On May 4, 2010, the State Council issued the Notice on Further Intensifying Efforts to Ensure the Realization of the Energy Saving and Emission Reduction Target in the 11th Five-year Plan (State Council[2010] No. 12), in which brought forward the detail measures with greater efforts and would take effects in soon.
2007年6月12日，国务院成立了节能减排工作领导小组。
