1. Task / Objective目的
-The attendance management system is standardized to guarantee the normal production and management in the company.
为保证企业生产经营工作的正常进行,规范考勤管理。

4. Responsibilities职责
-Every department is in charge of the specific daily attendance management of its own department, with the collection and report of the work attendance at the end of a month.
各部门具体负责本部门员工日常考勤管理和月底考勤汇总、上报。

-HRM Dept. is in charge of the daily attendance supervision with the examination, verification and collection of the work attendance at the end of the month.
人力资源部负责日常考勤监督及月底考勤的审核、汇总。

5. Description描述
5.1 Working time工作时间
-Eight hours a workday
公司实行八小时工作制。

- A regular work day is 8:00 am - 11:30 am, and 12:30pm-17:00pm and six days a week. (The beginning and the end time are flexible according to the different seasons.)
正常白班工作时间:上午8:00—11:30,下午12:30—17:00,每周工作六天。

(下午工作时间随季节变化和班车时间调整进行相应改变)
-The three-shift workday: the morning shift 8:00am to 16:00pm, the middle shift 16:00pm to 24:00, and the night shift 0:00 to 8:00am.(the shifts would change every Sunday)
三班运转工作时间:白班8:00—16:00;中班16:00—24:00;夜班24:00—8:00。

(每周倒班一次) 5.2 How to check the attendance考勤方式
-Regular workers: Punching card attendance system is implemented. It is needed to clock in and clock out at the reception when workers get on and off work. Meanwhile, each department needs to do the attendance record.
常白班员工:实行考勤打卡制,上、下班须在前台处打卡,同时由部门做好考勤记录。

-Three-shift workers: Shift leaders are in charge of doing the everyday attendance record of shift-changing workers and collecting the records to report to the statistician in Production Dept. The statistician should examine, verify and collect the records, and report to HRM Dept after signing from the department manager.
三班员工:倒班人员由班长负责记录日常出勤状况,并月底汇总考勤记录上报生产部统计员,生产部统计员审核、汇总,经部门负责人签批后上报人力资源部。

-The attendance record of new employees will be done from the day they are actually on duty.
新入职员工自实际到岗之日起开始记录考勤。

5.3 Attendance management考勤管理
-When punching card, workers should consciousl y abide by the order and it is prohibited to help punch others’ cards; otherwise, deduct two evaluation points of the same month per time once be found.
员工在刷卡时,应自觉遵守秩序,禁止相互捎带刷卡,否则,每发现一次扣当月百分考评2分。

-The workers have three chances to be free from punching one month if there are special circumstances. If more than three times, the workers need to explain to the responsible person of the own department and the responsible person needs to issue written proofs of attendance, otherwise, it will be recorded as absence from duty.
员工因特殊情况不能及时打卡,每月给予三次免打卡机会,超出三次必须向部门负责人说明,并由部门负责人出具书面出勤证明,否则视为未出勤。

-If the workers need to leave their posts and go out during work time because of some special reasons, they need to punch cards and hand in FS-620-HRM-03 “Application for A Temporary Leave in Working Time” to the reception for future reference.
员工因特殊原因上班时间中途离岗外出需刷卡并将FS-620-HRM-03《临时外出申请表》交前台备查。

-Those who need to have business trips and cannot punch cards everyday, should fill in FS-620-HRM-04 “Application for Business Trip” before leaving , which should be confirmed and signed by responsible person of own department and handed in to HR for the record.
因工作需要出差外地不能每天打卡者,须出差前填写FS-620-HRM-04《出差申请单》由部门负责人签字批准后,交人力资源部备案。

-If the workers resign or are relieved from labor contacts, stop attendance records according to the final work day checked and ratified by HR.
员工辞职或被解除劳动合同时,以人力资源部核定的最后工作日为准停止考勤记录。

-Each department needs to collect the attendance records of its own department at the end of a month.
Attendance officer in each department is in charge of passing on such materials to HR for examination and verification as attendance report forms, “Application for Business Trip”, written proofs of attendance issued by department managers which should be signed by attendance officers and the responsible person.
各部门月底对本部门员工考勤记录进行汇总,并由部门考勤员负责将考勤报表及各类假条、《出差申请单》、部门负责人出具的未打卡书面证明由部门考勤员和负责人签字后送人力资源部审核。

-Clock-in and -out system is jointly supervised and implemented by HR and the security guards.
刷卡考勤由人力资源部与保卫人员联合实施监督执行。

5.4 Requirements for clock-in and-out刷卡考勤的实施要求

5.5 Rules of asking for leave请假程序
5.5.1Leave of absence事假
-If workers want to ask for leave of absence, they need to fill in FS-620-HRM-02 “Application for Leave” in advance which should be confirmed and signed by responsible person of own department and reported to HRM with the attendance. If they cannot go through these procedures in advance due to some special reasons, they should ask their managers for leave by other means and go through these procedures within three days after they come to work again.
员工请事假,须提前填写FS-620-HRM-02《请假申请表》,部门负责人签批后随出勤一起上报人力资源部。

