Israel has authorized the construction of 3,000 new homes on occupied Palestinian land a day after the United Nations General Assembly voted to revise the status of the Palestinians to that of non-member observer state. US officials have condemned the Israeli move as counterproductive. Kevin Connolly reports.

Israel has been struggling to calibrate its reactions to the Palestinian campaign for upgraded status of the United Nations. But it clearly felt that allowing the development to pass without some form of political response would be seen as a sign of weakness. So it has announced its granting permission for 3,000 new homes in the west bank in eastern Jerusalem and speeding up the processing of a further 1,000 existing planning applications. The Palestinians and the overwhelming majority of the international community see the area in question as land occupied by Israel.

Tens of thousands of Egyptians have been protesting in Cairo against the country's President Mohamed Mursi and a new draft constitution. The demonstrators already critical of sweeping powers assumed by Mr. Mursi are angry the draft was rushed through in just 16 hours. Bethany Bell spent the day in Tahrir Square.

So a real shushing match over Egypt's future taking place on the streets of Cairo and other cities across the country.

Russia's powerful Investigative Committee says it has evidence, a number of opposition activists were trained abroad as a part of alleged foreign-sponsored plans to provoke unrest. Here's Tom Esslemont.

Now the Investigative Committee, a state body with extended powers, says it has further evidence including witness testimony showing how the men were seeking cash from abroad to fund mass unrest in Russia. The men denied the charges.

The owners denied this, but on Monday announced that because of legal pressure, they would close the plant down. The government has now issued a decree forcing the company to invest in the technology needed to clean the plant up. Here's Ellen Johnston.

The mill will be allowed to continue operating while this work is being done. The government is obviously desperate to ensure that there is no shutdown and no job losses. At the same time, the plant produces about one third of Italy's steel and even a temporary halt to production might have had an impact on many areas of the country's manufacturing industry.

The Egyptian President Mohammed Morsi has announced a referendum on a new draft constitution on December 15. A recent decree given Mr Morsi extensive new powers has prompted widespread protests by his opponents, who have accused him of being a dictator in the making. From here is Bethany Bell.

The new Mexican leader, Enrique Pena Nieto has made his first speech as a president shortly after his inauguration. He promised to promote economic growth, entrance for Mexico into the world power. Mr Pena Nieto also promised to respect human rights and bring peace to the country. Will Grants reports from Mexico City.

Reports from the Democratic Republic of Congo say rebels have now withdrawn from the city of Goma which they captured less than two weeks ago. Eyewitnesses said they saw convoys of the trucks carrying members of the M23 group along the road leading out of Goma. Their withdrawal follows a meeting of regional leaders in the Ugandan capital Kampala aimed resolving the crisis. 来自刚果民主共和国的报道称,叛军现已从两周前占领的戈马市撤出。

Police in the United States say a player for the Kansas City Chiefs American football team, Jovan Belcher has killed himself after shooting dead his girl friend. The police say Mr Belcher drove to the team's training facility shortly after killing his partner and then shot himself. They give no indication of a possible motive for the killings.

Last year, more than 3000 Kenyans were killed in traffic accidents.

The Palestinian President Mahmoud Abbas has been given a hero's welcome on his return from the United Nations in New York. He was back in Ramallah after securing an enhanced recognition for Palestinians. Yolande Knell is in Ramallah.

In response to the UN vote, Israel has already said it will freeze the transfer of tax revenues it had collected on behalf of Mr. Abbas' Palestinian authority and announced the construction of 3,000 new settler homes in the occupied West Bank and East Jerusalem.

The organization representing Egyptian judges has announced that its members will not supervise a referendum on a draft constitution in two weeks time. The statement by the judge's club comes after a confrontation between Egypt's highest court and Islamist supporters of President Mohamed Mursi. The Constitutional Court announced it was suspending its work indefinitely after its members were prevented earlier today from ruling on the legitimacy of the Islamist-dominated body which drew up the new constitution. The opposition says the document undermines basic freedoms.

The emergency services in Japan say that a lorry driver who managed to telephone for help from inside a collapsed motorway tunnel has been found dead. Rescue workers also found the charred remains of several bodies inside another vehicle which caught fire when huge sections of the tunnel ceiling collapsed. Rupert Wingfield-Hayes reports from Tokyo.

For a time there was hope that the lorry driver was alive under the rubble. But by nightfall, rescuers had only found five dead bodies, including that of the lorry driver. People here are now wondering how much more of Japan's aging infrastructure is a lot less safe than they had imagined.

Suspected Islamist fighters have killed ten Christians in the northeast of Nigeria. Witnesses say the attackers used guns and machetes in an overnight rampage in the village of Chibok. There have been several other attacks in the same region over the weekend with two police officers killed. Islamist fighters, belonging to the Boko Haram sect, have killed hundreds of people since launching an uprising against the government three years ago. They often target security forces, government officials or Christians who they view as infidels.

With time running out for a budget deal in the United States before a year-end deadline. Officials of the two main parties have blamed each other for the stalemate. The Republicans have rejected the latest Democratic proposals for raising taxes for the rich. But the Treasury Secretary Tim Geithner ruled out any deal without higher taxes for the wealthy. He was speaking on CBS's Face the Nation.

Heavy snow has caused a 50-kilometer-long traffic jam on a highway that links Russia's largest cities of Moscow and St. Petersburg. Thousands of vehicles are stuck. Some of them have been in the queue for more than two days after extreme snow brought traffic to a halt on Friday.

This letter is of a particular interest, partly because it's in code, a not very complex number for letter substitution, but also because it was written at the turning point of Napoleon's career. As he invaded Russia in 1812, he's captured Moscow, but with the Russian army being withdrawn and winter approaching. He knows he has to turn back. So the letter, to his foreign minister at Vilnius in modern-day Lituania, described how he was given the order of the Kremlin to be destroyed. In the event, only part of the walls were demolished. The emperor himself began the long and disastrous journey back to France, for two years later, he would be defeated and forced to abdicate.
