这样选拔官吏的实权并没有控制在朝廷手中。
而科举制与它的本质区别是:普通读书人和贫穷人家的子弟可以自愿报名参加官府的考试,这样就扩大了选官范围,选官权力也就牢牢控制在中央手中。
那么我们现在就来学习科举制的创立。