如果因为特殊原因无法提前办理请假手续的,需通过其它方式向部门经理请假,并在上班后三天内补办手续。

-If workers want to leave within one day, it should be approved by responsible person of own department (workshop supervisor); if workers want to leave for more than one day and less than three days, it should be approved and signed by leaders in charge of the department; if workers want to leave for more than three days, it should be approved by GM and DGM.
员工请事假一天以内由部门负责人(车间负责人)批准,请假一天以上三天以内的由部门分管领导签批,三天以上的由公司领导批准后方可执行。

-Leave of absence is unpaid leave, so salary is excluded during the leave time.
员工事假为无薪假,请假期间不计发工资。

5.5.2Sick leave病假
-When workers ask for sick leave, they need to hold a medical certificate above the county level and ask for approval according to the relevant procedures. If they cannot go through these procedures in time due to some special reasons, they can do the formalities within three days after the event.
员工请病假时,须持县级以上医院证明,按事假程序报批。

如因特殊情况不能及时办理请假手续的,可于事后三天内补办手续。

-Sick leave salary treatment should be in accordance with Sunvim regulations.
病假期间工资待遇按照集团规定执行。

5.5.3Welfare leave福利假期
-Such leaves as home leave, marriage leave, maternity leave and funeral leave, should be addressed by HR in strict accordance with relevant regulations and procedures. If workers want to ask for leave, they need to get relevant forms from HR, fill in them and ask for approval of relevant leaders. Leave application which has been signed by leaders should be given to responsible attendance officer for preservation and be reported to HR with attendance at the end of the month.
凡属探亲假、婚假、产假、丧假等假期,由人力资源部严格按照公司有关制度和相关程序给予办理。

员工请假须到人力资源部领取、填写相关表格,并找相关领导签批,签批后的请假单交给部门负责考勤人员留存,月底随出勤上报人力资源部。

-Those workers who ask for a long leave must report back to the owner department after leave, if they want to be continuously off work, they need to go through the procedures of extending leave. Those who overstay their leave and do not go through the procedures of extending leave will be addressed as absenteeism. The department of the workers should pass on these information to HR in time.
凡请长假员工,假期满后上班时必须到所在部门办理销假,继续休班应办理续假手续,超假未办理续假手续者按旷工处理。

销假和续假信息,员工所在部门应及时传递给人力资源部。

5.6 Overtime work management加班管理
-If it is needed to work overtime during day off, the workers should fill in FS-620-HRM-01 “Application for Working Overtime” in advance and the responsible person of the own department should report to the relevant leaders in charge of the department and ask for their sign for approval. The workers should register at the reception at the beginning and end of overtime work. The final actual overhours must be confirmed and signed by the responsible person in the department and passed on to HRM for filing.
因工作需要,休息日需要加班人员,需提前填写FS-620-HRM-01《加班申请单》,由部门负责人审核后上报分管领导签批,员工加班开始和结束必须在前台保卫处签到,最后实际加班时间须由部门负责人签字确认后,交人力资源部存档。

-Day-off must be strictly in accordance with the national legal holidays regulations. Those who cannot take day off due to emergencies such as equipment repairing and goods delivering should be arranged for off duty shift in the next week. Under normal operating conditions, the off-duty Sunday cannot be free to cancel.
严格按照国家法定节假日休班规定执行,因设备维护或急发货等应急事情无法休班者,次周安排其调休。

正常工作情况下,不得随意取消周日休班。

5.7 Discipline for work and absenteeism penalty劳动纪律与缺勤处罚
-Three-shift workers should enter the workshop 10 minutes ahead of the time for posts handing over and taking over, after which, the off duty workers should leave the workshop according to the regulations.
三班人员提前10分钟入车间进行对岗交接,交接班后按规定统一离开车间。

-Not coming to the positions within half an hour after work begining is late and leaving the positions before half an hour of getting off work is leaving early. 0.5-2hours late for work is addressed as absenteeism for half
a day; 2-4hours late is addressed as absenteeism for all day along. Those who leave their posts without
permission nor asking leave in advance are addressed as absenteeism.
上班半小时后以内不到岗为迟到,下班前半小时以内离开为早退。

迟到0.5-2小时以内的计半天旷工,2-4小时以内的计全天旷工。

未提前请假或请假未经批准擅自离开工作岗位者,以旷工论处。

-Those who do not come to work for no reason or not punch card on purpose are addressed as absenteeism.
Those who are continuous absenteeism for five days or total absenteeism up to fifteen days in one year are addressed as resign and terminating their labor contacts.
无故不上班或故意不刷卡者按旷工处理。

连续旷工五天或全年累计旷工达十五天者按自动离职处理,将予以解除劳动合同。

-If the workers are not on duty for continuous five days without asking leave, the own department should report to the leadership in charge in time and feedback to HR for tracking.
无任何请假信息,连续5天不上班员工,所在部门应及时上报分管领导,并将信息反馈人力资源部,以便追踪。
