坚持规划国土资源信息化顶层设计以信息化带动管理精细化冯经明

【摘要】针对上海市规划和国土资源信息化建设中存在的问题,从信息系统规划建设、设计理念、系统开发等方面进行了深层次分析,提出了规划和国土资源信息化工作的目标与定位,强调要加强规划国土资源信息化的顶层设计,以信息化带动管理精细化,加快政府职能转变,建设服务型政府。

在此基础上,从统一数据底板建设、管理业务架构梳理和再造、管理总体框架设计和实施等方面提出了推进上海规划和国土资源信息化建设的具体措施。

%In order to solve the existing problems of informationization in municipal planning and land resources,this article thoroughly analyses the construction,planning and design of information systems and their development.It also presents targets and strategies for implementing planning and land resources informationization work.The article stresses the need to strengthen the top-level design of planning and land resources informationization,promotes informationization as a management tool,and describes how it can be used to transform the functions of the government to achieve better public services.Based on these principles,the practical measures needed to achieve informationization development of Shanghai municipal planning and land resources are described.These include database construction,combining
and reconstructing the business management framework,and designing and implementing the management framework.
