摘要

随着国民经济的迅猛发展,中国民航产业也得到了不断地发展壮大,在此发展过程中也出现了一些民航特有的问题,其中航班延误问题尤其突出。据统计调查表明,随着我国民航事业的高速发展,航班延误数量和航班总量呈正相关关系,均急剧攀升。航班延误不仅会造成运输资源的浪费,影响乘客的出行计划,严重损害民航业和航空公司的服务质量和声誉,并且由于航空延误信息公开的不透明、不迅速,没有后续补救方案,还会造成社会公共秩序和公共安全的破坏。

因此,政府应积极改变航空管理体制,采取有效措施促进航空公司加强管理,提升航班准点率,特别是提升航空公司应急处理能力与处理航班延误的科学水平极具迫切性。

本文对目前预警管理理论、群体理论以及服务补救等航班延误治理相关的基础理论进行研究,结合目前国内目前航班延误的现状,分析了国内航班延误中的非民航可控因素和民航可控因素,在此基础之上对航班延误处理过程中的问题进行总结,并借鉴国外航班延误治理的先进经验,形成一套完善的航班延误治理对策。本文所提出的航班延误治理对策能够直接的应用于各大航空公司,指导其快速正确的应对航班延误过程中出现的问题,提高乘客在面对航班延误时的服务质量,极大的降低航空公司的投诉率。

ABSTRACT

With the development of our economy, civil aviation industry in China has beencontinuously developing, in this process some civil aviation special problems havealso appeared. In these problems, flight delay is one of the most prominent problems.

According to statistical investigation, it is showed that with the rapid development ofcivil aviation business, the number of delay flights and the number of flights werepositively related, and both of them are rising sharply. Delays will cause the waste oftransport resources, not only affect the passengers' travel plans, serious damage tocivil aviation

and airline service quality and reputation, and because the aircraft delayinformation opaque, not quickly, no subsequent remedy, also can cause thedestruction of the social public order and public security. Therefore, the governmentshould actively change aviation management system, strengthen management, takeeffective measures to increase the flight punctuality, especially airlines emergencyhandling capacity and processing delays the scientific level of great urgency.

This paper researches delays governance related basic theory, including warningmanagement theory, group theory and service recovery. Combined with the presentdomestic actuality of flight delay, this paper analyzes the domestic flight delays ofcivil aviation of controllable factors and uncontrollable factors of civil aviation. Onthe summary on the flight delay problem, this paper draws lessons from foreignadvanced experience, forms a perfect flight delay measures for civil aviation industry.

The flight delay measures can be directly applied to the major airlines, guide them toquickly dealing with the problems appeared in the process of flight delays, improvethe quality of passenger services, greatly reduce the airlines complaint rate.
