工程施工项目进度失控的原因及其对策研究

摘要

中国已经成为了全球第一建筑大国。二十一世纪以来,工程建设规模越来越大,设计越来越复杂,施工难度越来越大,要使得人、材、机等各个生产要素统一协调发挥其作用,其难度与复杂性与日俱增。如何在时间、成本、质量这三个关键要素中取得平衡是每个施工企业的所面临的挑战,稍有什么差错就可能停工、窝工,对工程进度造成影响。由于国外发达国家进入信息化时代比较早,建筑行业的信息化比较成熟,中国进入信息化时代比较晚一点,稍落后于西方发达国家,但发展得很迅速。

国内施工项目进度失控的情况比较常见,从青岛市南山养老院工程施工进度的问题来看,主要的原因有施工单位订立的目标工期不合理,导致无法完成;开工前准备不足,到了开工后设计变更、材料跟不上都导致工期延误;施工单位能力不足,无法适应当地的环境或者环境很恶劣等等原因都造成了施工进度失控。

本文仅限于工程施工项目进度失控的研究,针对失控原因提出了一些对策,其中包括确定合理的工期目标、消除设计中的问题、运用高科技信息管理系统管理、利用工期索赔、施工技术控制措施、施工工序控制措施、恶劣环境应对措施和机械物资组织管理措施。这些有针对性的对策使得工程施工项目管理建立合理的目标,管理方法得到优化,建立良好的管理组织和走向信息化。

Abstract

China has become the world's first building county. It is more and more difficult, unifying all factors of production coordination to play its role as the size of the project is growing increasingly complex. Each construction enterprises are facing the challenge is how to strike a balance in time, cost, quality. A little mistake will shut it down or Impact on the progress of the project.The developed countries due to the relatively early into the information age, the construction industry informatization mature. China entered the information age is more a little later, slightly lagged behind the western developed country, but development space is very large.

Chinese construction project schedule is out of control situations are common. See from the engineering Nanshan nursing home in Qingdao City , the main reason is the construction unit to reach the target duration is not reasonable, It is not possible to complete the target. It lead to delays because of a lack of engineering construction preparation, the construction after the design change and the material can't keep up with all. Construction units insufficient capacity and unable to adapt to the harsh environment will result in the construction schedule out of control.

This thesis is limited to construction project schedule control. I put forward some countermeasures according to the construction project schedule control. Such as to determine the reasonable construction target, eliminate the problems in design , the use of high-tech information management system, the claim for extension of time, construction technology, construction process control, deal with bad environment and mechanical material management .These measures make the engineering construction project to establish a reasonable goal, management method, management organization and to establish good information.
