Amendments have been made to the compulsory specifications for cord sets, interconnection cord sets and
extension cord sets intended for sale. The amendments come into effect on 3 April 2012.
修订了市场销售的电源（电源线和插头）、连接电源部件以及电源延伸部件的强制性要求。

The current compulsory specification for cord sets, interconnection cord sets and cord extension sets have been withdrawn and replaced with the following compulsory specifications:
目前通用的电源（电源线和插头）、连接电源部件以及电源延伸部件的强制性要求将会作废，由以下的强制性要求取缔:
1) Scope [s 1]
范围
a) The compulsory specification covers the requirements for cord sets, interconnection cord sets, and cord extension sets that
have a rated current not exceeding 16 A and a rated voltage not exceeding 250 V ac, and intended for household and similar general purpose equipment.
本强制性要求涵盖了所有用于家用和相似通用目的的电器其电源（电源线和插头）、连接电源部件以及电源延伸部件的要求，规定其额定电源不能超过16A，额定电压不能超过250V ac.
b) This compulsory specification does not apply to cord sets, interconnection cord sets and cord extension sets for industrial
purposes (incorporating plugs, connectors and socket-outlets in accordance with SANS 60309).
本强制性要求不适用于用于工业使用目的（符合SANS 60309要求的合并插头、连接器和电器插座）的电源（电源线和插头）、连接电源部件以及电源延伸部件。

2) Requirements [s 3]
要求
a) A cord set or interconnection cord set must comply with the requirements of SANS 60799.
电源或者连接电源线部件必须符合SANS 60799相关规定。

b) A plug fitted to a cord set must comply with the requirements of SANS 164-0, Plugs and socket-outlet systems for household
and similar purposes for use in South Africa - Part 0 General and safety requirements.
电源适配插头必须符合SANS 164-0的规定，即南非家用和相似使用目的的插头和插座装置-第0部分通用安全要求。

c) A cord extension set must comply with the requirements of SANS 1661.
电源延伸部件必须符合SANS 1661相关规定。

d) The applicant must ensure that every type of cord set, interconnection cord set, and/or cord extension set has been approved by
the National R egulator for Compulsory Specifications (“NRCS”) before offering it for sale, in accordance with the requirements of Annex A.
根据附录A的相关要求，申请人必须在公开销售产品前确保其电源（电源线和插头）、连接电源部件以及电源延伸部件通过南非NRCS认证。

e) The applicant must inform the NRCS of any change in design or materials affecting any mandatory requirement in terms of this
compulsory specification.
任何会影响到强制性规定的实施的设计或者材料上的更改，申请人必须知会NRCS.
f) The applicant must, on request, provide the NRCS, within 5 working days, with satisfactory proof of approval in respect of any
cord set, interconnection cord set, and/or cord extension set included in the scope of this compulsory specification.
申请人在5个工作日内必须或者是按照要求向NRCS 提供在本强制性要求范围内的电源（电源线和插头）、连接电源部件以及电源延伸部件的符合认证证明.
g) The applicant must on request provide the NRCS, within 5 working days, with satisfactory proof of conformity of production.
申请人在5个工作日内必须按照要求向NRCS提供产品符合要求的证明。

h) Failure to provide such proof will constitute reasonable grounds for suspicion of non-compliance with the requirements of this
compulsory specification.
如果没有提交以上证明会构成与本强制性要求不合的正当理由。

3) Equivalence of standards [s 4]
等效的标准
a) Standards issued by different standardisation bodies such as the International Organization for Standardization (“ISO”),
International Electrotechnical Commission (“IEC”)and EN (sic, not defined), will only be accepted if it is proven, in the form of a declaration report from an accredited conformity assessment body, to be technically equivalent to the relevant South African National Standard (“SANS”).
由不同的标准团体发布的标准，如ISO组织，IEC委员会和EN机构，只有通过公认的评估机构以声明报告的形式验证符合要求方可接受其标准等同于SANA的相关标准。

b) The applicant is responsible for obtaining such a declaration report. Proof of conformity with such a standard must be accepted
as conformity with the corresponding SANS.

4) Conformity to referenced standards [s 5]
与参考标准一致
a) A new edition of a referenced standard will become effective 6 months from the date of publication as a SANS.
从SANS发布的日期算起6个月后，参考标准新版本会生效。

b) New products, or products resubmitted for approval because of a change in design or materials will be evaluated against the
requirements of the latest edition of any referenced standard.
新产品或者是产品因设计或者材料上的更改需要重新提交审核的，会依照最新的参考标准版本要求进行评估。

c) When a new edition of a referenced standard is published, products originally approved in accordance with the previous edition
of that standard may have their approval extended for a maximum of 5 years from the effective date of the new standard, subject to the requirements of Annex A.
当一个新的参考标准发布时，已经根据之前标准版本得到认证的产品，可以将其认证有效期从新标准生效日算起延伸不超过5年，服从附录A的相关要求。

5) Evidence of conformity
符合标准的证据
The following forms of evidence must be submitted to the NRCS as proof of conformity with the requirements of the compulsory specification:
以下的证据必须提交NRCS作为符合本强制性要求相关规定的证明。

a) Test reports and certificates in IEC format or any equivalent format acceptable to the NRCS and issued by an appropriately
accredited and internationally recognized body being a member of an International Accreditation Forum (“IAF”)/ International Laboratory Accreditation Cooperation (“ILAC”) / International Commission on the Rules for the Approval of Electrical Equipment (“IECEE”) mutual recognition scheme in accordance with the NRCS's conformity assessment policy.
以IEC格式填写或者是以NRCS接受的同等格式填写的，并且由IAF/ILAC/IECEE相互认可的公认国际团体成员机构发出的，符合NRCS一致评估政策的测试报告以及证书。

b) The certificates and test reports to prove conformity with all the applicable mandatory requirements.

c) Evidence of conformity traceable to the specific type of cord set, interconnection cord set, and/or cord extension set.
电源（电源线和插头）、连接电源部件以及电源延伸部件具体型号的符合证明。

The compulsory specification will come into effect on 3 April 2012 and the requirements for a Letter of
Authority (“LOA”), as set out in Annex A of the Schedule, will be effective from 3 August 2012.
本强制性要求将于2012年4月3日生效，而在安排名气表附录A中的LOA要求将于2012年8月3日开始生
效。
