VOA News Item 1. 政治:战后多年韩国与美国检查指挥权移交The U.S. and South Korean militaries say they would fight a second Korean War, if it became necessary, side-by-side and seamlessly. For decades, their alliance has deterred a repeat of the North Korean attack of June 25th, 1950. Seoul has always agreed that U.S. forces would have command of South Korea's military if war re-ignites. But that is to change in April 2012, when Seoul assumes wartime operational control of its own forces, a step referred to as OPCON Transfer.VOA News Item 2. 社会:美国婴儿母乳喂养A new survey finds that three-quarters of U.S. newborns are breastfed beginning at birth. But the number of breastfeeding infants falls off rapidly during the first year of life.Seventy-five percent of babies started life breastfeeding, according to this latest Breastfeeding Report Card. That represents a slow but steady increase in recent years in the percentage of American infants who are breastfed. The new survey is for babies born in 2007, the most recent year available. The breastfeeding study comes from the U.S. Centers for Disease Control and Prevention. A public health adviser at the agency, Carol MacGowan, says it's not enough for a new mom to want to breastfeed her baby."There's still a lot of practices that need to take place in the hospital to support the mother's decision to breastfeed." "So she may have decided to breastfeed, but if there's no support in place that helps her to continue that, then she may not even start."Hospital practices that encourage breastfeeding include putting the newborn skin-to-skin with the mother right after birth, and not offering infant formula or pacifiers.Although three out of four babies started life on their mother's milk, by the time they're six months old, just 43 percent were still breastfeeding. And by 12 months, only one baby in five was getting any breast milk.U.S. officials recommend babies be breastfed for the first year of life. The World Health Organization says breastfeeding should last two years.MacGowan says there are a number of reasons why American women don't continue breastfeeding. "Some of it is the community support; thus, we address the number of lactation professionals out there to help the women. A big barrier to women is working and breastfeeding. It's a perceived barrier in some cases. It's a real barrier in others."But despite the barriers, the underlying message is that breast milk is the right food for babies. Many studies have shown that infants who are fed breast milk are healthier." The benefits are multiple. Everything from prevention of certain infectious and chronic diseases ---respiratory, for example, being one, decreasing the severity of asthma, if they're prone to asthma---and chronic disease such as diabetes and obesity."Mothers benefit too. Breastfeeding lowers the risk of some cancers, naturally promotes spacing between pregnancies, and it costs less, too.VOA News Item 3. 政治:联合国大会致力于减少贫穷、饥饿和疾病The U.N. General Assembly's annual debate gets under way on September 23. Leaders andrepresentatives from all 192 member states are expected to address the gathering. In a long-established tradition, Brazil's president will open the debate, followed by the U.S. president as the leader of the host nation. This year's debate will be preceded by a three-day summit on the Millennium Development Goals. Some 140 presidents and prime ministers are expected to attend. The goals are meant to reduce extreme poverty, hunger and disease by 2015. U.N. Secretary-General Ban Ki-moon has warned that with the target date just five years off, many countries are in danger of not meeting the goals, especially in Sub-Saharan Africa. But he said recently that with the right strategies countries can close those gaps.VOA News Item 4. 经济:印度货币有了新标志The search for a symbol for the Indian rupee began more than a year ago, when the government decided that the currency needed an identifiable symbol. After going through 3000 entries submitted in a national competition, a panel of bankers, officials and artists chose the new symbol. It is a mix of the Roman letter "R" and its Hindi equivalent in the ancient Devanagari script.Information minister Ambika Soni said the decision to have a symbol for the rupee is significant.VOA News Item 5. 政治:巴以第二轮直接和谈结束Secretary of State Clinton met with Palestinian President Mahmoud Abbas at the Palestinian Authority's headquarters in Ramallah. There was no statement and no details of what, if any, progress might have been made after two days of negotiations between Israelis and Palestinians. President Abbas sounded positive in his remarks as he began his meeting with Mrs. Clinton. He says everyone knows that there is no alternative other than negotiating for peace. The Palestinian leader thanked the Obama administration for its commitment to mediating a peace deal. Clinton said the United States will press ahead with its efforts to bring about an agreement. “The United States and all of us led by President Obama are very committed and determined to work toward a peace agreement through direct negotiations that leads to an independent, sovereign, viable, Palestinian state that realizes the aspirations of the Palestinian people.”The talks began Tuesday in the Egyptian resort of Sharm el Sheikh. It was the second round of direct negotiations after a 20-month hiatus.Secretary Clinton then traveled to Amman in neighboring Jordan for a meeting and lunch with King Abdullah, before heading back to Washington. There are questions of whether the negotiations could last beyond the end of the month. The Palestinians have threatened to quit talks if Israel does not extend a self-imposed partial moratorium on construction inside Jewish settlements in the occupied West Bank. The temporary freeze expires on September 26, and Israel has given no hint that it will extend it.The Palestinians say the presence of more than 100 Israeli settlements impede the establishment of a viable, contiguous Palestinian state.Militants in the Gaza Strip, which is not under the control of President Abbas' Palestinian Authority, oppose the negotiations with the Jewish State. They stepped up their attacks this week, firing anumber of rockets into southern Israel. Israel responded by launching air attacks inside the Gaza Strip.VOA News Item 6. 