【摘要】在对鄂尔多斯盆地煤铀、油铀空间共生关系及矿业权叠置现状研究的基
础上，根据铀资源查明情况，划分出3类一级规划区块、6类二级规划区块，对各类规划区块提出了具体的勘查开采政策建议，主要包括：(1)在时序上优先开采铀矿；(2)鼓励煤炭、油气企业与铀矿企业合资合作开采煤炭矿业权范围内的铀矿资源，利益共享，风险均担；(3)区内煤炭勘查活动必须同时提交铀矿资源勘查报告，否则对煤炭地质储量不予评审、备案；(4)区内煤炭开采活动应按照《环境保护法》对放射性物质含量进行监测，低于一定的量才允许开采；(5)允许在油气矿业权非
开采区重叠设置铀探矿权，在不影响油气勘探开发的前提下，通过签订相关保障安全生产作业协议，允许设置铀采矿权。

%This paper has classiifed three ifrst-class planning blocks, and six second-class planning blocks based on the research of spatial symbiotic relationship between coal and uranium, oil and uranium, as well as the superimposition of mining rights, along with the proven uranium resources. On this basis, this paper puts forward the detailed policy suggestions for prospecting and exploitation in all kinds of planning blocks. The suggestions lay emphasis on the following:giving priority to the exploitation of uranium ore;encouraging coal, oil and gas companies to exploit the uranium resources within the scope of coal mining rights under a joint-venture partnership with uranium companies
with a view to beneift sharing and risk balancing;while exploring the coal resources within these blocks, the uranium resources exploration report must be submitted, otherwise coal geological reserves is given no review and ifling;monitoring the levels of radioactive material according to the Environmental Protection Law while exploiting coal resources, the mining activity is allowed only when the monitoring results is below a certain amount;uranium exploration right is allowed to be set in the areas where the oil and gas has not been exploited with the oil and gas mining rights, and uranium exploitation right is also allowed to be set without affect to oil and gas exploration and development, and by signing agreement to guarantee safety production and operation.
