including standardizing social distribution order; strengthening supervision and administration over distribution in industries of a monopoly nature; reinforcing the function of taxation to readjust distribution among different groups of people; improving Law on Income Tax; introducing the inheritance tax; protecting legal income; checking on unreasonable income; readjusting exorbitantly high pay; and outlawing illegal gains. Moreover, some NPC deputies proposed: increasing aid to poverty-stricken people in a direct way so as to meet their basic needs; further improving the existing system that ensures a basic living standard for city residents; trying every means to create job opportunities to help families that have been impoverished due to unemployment; and paying special attention to the interests of special groups who are vulnerable to financial problems.As we all known, an appropriate gap helps to encourage initiative among individuals and promotes economic growth, but a too large one is a serious threat toour economic and social development. To establish a harmonious society, as advocated by the Chinese Communist Party (CCP), a balance between fairness and efficiency is necessary. Although the attempt to tackle this noticeable problem seems elusive, we should believe that hope is just around the corner.。
