随着我国经济的稳步发展，各项目工程建设也逐渐被重视起来，在各个项目工程中，做好招投标的管理工作也是尤为重要的，选择一个好的施工单位也是对工程质量的一个保证。通常情况，在招投标过程中很容易出现不正当竞标的情况，所以保证招投标过程的公平、公正、公开是招投标管理的首要原则，本文就招投标管理过程中存在的一些问题做了一些分析，制定了相对应的解决方案，希望能够为今后的招投标管理工作提供参考。建筑业伴随着我国国民经济的快速发展已逐渐成为了国民经济支柱产业之一。工程项目建设周期长、投资多、技术要求高，通过招投标基本确定了工程项目的造价、工期、质量标准，因此建设工程项目招标投标显得尤为重要，它是确保建设工程项目质量、降低工程造价、提高经济收益的有效方式。在对建设工程项目招投标的现行制度研究的基础上，本文指出当前我国建设工程项目招投标过程中存在的一些问题，并提出了相应的对策。招标投标是一种因招标人的要约，引发投标者的承诺，经过招标人的择优选定，最终形成协议和合同关系的平等主体之间的经济活动过程，是“法人”之间诺成有偿的、具有约束力的法律行为。我国投资项目的规模、选址、寿命期限都受国家计划的控制，因此，我国的招投标活动，是在行政部门监督指导下进行的招标投标。

With the steady development of China's economy, project construction has gradually been attached importance to, in all project projects, do a good job in the management of bidding is particularly important, the selection of a good construction unit is also a guarantee for the quality of the project. Usually, in the process of bidding, it is easy to occur improper bidding, so ensuring the fair, fair and open bidding process is the first principle of bidding management. This paper makes some analysis of the problems in the process of bidding management, and formulates corresponding solutions, hoping to be able to today. After the bidding management work to provide reference. With the rapid development of China's national economy, construction industry has gradually become one of the pillar industries of the national economy. The construction period of the project is long, the investment is much, the technical requirement is high, and the cost, time limit and quality standard of the project are basically determined by bidding. Therefore, the bidding and tendering of the construction project is particularly important. It is an effective way to ensure the quality of the construction project, reduce the cost of the project and improve the economic benefits. Based on the study of the current system of bidding for construction projects, this paper points out some problems existing in the bidding process of construction projects in China, and puts forward some corresponding countermeasures. Bidding and bidding is a kind of economic activity process, which is caused by tenderer's offer and leads to bidder's promise. After bidder's selection and determination, the economic activity process between the equal subject of agreement and contract relationship is finally formed. It is a compensatory and binding legal act between "legal person". The scale, location and life span of investment projects in China are all controlled by the state plan. Therefore, the bidding activities in China are conducted under the supervision and guidance of the administrative department.
