序 言
薪酬设计是建立现代薪酬管理制度的前提和重要组成部分。
是公司人力资源管理中最核心的内容,关系到公司的经营管理以及长远的发展。
薪酬设计是对个人劳动价值的具体体现,合理的薪酬设计能充分调动员工的工作热情,激发其才能的发挥,使其获得满足感,荣誉感,进而更好地促进公司的发展状大。
公司薪酬设计应以市场水平为导向,结合公司自身实际情况,通过深化薪酬制度设计,理顺分配关系,调整优化结构,建立完善科学合理的激励与约束机制,做到规范运作,为实现公司的发展目标提供有力保证。

第一章 薪酬设计思路
1. 薪酬设计指导思想和原则
1. 指导思想
以市场为导向,结合本公司实际情况,通过深化薪酬制度设计,理顺分配关系,调整优化结构,建立完善科学合理的激励与约束机制,做到规范运作,为实现公司的发展目标提供有力保证。
2. 基本原则
以3P定薪,3E公平理论为基础; 绩效优先,成本控制;符合相关法律法规,平稳推进。
内部建立职、权、责、利相结合的运行机制和“对内具有公平性,对外具有竞争力”的薪酬体系,遵循“按劳分配、效率优先、兼顾公平及可持续发展”的分配原则,采取“以岗定薪、以能定级、以绩定奖”的分配形式,合理拉开收入差距。
按需设岗,通过薪酬体系实现岗位竞争、动态调整。
薪酬分配的主要依据是:岗位重要性、业绩贡献、能力、工作态度和合作精神。
2. 薪酬设计思路
建立符合公司实际情况的现代公司薪酬制度,确定“为职位价值付薪、为个人能力付薪、为业绩表现付薪”的3P薪酬支付理念,理顺分配关系,合理拉开差距,有效吸引、保留和激励优秀人才,有力支持公司达成短期和长期经营目标。
此次薪酬体系设计要实现以下目标:
1、 建立系统性、规范化的薪酬体系,反映不同职序、层级薪酬特点,为员工的进入和发展提供制度化保证,有力支持日立电梯公司短期经营目标的达成、保障中期目标的实现及促进长期目标的实现;
2、 为员工晋升发展空间,对其能力的增长在薪酬上给予认可;
3、 突出业绩导向,持续促进员工绩效改进,提升日立电梯公司整体经营业绩水平;
4、 在公司可承受的人力成本额度下进行薪酬设计,不盲目追求过高的人工成本水平。
第二章 薪酬策略制定
公司薪酬体系在运行一段时期以后,随着公司经营业务的变化而产生的用人政策的变化,往往使得现行的薪酬体系难于适应公司业务运营的需要,这是公司就必须对其现有的薪酬体系进行全方位的检测,以确定相应的调整措施,这主要包括两个方面,一是薪酬体系本身的调整,二是相对应于员工薪酬的调整。
1. 薪酬调整的策略基础
在进行薪酬体系调整时,我们除了要考核薪酬设计的三公(内部公平性、外部公平性、人员与岗位公平性)外,还必须考虑以下因素来综合思考薪酬的调整策略。
1、人才市场的定位
公司对核心人才的需求层次。
充分考虑公司的产业特点、技术研究、经营方式以及参与市场人才竞争等因素,明确公司在国内同类行业中人才市场薪酬水平定位,以建立薪酬外部竞争力。
2、吸引人才、激发潜能的薪酬水平
依据人才的市场薪酬水平定位,公司为了留住、吸引及激发人才,公司须针对同类行业的市场薪酬数据确定市场薪酬曲线的分位线。
3、经济承受能力
公司有竞争力的薪酬调整策略必须以公司的经济承受力为基础;否则,将失去整个薪酬调整的坚实基础。
因此,公司在对每个岗位薪酬级别与福利等确定以后,对薪酬总量进行测算,以满足在提供有竞争力薪酬的同时,能有充足的资金支撑公司的经营发展。
2. 薪酬体系调整
1、薪酬水平的调整
薪酬水平的调整,是指薪酬结构、等级要素、构成要素等不变,调整薪酬结构上每一等级或每一要素的数额。
在薪酬水平的调整中,除了贯彻薪酬调整指导思想之外,还要处理好以下关系:
选择调整战略和新的政策。
公司总体薪酬水平的主要作用是处理与外部市场的关系,实现一种能够保持外部竞争力的薪酬水平。
为了贯彻新的薪酬政策而进行的薪酬调整,反映了公司决策层是否将薪酬作为与外部竞争和内部激励的一个有效手段。
公司可以选择实行领先薪酬水平对策,将薪酬水平提高到同行业或同地区市场上整个薪酬调整期内都可以维持的优势水平。
