1.0.1.This.Standard.is.formulated.with.a.view.to.enhance.the.construction.quality.management. of.the.railway.works,.to.coordinate.the.construction.quality.acceptance.of.the.railway.tunnels.and.to. ensure.the.work.quality.
1.0.1.为了加强铁路工程施工质量管理，统一铁路隧道工程施工质量的验收，保证工程质量，制定本标准。

2.This.Standard.is.applicable.to.the.construction.quality.acceptance.of.newly.constructed.or .renovated.standard.gauge.railway.tunnels.shared.by.passenger.trains.and.freight.trains.with.the.desi gned.running.speed.of.passenger.trains.being.equal.to.or.less.than.160.km/h.Supplementary.standard s.shall.be.formulated.for.the.construction.quality.acceptance.of.other.railway.tunnels.and.other.new.t echnologies,.new.processes,.new.equipment.and.new.materials.that.are.not.covered.herein.
1.0.2本标准适用于旅客列车设计行车速度等于或小于160.Inn/h的客货车共线运行的新建、改建标准轨距铁路隧道工程施工质量的验收。

对于其他铁路隧道工程，以及本标准未涉及的新技术新工艺、新设备、新材料，其施工质量的验收应另行制订补充标准。

1.0.3.As.the.main.party.in.charge.of.the.construction.quality.control.of.the.works,.the.Contract or.shall.perform.construction.quality.control.of.the.works.throughout.the.whole.process.The.Owner, .the.Supervisor,.the.Surveyor.and.the.Designer.and.any.other.concerned.parties.shall.perform.quality .control.in.the.construction.course.in.accordance.with.the.requirements.of.relevant.stipulations.
1.0.3施工单位作为工程施工质量控制的主体，应对工程施工质量进行全过程控制；建设单位监理单位和勘察设计单位等各方应按有关规定的要求对施工阶段的工程质量进行控制。

1.0.4铁路隧道工程施工应贯彻国民经济可持续发展战略，做好环境保护、水土保持等工作，合理利用资源，并做到文明安全施工。

1.0.5.The.quality.document.obtained.in.the.construction.quality.inspections.and.tests.of.the.rail way.tunnels.shall.be.authentic.and.reliable.so.as.to.fully.reflect.the.works.quality.status.The.test.met hods,ply.with.the.stipulations.of.relevant.standards.Mature,.rel iable.and.advanced.undestructive.detection.technology.shall.be.adopted.as.the.first.choice.to.examin pactness.of.the.backfill.on.the.b ack.of.the.lining.in.accordance.with.the.stipulations.of.Specification.for.Inspection.of.Concrete.Qua lity.of.Railway.Works.(TB.10426).and.Code.for.Undestructive.Detecting.of.Railway.Tunnel.Lining. (TB.10223).
1.0.5铁路隧道工程施工质量的检验检测工作取得的质量数据应真实可靠，全面反映工程质量状况。

所用方法和仪器设备应符合相关标准的规定，对混凝土强度、厚度，衬背回填密实情况，应按《铁路混凝土质量检测规程》(TB.10426)和《铁路隧道衬砌质量无损检测规程》
(TB.10223)的有关规定，优先采用成熟、可靠、先进的无损检测技术。

1.0.6.The.requirements.for.the.construction.quality.of.the.railway.tunnels.specified.in.the.contr act.documents.and.other.engineering.technical.documents.shall.not.be.inferior.to.those.stipulated.in. this.Standard.
1.0.6铁路隧道工程施工中所采用的承包合同文伴和工程技术文件等对施工质量的要求不得低于本标准的规定。

在施工单位自行质量检查评定的基础上，参与建设活动的有关单位共同对检验批、分项、分部、单位工程的质量按有关规定进行抽样检验，根据相关标准以书面形式对工程质量达到合格与否做出确认。

