进入二十一世纪以来,科技型经济逐步从深度和广度两个方面蔓延到社会的方方面面,并且占据了国际经济的主导地位。在当今世界经济发展进程中,高科技产业已经成为世界经济发展的动力和衡量国家综合国力的重要指标。众所周知,中小型科技企业以其自身的特点和优势已成为我国高科技产业的重要组成部分。而科技则是中小型高科技企业发展的主要动力,是企业所掌握资源中最重要的要素之一。科学知识、技术的创造、利用与增值,最终要依靠发挥企业的员工来实现。因此中小型科技企业的发展,关键在于人力资源开发。本文首先就中小型科技企业的发展背景、定义及人力资源相关理论进行的简单的概述,其次结合实例(阅微基因技术——以下简称BYGTC公司)就人力资源对中小型科技企业成长的影响进行实证研究,并发现了一些问题。具体讲就是:宏观的战略性人力资源管理、人力资源的系统性管理、企业文化建设三个方面及微观的八个具体问题,包括类家族式管理、个体激励机制、绩效考核机制和反馈渠道、科技

型人才的管理方法、操作性“狄领”人才的应有关注、人才流失问题还有人力资源获取难。最后,为该企业提出了相应优化方法以供其参考。

Since the 21st century, the science and technology economy has gradually spread from the depth and the breadth to society's aspects, and it occupied the dominant position of intermational economy. In the process of economic development in today's world, high-tech industry has become the driving force of world economic development and measure an important indicator of overall national strength. As we all know, small and medium scaled high-tech enterprise with its own characteristics and advantages of high-tech industry has become an important part. And the technology is the development of small and medium high-tech enterprise the main driving force in the enterprise resource disposal one of the most important elements. The scientific knowledge, the technical creation, the usage and the increment must depend upon the performance of enterprise's staffs eventually. Therefore, the key of the development of the middle and small scale technical enterprise lies in the human resources development. Firstly, this article gives a brief overview of the background, definitions and theories of human resource-related of development of small and medium scale high-tech enterprises, followed with conducting an empirical study of examples (Beijing Yuewei Gene Technology Co., Ltd. We can call it BYGTC company for short.) of human resources development of small and medium sized technology companies and has

discovered some problems. Says is specifically: there are three macroscopic aspects: strategic human resources management, systematic management of human resources and the cultural construction of enterprise and the microscopic eight specific issues, including family management, individual incentives, the performance evaluation mechanism and the feedback charnnel, scientific and technological talent management, the operational "gray-collar" professionals should be concerned about brain drain, there are also human resource acquisition difficult. Finally, the company put forward the corresponding solutions for their information.
