(1)1990年代,“气化浦东”作为“政府实事工程”。 In 1990s, the “Project of Gas Supply to Pudong District" was listed as one of the municipal key projects. (2)能源规划要求提高天然气在一次能源中的比重。规划新建电源主要 以天然气发电为主。 By governmental planning, the portion of NG will be increased among primary energy and new power plants will mainly use NG for power generation.
2009年11月,上海LNG接收站正式投产,气源从马来西亚进口 In November of 2009, SHLNG Project, with imported LNG from Malaysia, was put into operation. 2010年3月,川气东送天然气供应上海 In March of 2010, the Sichuan to East China Gas Transmission Project started to supply natural gas to Shanghai. 2012年6月,西气东输二线天然气管道联通供应上海 In June of 2012, the Second Gas Pipeline Project from West to East China connected Shanghai and started to supply NG to Shanghai.
(4)《上海市分布式供能系统和燃气空调发展专项扶持办法》 对于单机≤1万千瓦的分布式供能机组,补贴1000元/千瓦,气价优惠(2.43元 /立方米) Issued “special support measures of Shanghai for distributed energy supply system and development of gas driven air conditioners” RMB1000/KW subsidy is granted to any distributed energy supply unit with a single-machine capacity≤10MW, enjoying RMB2.43/m3 gas price deduction.
对重油锅炉改用天然气的,给予10万元/蒸吨补贴 As for heavy oil boilers which use NG, Government grants RMB 100,000 for per ton of steam. 对燃煤锅炉改用天然气的,给予20-30万元/蒸吨补贴 As for coal fired boilers which use NG, Government grants RMB 200,000 to RMB 300,000 for per ton of steam. 减收管道接入费用。Deduct fees for pipeline connection. 每年可减少分散燃煤用量约100万吨标煤,减少排放二氧化碳约146万吨、二氧 化硫约1.2万吨、氮氧化物约0.7万吨、烟尘约0.4万吨,节能量约30万吨标煤。 Each year, around 1 million tons of standard coal could be less used, decreasing emission of 1.46 million tons of carbon dioxide, 12000 tons of sulfur dioxide, 7000 tons of nitrogen oxides and 4000 tons of smoke and dusts and saving energy almost equal to 0.3 million tons of standard coal.

1865年,上海第一座煤气厂投产,上海开始使用人工煤气。 In 1865, the first gasworks commenced production in Shanghai and the use of town gas started in Shanghai. 1999年至今,东海平湖天然气供应上海,使用并逐步扩大天然气利用。 From 1999 till now, Pinghu Oil-Gas Field in the East China Sea supplies NG to Shanghai and NG utilization has expanded gradually.

1、政府政策支持 Support from Governmental Policies 上海市没有一次能源,煤炭和石油靠从市外调运。为实现上海能源清 洁、高效利用,市政府引导和鼓励天然气的利用,制定了天然气发展政 策。 Shanghai lacks primary energy and obtains coal and petroleum from other places. In order to use clean and efficient energy, Shanghai Municipal Government encourages the use of natural gas and made policies to develop natural gas industry in Shanghai.

In April of 1999, Pinghu Oil-Gas Field in the East China Sea started to supply natural gas to Pudong District of Shanghai, which commenced the use of natural gas in Shanghai.

2、上海天然气市场状况
Status of NG utilization in Shanghai (1)天然气用户大幅增加,人工煤气用户持续减少 2011年,天然气用户400万户,人工煤气用户减少至100万户, LPG用户维持在260万户左右,燃气用户总数达到760万户。 NG users increased substantially , and users of town gas decreased continuously in Shanghai In 2011, the gas users totaled 7.6 million households among which the NG users totaled 4 million, users of manufactured gas decreased to 1 million and LNG users were around 2.6 million. (3)《上海市燃煤(重油)锅炉清洁能源替代工作方案和专项资金扶持办法》 Shanghai Municipal Plans and Special Fund to Support Coal or Heavy Oil Boilers to Use Clean Fuel in Shanghai 到2015年,对划定的“无燃煤区”、“基本无燃煤区”范围内的1300余台燃煤 (重油)锅炉实施天然气替代。Over 1300 coal or heavy oil boilers in the Coalfree districts will use natural gas as fuel by 2015.