3.1.1.Corresponding.construction.technical.standards,.sound.quality.management.systems.and. perfect.construction.quality.inspection.systems.shall.be.established.for.the.in-situ.quality.manageme nt.of.the.railway.tunnels.Before.construction,plete.the.on-site.quality.mana gement.inspection.records.as.per.Table.3.1.1.The.records.are.subject.to.the.examination.of.the.Chief .Supervisor,.who.shall.draw.a.conclusion.for.the.examination.
3.1.1铁路隧道工程施工现场质量管理应有相应的施工技术标准、健全的质量管理体系和施工质量检验制度。

施工现场质量管理检查记录应由施工单位在施工前按表 3.1.1的规定填写，总监理工程师进行检查，并做出检查结论。

3.1.2.The.construction.quality.control.of.the.railway.tunnels.shall.be.conducted.according.to.th

3.1.2隧道工程应按下列规定进行施工质量控制：
1The.Contractor.shall.make.acceptance.on.the.major.materials,.members,.accessories.and.equi ed.for.the.works.in.terms.of.appearances,.specifications,.models.and.quality.certificates,.w hich.shall.be.subject.to.the.inspection.and.approval.of.the.Supervisor.The.Contractor.shall.perform.i nspections,.and.the.Supervisor.shall,.pursuant.to.relevant.specifications,.perform.parallel.inspection. or.witness.sampling.tests.on.those.materials,.members,.accessories.and.equipment.that.are.concerne d.with.the.structural.safety.and.the.operation.functions.
1工程采用的主要材料、构配件和设备，施工单位应对其外观、规格、型号和质量证明文件等进行验收，并经监理工程师检查认可；凡涉及结构安全和使用功能的，施工单位应进行检验，监理单位应按规定进行平行检验或见证取样检测；

3工序之间应进行交接检验，上道工序应满足下道工序的施工条件和技术要求；相关专业工序之间的交接检验应经监理工程师检查认可。

未经检查或经检查不合格的不得进行下道工序施工。

3.2.1隧道工程施工质量验收划分为单位工程、分部工程、分项工程和检验批。

3.2.2.A.unit.works.shall.be.an.entire.work.or.a.work.having.a.construction.scope.of.considerab le.scale,.and.shall.be.determined.according.to.the.following.principles:
3.2.2单位工程应按一个完整工程或一个相当规模的施工范围划分，并按下列原则确定：

3.4.1检验批应由施工单位自检合格后，报监理单位，由监理工程师组织施工单位专职质量检查员等进行验收。

监理单位应对全部主控项目进行检查，对一般项目的检查内容和数量可根据具体情况确定。

检验批质量验收记录应按表3.4.1填写。

3.4.3分部工程应由监理工程师组织施工单位项目负责人和技术、质量负责人等进行验收；隧道衬砌分部工程进行验收时，勘察设计单位项目负责人应参加，并撩表3.4.3填写记录。

3.4.5建设单位收到单位工程验收报告后，应由建设单位项目负责人组织施工、设计、监理单位负责人进行单位工程验收，并按表3.4.5-1～4填写记录。

3.4.6.When.a.unit.works.involves.the.construction.by.Subcontractors,.the.Subcontractors.shall. conduct.inspections.and.assessments.of.the.works.in.their.charge.as.per.the.procedures.specified.in.t his.Standard,.in.which.staff.from.the.Contractor.shall.participate.When.the.subcontracted.works.is.c ompleted,.the.relevant.engineering.documents.shall.be.turned.over.to.the.Contractor.
3.4.6单位工程有分包单位施工时，分包单位应对所承担的工程项目按本标准规定的程序进行检查评定，总包单位应派人参加。

分包工程完成后，应将有关工程资料移交总包单位。

3.4.7.When.the.parties.participating.in.the.acceptance.have.different.opinions.on.the.constructi on.quality.acceptance,.they.may.request.the.railway.construction.administrative.authorities.or.the.aut horized.quality.supervising.departments.to.make.coordination.
3.4.7当参加验收各方对工程施工质量验牧意见不一致时，可请铁路建设行政主管部门或其委托的质量监督部门协调处理。
