【中文摘要】随着我国社会主义市场经济体制的不断完善,行政体制改革也在如火如荼的进行。行政体制改革致力于构建行政高效、政务民主、阳光执政、廉洁自律的政府。在这样的背景之下,代表先进的管理理念,拥有规范的实施程序的政府绩效评估被提升到前所未有的高度。西方国家的实践充分说明,绩效评估对于提高政府工作效能起着巨大的推动作用。我国从开始的引入介绍到尝试性的运用于我国政府绩效评估的实践,从实际运用中发现的问题到反思制度的缺失,再从对自身的反思到借鉴西方发达国家关于政府绩效评估的成功经验。经过了这一系列的磨合,我们更加注重寻找评估过程中的不足,

思考解决问题的办法。发展到今日,在我国一些地方政府进行的形式多样的政府绩效评估已取得了巨大的成绩,我们开始思考如何能够走出一条适合中国国情,适合地方政府实际情况的具有中国特色的政府绩效评估体系。但是,政府绩效评估是一个极其复杂的系统工程,政府绩效评估体系的构建不是一朝一夕能够完成的,在实施的过程中出现了价值导向的问题和评估体制的问题等等,这些都充分说明了我国政府绩效评估无论是理论的研究还是实践的探索都还不够成熟,构建科学的、完整的政府绩效评估体系还有很长的路要走。文章第一部分首先介绍了政府绩效评估所面临的时代背景,在分析国内外政府绩效评估的相关研究综述的基础上,提出本文的研究思路和研究方法；第二部分以河南省周口市为例,通过详实的实证分析,反映了地方政府绩

效评估的现状以及影响绩效评估发展的因素；第三部分深刻剖析了现

行的地方政府绩效评估体系存在问题,指出了地方政府绩效评估面临

的困境；最后根据实际的情况提出了地方政府绩效评估发展的对策。

【英文摘要】Along with our country socialist market economy system, the perfection of the reform of the administrative system is also busy. However, the government performance evaluation is a complicated system engineering, government performance evaluation system construction completion, can not be solved overnight in the implement process of value orientation in appeared the problems and the system of assessment and so on, these are fully shows that China’s government performance evaluation of both theoretical research and practice exploration are mature enough, and construct a scientific and complete government performance evaluation system still has a long way to go.The first part of the thesis introduced the government performance assessments in facing the time background, the article analyses the domestic and foreign government performance evaluation of the related research review is proposed, based on this research idea and research methods; The second part in Henan, Zhoukou city as an example, through thorough empirical analysis, reflects the performance evaluation of local government performance evaluation of the current situation and influence