在制定领先的薪酬水平政策时,不要单纯把薪酬作为一种人工成本投入,而要作为一种战略投资或者说风险投资进行设计。
重视公司薪酬曲线设计。
对不同岗位和员工进行有区别的调整政策。
随时间的推移,从事这些工作的人员的薪酬需要上涨,而且在职位等级上升期间,薪酬不仅应该增加,而且应该按照递增的比例增加;到职位等级下降或者不起作用之时,可以适当地降低薪酬增长幅度或者采取其它激励方式。
2、薪酬结构的调整
薪酬结构的调整包括纵向结构和横向结构两个领域。
纵向结构是指薪酬的等级结构;横向结构是指各薪酬要素的组合。
纵向等级结构常用的调整方法包括:
——增加薪酬等级:增加薪酬等级的主要目的是为了将岗位之间的差别细化,从而更加明确按岗位付薪的原则。
等级薪酬制是与以岗位为基础的管理制度相联的,是一种比较传统和正规的管理模式。
薪酬等级增加的方法很多,关键是选择在哪个层次上或哪类岗位上增加等级,是增加高层次,还是中、低层次的岗位,是增加管理人员的等级层次,还是一般员工层次,增加以后,各层次、各类岗位之间还需要重新匹配,调整薪酬结构关系等。
——减少薪酬等级:减少薪酬等级就是将等级结构“矮化”,是薪酬管理的一种流行趋势。
目前倾向于将薪酬等级线延长;将薪酬类别减少,由原有的十几个减少至三、五个;在每种类别,包含着更多的薪酬等级和薪酬标准;各类别之间薪酬标准交叉。
——调整不同等级的人员规模和薪酬比例。
公司可以在薪酬等级结构不变动的前提下,定期对每个等级的人员数量进行调整,即调整不同薪酬等级中的人员规模和比例,实质是通过岗位和职位等级人员的变动进行薪资调整的。
3、薪酬要素构成的调整
横向薪酬结构调整的重点是考虑是否增加新的薪酬要素。
在薪酬构成的不同部分中,不同的薪酬要素分别起着不同的作用,其中,基本薪酬和福利薪酬主要承担适应劳动力市场的外部竞争力的功能;而浮动薪酬则主要通过薪酬内部的一致性达到降低成本与刺激业绩的目的。
薪酬要素结构的调整可以有两种方式,一是在薪酬水平不变的情况下,重新配置固定薪酬与浮动薪酬之间的比例;二是通过薪酬水平变动的机会,增加某一部分薪酬的比例。
相比之下,后一种方式比较灵活,引起的波动也小。
员工薪酬要素结构的调整需要与企业薪酬管理制度和模式改革结合在一起,使薪酬要素结构调整符合新模式的需要。
3. 岗位薪酬体系调整
1、效益调整(普调)。
当企业效益好,盈利增加时,对全员进行的普遍加薪,但以浮动式,非永久性为佳,即当企业效益下滑时,全员性的报酬下调也应成为当然。
但需注意的是基础薪酬调整往往具有“不可逆性”。
2、业绩性调整。
奖励性调整是为了奖励员工做出的优良工作绩效,鼓励员工继续努力,再接再厉,更上一层楼。
以下作为调整指导。
特定岗位的薪酬调整指导
现有薪酬 在该岗位薪酬等级中的位置(占平均值的百分比)
可分为以下几档:80%以下 80%-90% 90%-100% 100%-115% 115-130%
或参照以下方式以年度进行,更利于操作:
工资增长额(占岗位工资的百分率) 员工考核强制分等百分率
业绩表现 员工工资水平在该系列的位置
低于系列平均工资 等于或高于系列平均工资
优异:得分10——13 上浮9——11% 人员占比5%
良好:得分 7——9 上浮 6——8% 人员占比 20%
合格:得分 0 上浮 0% 人员占比70%
差:得分-6——-8 下浮-7——-9% 人员占比5%
3、职位晋升(技术等级晋升): 按职位等级表
4、岗位调换: 按人力资源制度
5、试用期满调薪: 按人力资源制度
6、工龄调整。
工龄调整要体现对公司贡献积累的原则,鼓励员工长期为公司服务,增强员工对企业的归属感,提高企业的凝聚力。
7、特殊调整。
这里指企业根据内外环境及特殊目的而对某类员工进行的报酬调整。
如实行年薪制的企业,每年年末应对下一年度经营者的年薪重新审定和调整,企业应根据市场因素适时调整企业内优秀人才的报酬以留住人才等。
