Abstract
The toy business has more than 30 years history in our country, speciallyit hasarapid development trend after our country joins WTO. Along with our country toy business foreign trade's rapidly expand,Chinahas become the biggesttoy manufacturerandexportor in theworld,the foreign exchange earnings increase unceasingly. But in recent years, because theenhancementoftoy international standard and theinfluenceofimporting country’stechnicalbarrierstrade, our country exportingtoyshave beenrecalledmany times,causinga domestic toy business panic, our country toy business export is facingastern challenge,andalso breedingasignificant opportunity.Underthe financial crisis,how to clearly recognize thepresent situationofour country toy business development, discovere its existenceproblems, tries to analyze andsolve theproblems,finding the appropriatesolution measurehaspositive significance and instruction functionfor our long-term toy industry development.
本文主要依据海关总署、中国玩具网等公布和提供的大量玩具资料，立足于金融危机下玩具出口企业发展现状，运用国际玩具安全标准和技术性贸易壁垒等相关国际贸易理论对我国玩具企业出口现状；第二部分重点分析了玩具业出口存在的问题和挑战；第三部分从正反两面客观分析了技术性贸易壁垒对我国玩具业的影响；第四部分从政府、行业协会、企业的多个角度提出了应采取的措施。希望本文能为我国玩具出口业提供准确的市场调查信息及决策依据，以便其采取防护措施突破技术性贸易壁垒。
This article mainly based on the massive toy material which announced and provided by the Main customs administration, the Chinese toy net, weanalyzethe toyspresent situation under the financial crisis, andanalyzeproblemsabout our country toy business export by using international trade theory ,such as international toy standard of security and the technical barriers trade and so on. The article dividesfourparts, it introduce our country toy enterprise export present situation briefly in the first part;andfocus on analyzing toy business export existence question and challenge in second part; in the third partitanalyze objectivelytheinfluence technicalbarrierstrade to our toysbusinessfrom pro and con comparative;and in the fourthit proposeed some appropriate measure from many aspects, such as the government, the enterprise and the toys association and so on.I hoped that this article can provide the accurate market survey information and the policy-making basis for ourtoysexport industry, so thatit can adoptprotective measure breakthrough technical trade protectionism.

玩具业在我国有30多年的发展史，特别在我国加入WTO后呈现快速增长的趋势。随着我国玩具业对外贸易的迅速发展，中国已成为世界玩具最大的制造国、出口国，玩具行业出口收入不断增加。但近年来，由于玩具国际标准提高及进口国相关的技术性贸易壁垒的影响，我国出口玩具多次被召回，造成国内玩具业一片恐慌，我国玩具业出口正面临着严峻的挑战，也孕育着重大机遇。金融危机当下，如何认清我国玩具业发展现状，发现其存在的问题，着力分析和解决问题，找到相应解决措施对我国玩具出口业的长远发展都具有着积极的意义和指导作用。
