3.1 Request for seller responses
It is a process to obtain responses such as tenders or proposals from prospective contractor, subcontractors or suppliers on how the buyer’s requirements can be met. It is referred to as inviting for tenders 招标or to invite to tender招标if an employer or his procurement agent procures works. A tender投标文件 is an offer 要约submitted in response to a formal invitation for tenders.
As a noun, ‘tender’ means a statement
of the price at which one offers to supply goods or services, or to do something. For example, to invite (call) tenders for a new bridge; put in (make, send in) a tender for something; to accept the lowest tender.

The tender security is a document, as usually required in the tender documents, accompanying a tender or proposal as assurance that the tenderer (1) will not withdraw the tender within the period specified therein for acceptance, and

They should convey the clearest possible picture of the character and the quantity of the work, the site and subsoil conditions, the responsibilities of the contractor, the terms of payment and any technical or commercial conditions which may affect the execution of the work.