第三章 薪酬水平设计
1. 岗位评估
1. 岗位评估的意义
1.岗位评估的作用主要有以下几点:
衡量岗位间的相对价值。
岗位评估作为确定薪资结构的一个有效的支持性工具,可以清楚地衡量岗位间的相对价值。
岗位评估是在工作分析的基础上,按照一定的客观衡量标准,对岗位的责任、能力要求、努力程度与工作环境等方面进行系统的评价。
岗位评估的目标是建立一种公正、平等的薪酬结构,使员工在工作中体现的能力、绩效与辛苦程度可以在收入上得到相应的回报。
减少薪酬制度的内部不公,实现同工同酬。
奠定等级薪酬制的基础。
确立等级薪酬制需要岗位评估这个有力的支持性工具,因为岗位评估可以衡量出各岗位的排序或量化差异,并将之对应到各个职系中相应的职级,从而确定不同岗位间的相对价值。
2.岗位评估的原则
进行岗位评估时,必须贯彻如下基本原则:
就事原则:岗位评估针对的是工作的岗位而不是在这个岗位上工作的人。
一致性原则:所有岗位必须通过同一套评价因素进行评价。
完备性原则:岗位评估因素应该全面而且彼此间没有重叠。
针对性原则:评价因素应尽可能结合企业实际。
独立性原则:参加对岗位进行评价的岗评小组的成员必须独立地对各个岗位进行评价,独立评价之后可以就不一致的地方进行协商,最后达成一致意见。
3.岗位评估的要素
本次岗位价值评估选取了以下六项关键因素:
“影响力”主要评估的是职位在收入、成本的控制,决策制定等方面对于公司的贡献程度。
职位对于公司的影响价值是通过范围和效果两个方面评定的。
“需要解决的问题”主要用于评价职位的判断、分析和创造对于公司的价值。
评判这一因素的主要方式是分析职位要求任职者利用什么样的手段处理或解决什么样的问题。
“领导力”主要评估的是职位通过管理和领导对于公司产生的价值。
评判这一因素的主要方式是分析职位要求任职者在什么样的范围下通过什么样的方式进行管理施加领导。
“沟通”主要用于评价职位要求任职者具有的沟通能力。
评判这一因素的主要方式是分析职位要求任职者实现什么样的沟通效果,以及取得这样的沟通效果的难易程度。
“知识”主要用于评估职位要求任职者具有的知识和经验。
对此因素的评定主要需要回答任职者需要在哪方面具有什么样的知识和经验。
“工作领域”主要评定职位要求任职者活动的范围,这种界定是通过评定职位的业务工作范围和地域工作范围进行的。

本案例中为了便于和市场薪酬水平进行比较,暂将等级设计为36个等级,公司设计时可以参考公司规模,员工人数,未来职位升职空间等考虑职位等级的级数。
考虑到公司工作性质的不同,薪酬绩效激励不同,将公司岗位分为管理序列,技术研发序列,市场营销序列,支持序列四类。
支持类岗位主要指公司职能类相关岗位,包括:财务、人力资源、行政、信息技术等岗位;
技术研发类岗位主要指专业设计类岗位,包括:设计师,工程师等岗位;
市场营销类岗位主要指销售市场类岗位,包括:市场,销售等岗位;
管理类岗位主要指管理部门岗位,包括:总经理,副总经理,总经办人员等岗位。
3. 各职能薪酬水平
基础月薪:每月获得的税前基本工资(不含各种补贴、福利) 。
年度基础现金收入总额:每年获得的税前基本工资总额。
年度固定现金收入总额:每年获得的固定现金性收入总额(不含绩效) 。
年度现金收入总额:每年获得的所有现金形式的收入总额(税前)
年度总薪酬:公司每年为该岗位所支付的薪酬福利总额
分位值:表示被调查群体中有n%的数据小于此数值。
n的大小反应市场的不同水平,通常使用P10、P25、P50、P75、P90来表示市场的不同水平。
10 分位值:表示有10%的数据小于此数值,反映市场的低端水平。
25 分位值:表示有25%的数据小于此数值,反映市场的较低端水平。
50 分位值(中位值):表示有50%的数据小于此数值,反映市场的中等水平。
75 分位值:表示有75%的数据小于此数值,反映市场的较高端水平。
90 分位值:表示有90%的数据小于此数值,反映市场的高端水平。
平均值:所有数据的平均值,反映市场的平均水平。
