日照船舶交通管理系统用户指南系统概况
日照船舶交通管理系统（以下简称VTS系统）由日照船舶交通管理中心（以下简称交管中心或VTS中心）、岚山海事处浏览终端、两个雷达站组成，坐标分别为：日照VTS中心：35°23′21″N, 119°31′06″E
东港雷达站：35°21′17″N, 119°33′00″E
甜水河雷达站：35°06′42″N,119°21′33″E
日照VTS系统构成及性能：
1.雷达监控系统：16海里作用距离，具有自动跟踪与重放功能。

2.船舶数据处理系统：船舶数据处理能力5000艘次。

3.VHF通信系统：24海里作用距离，具有连续录音功能。

4.AIS系统：24海里作用距离，具有船舶识别和发送/接受AIS 信息功能。

5.气象自动观测系统：全天候实时气象数据监测。

TV监控系统：视频辅助监控港口作业和船舶动态。

（一）外国籍船舶和设施；
（二）300总吨及以上中国籍船舶；
（三）50米以上客船；
（四）载运危险货物的船舶；
（五）从事拖带作业的船舶；
（六）其它自愿参加VTS动态报告的船舶。

该区域由M点（35°16′00″N 119°24′00″E）和N点（35°10′00″N 119°43′00″E）连线分为A区(石臼港区)和B区（岚山港区）。

日照VTS中心依据《中华人民共和国船舶交通管理系统安全监督管理规则》、
《日照船舶交通管理系统安全监督管理细则（暂行）》在本管理服务区域实施船舶交通管理，提供交通服务。

RIZHAO VTS GUIDE FOR USERS
SYSTEM SUMMARY
Rizhao VTS system consists of Rizhao VTS center, Lanshan sub-center and two radar stations. The coordinates are:
Rizhao VTS center: Lat. 35°23′21″N, Long. 119°31′06″E;
Donggang Rader station: Lat. 35°21′17″N, Long. 119°33′00″E;
Tianshuihe Rader station: Lat. 35°06′42″N, Long. 119°21′33″E;
The components and functions of Rizhao VTS:
1. Rader Surveillance System: Effective range of 16 nautical miles with tracking and replay functions.
2. Ship Data Processing System: 5000 ships’ data processing capacity.
3. VHF Communication System: Effective range of 24 nautical miles with voice recording function.
4.Automatic Identification System（AIS）：Effective range of 24 nautical miles with the functions of ships’ identify and transmitting/receiving messages.
5. Automatic Meteorology Observation System: Real time surveying of meteorology data under all weather conditions.
6. CCTV Surveillance System: Assistant video surveillance of the vessels movements.

Users:
(1) Foreign vessels and facilities；
(2) Vessels registered in China of 300 GRT or more；
(3) passenger ships of more than 50 meters；
(4) Vessels carrying hazardous goods；
(5) Vessels engaged in towing operation；
(6) Other vessels joining voluntarily to VTS reporting their movement.
VTS Area: Rizhao VTS service area covers the waters surrounded by the coastline and joint lines connecting the following five points:
A . 35°25′20″N , 119°34′00″E
B . 35°19′00″N, 119°49′00″E
C . 34°59′45″N , 119°36′42″E
D . 34°59′00″N , 119°26′00″E
E . 35°05′10″N , 119°18′00″E
The Area is divided into Area A (Shijiu port area) and Area B (Lanshan port area) by the line connected from the position M(35°16′00″N , 119°24′00″E) to N(35°10′00″N , 119°43′00″E).
