某杂志文章，以中国在全球芯片销量锐减30%的2001年，也有8%的增长和台湾一代“双雄” 成为全球芯片代工的霸主为例，认为中国“对进口芯片也实行增值税退税政策”并不足为虑，在经济全球化时代，中国何必挥掷重金，重复搞设计呢?中国目前芯片制造企业80%以上是从外面接单来生产，龙身不也摆得挺好吗?
该论断存在着诸多认识上的错误，缺乏可靠的依据，实不可取的。
首先，该论证认识上犯了表面化的错误。
该文说，中国应“对进口芯片也实行增值税退税政策”，这是建立在中国“对出口芯片实行增值税退税政策”是不公正的这一错误认识基础上的。
显然这是一种误解，没有看到问题的实质。
该文忽视了这样一点：中国“对出口芯片实行增值税退税政策”，只是为了减轻国内企业的税赋压力，向国外企业的低税赋看齐，而不是给予国内的企业一种特殊待遇，因为，国外芯片产品在向中国出口前，价格中并不含税，而我们对国内企业已征收了17%增值税。

可见，该文这种表面看问题的论断是错误的。
其次，该论证认识上还犯了因小失大的错误。
该文说，“中国目前芯片制造企业80%以上是从外面接单来生产，龙身不也摆得挺好吗?”，这种只顾眼前，不思长远，满足于从事代工以赚取微薄的加工费的作为，是没前途的，不可取。
