本文研究了我国城市污水处理厂投资费用与运营成本的现状及相关问题,分 析了我国排水工程费用和成本的基本理论与影响因素,系统论述了城市排水工程 费用及成本模型建立的理论体系(依据、原则、内容、范围等);重点研究并得 到城市污水处理厂投资费用模型,运用最小二乘法对我国已有城市污水处理厂费 用及成本资料进行回归分析,得到了污水处理厂费用函数与成本分析函数;利用 建立的模型对西安市部分污水处理厂进行了实证分析。本文的研究在于客观地分 析我国目前污水处理厂费用与成本的影响因素以及相关模型,为项目立项、政府 决策、污水处理厂经济设计、污水处理厂项目费用及成本研究、排水工程成本控 制、排污收费定价提供理论依据。

摘要
随着我国国民经济持续稳定的发展,城市基础设施投资发展迅猛,其资源配 置的枢纽作用显得越来越重要,给排水工程是基础设施建设中的一项重要工程, 特别是污水处理厂作为改善环境的关键,在完善城市排水系统、改善城市综合环 境质量、保障居民身体健康方面的作用尤为突出。如何在保证工程质量的情况下 做好污水处理厂的费用及成本控制显得十分必要和特别重要。这需要对城市污水 处理厂的费用及成本模型进行研究,为降低给排水工程成本费用,提高经济效益 提供理论基础,对城市排水工程的成本控制及排水收费提供指导,为政府城市基 础设施投资决策及公益性项目经营管理提供科学依据。

ABSTRACT
At present, with the continual and steady development of our national economy, Urban infrastructure has a fast developing, and its pivotal role of resource distribution seems more and more important, among them the water supply and sewage work is an important project in the infrastructure construction, especially the drainage project is regarded as the key of improving environment, its function in perfecting the urban drainage system , improvving the comprehensive environmental quality in the city , and ensuring residents to be healthy is particularly outstanding. How to control the expenses and cost of the sewage treatment plant well in case of guaranteeing project quality that seems very essential and important. It needs research on expenses and cost models of urban sewage treatment plant, which in order to reduce the water supply and sewage work expenses and cost, offer the theoretical foundation for increasing economic efficiency, offers guidance for controlling the expenses and cost of the drainage project, thus provide the scientific basis for the infrastructure investment of government and the managing on public beneficial projsing least squares about the cost data of urban sewage treatment plant of our country. Finally, the thesis uses the historical data and models setted up to carry on real example analysis about some sewage treatment plants in Xi'an. The research of this text lies in analysing the influence factors and relevant models of the sewage treatment plant’s expenses and cost in our country objectively, which offers directive significance for approving and initiating a project, government making policy , saving design of the sewage treatment plant, theoretical research on expenses and cost of the sewage treatment plant, controlling the cost of the drainage system , theoretical foundation for drainage charges and pricing in cities.
