2.1.严重影响英国媒体公信力-----此涉及英国民众

.英媒与政治纠缠不清,丧失公信力,(虽然英国首相卡梅伦极力撇清,但不可否认,他曾多次与默多克父子及高级幕僚会面,聘用世界新闻报前主编,库尔森担任媒体主管)

事实上,媒体对政治、政治家影响是一种社会自然现象,民主社会中,媒体本身为监督者角色,此次窃听门实际是从负面角度讲述,媒体与政治的关系变味,但在民主政治体系中,很难把媒体政治家完全撇开。从长远意义上,政客通过与主编会面传达政治观点并使其接受,再通过媒体,传达与英国民众。

Frankly speaking, media always influence on politics, politicians. It is a kind of social phenomenon. In a democratic society, the media itself play as a supervisor. From a negative perspective about this hacking scandal, media and political relationship was sour. But in a democratic political system, it is difficult to completely separate media with politicians. In the long term, politicians convey political views to the editor and make them accept by meeting with them. And through the media, they communicate with the British public.

2.2.新闻职业操守遭到质疑,媒体声望受损。一方面,电话窃听丑闻涉及王室、名流、体育明星、政客,受害人有一定能力,足以对抗小报,而窃听对象为普通人,甚至受害人,恶劣程度比以往更为严重,引起民众震怒。另一方面,此举侵害个人隐私,突破民众所能接受底线。

2.2. News ethics is questioned. The media reputation is under risk. 2.3.2.出台法律成立官方机构取代PPC,可营造公平、公正、合法的环境,英媒的权利膨胀将受到限制,媒体垄断的局面将得到改善。塑造更加有序自律有行业道德准则的英媒。

但是,冷静下来,在英国,最重要的是保护言论自由,行业性自律机构比强制性法律机构好得多,一个强制性法律机构不见得是一件好事。

此举可能意味着英国媒体的言论自由将得到很大限制。

2.3.2. A new law introduced that setting up an official agency take the place of PPC, which can build a fair, just, legal environment. Thus, the expansion of the UK media’s rights will be limited. The situation of media monopoly will be improved and a more orderly self-discipline UK media industry with code of ethics will be shaped.

Calm down, however, in Britain, the most important thing is to protect the freedom of speech, industry self-discipline mechanism is far better than mandatory legal institutions. A mandatory legal institution is not necessarily a good thing.