健康:感冒疫苗可降低心脏病风险Getting a flu shot can help prevent influenza. But now, a large study in Britain indicates that older adults who get an annual flu vaccination are less likely to suffer a heart attack. The study involved more than 78,000 people, age 40 and older.Researcher Niroshan Siriwardena of Britain’s University of Lincoln who led the study."Our research suggests that flu shots are associated with a reduction in relative risk of heart attack in adults by about 19 percent."The reduction was even higher - 21 percent - for people who got their vaccination early in the flu season. The results were mathematically adjusted to reflect the fact that people who are at higher risk for heart attack in the first place are more likely to get a flu shot.Although Siriwardena is careful to point out that his study is one of associations, not necessarily cause-and-effect, he does offer one possible link between the seemingly unrelated conditions of influenza and heart attack.VOA News Item 7. 政治:广播电台致力于赋权予巴勒斯坦女性Halla Bazzar, an attractive woman in her 20s, begins her afternoon show. For this young professional, the job is more than just running a show. It is about giving women living in conflict a key to success. "We talk about issues that would inspire women in the future."Giving women hope for the future is one of the goals of the station, Nisaa FM, which started broadcasting this month from the West Bank town of Ramallah.Founder and manager Maysoun Odeh tells VOA the station wants to entertain, but also empower women. "We broadcast success stories of women regionally, internationally, or locally in which they can take example from, and they know that they can do something and they can achieve something regardless of the situation."The day-to-day situation for many Palestinian women living under occupation involves supporting their children while their husbands are in prison, finding housing after their homes are demolished, and navigating their way through Israeli checkpoints.Wafa Abdel Rahman, a woman's activist with the West Bank group Filastiniyat, says Palestinian women also face cultural issues."We suffer, as the rest of the women in the Arab world suffer, political Islam - the interpretation of Islam, which actually, is putting more burden on the women." "It portrays women as if they are the key to the honor of the family. If you are a good Muslim or not depends on how is your woman. Is she covered? Is she following all the instructions, etcetera. This is really hard on women."Abdel Rahman welcomes the new station. "We need a radio that brings out all those issues." "But also to take it a step further and think how we can - not only women but also men - how we can together change the status of women and make it better."The station, whose name "Nisaa" means "woman" in Arabic began operations this month with the help of Smiling Children, a Switzerland-based humanitarian foundation.VOA News Item 8. 政治:波兰期望关闭决胜投票Sunday, Polish voters are choosing their new president from between two candidates. One is the Speaker of Parliament and Acting President Bronislaw Komorowski, from the governing center-right Civic Platform party. The other is Jaroslaw Kaczynski from the far-right Law and Justice party. Neither candidate was able to win an outright majority in the first round of voting June 20th.Kaczynski is running in the place of his twin brother, the late President Lech Kaczynski, who was killed in April along with his wife Maria and 94 others in a plane crash near Smolensk, Russia. The crash moved the presidential election forward nearly four months. Before the first round of voting, opinion polls had placed Komorowksi firmly in the lead. But the results were closer than predicted, with only a five percent difference between the two men. Grzegorz Makowski of the Warsaw-based Institute of Public Affairs explains this surge of support for Kaczynski, saying he thinks the plane crash at Smolensk mobilized more conservative voters. If the crash had not happened, he says, Komorowski would almost certainly have won in the first round."I am almost 99 percent sure that if it didn't happen, probably Lech Kaczynski would lose these elections in the first round," "I think it had a really strong impact on those who were passive. Maybe not on those who were against Kaczynski and they dislike him, it didn't change their opinions. But it made those who were passive, and those who were potentially supporters of Kaczynski, active. Because of Smolensk, I thinkthey started thinking that maybe we should be more conservative."Kaczynski has run an effective advertising campaign, and may well have gained ground over the last two weeks. At the moment, Komorowski's Civic Platform party controls parliament. Makowski says Kaczynski has played on his status as opposition leader by arguing that it could be dangerous for the Civic Platform (Platforma Obywatelska) to control both the Parliament and the Presidency."This is a very populist argument, but it works. People in Poland have very emotional attitudes to politics, and when he is saying something like that people think, oh, we will have something like a totalitarian regime if the president is also from Platforma. "Makowski adds that the summer holiday season may also affect the vote, since wealthier Poles tend to support Komorowski and many will be leaving for vacation over the weekend. At this point, most analysts agree that the race is too close to call. Final results are expected to be announced on Monday.VOA News Item 9. 政治:据报道俄罗斯科学家在与美间谍交换中被释放A lawyer for an imprisoned Russian nuclear expert, Igor Sutyagin, says her client was released Thursday from a jail in Moscow and flown to Vienna. Other reports say he will be transferred later into British custody. His family says his release is part of an exchange for suspected Russian agents detained last month in the United States in a high-profile case. Neither U.S. nor Russian officials have confirmed the reports.Sergei Markov, a deputy in the Russian State Duma from the ruling United Russia party, said he has heard the rumors of an exchange. He tells VOA that if such a thing occurs, it represents a kind of confession from both the United States and Russia."I think most important is that by exchange, both sides recognize that those arrested people - they are spies."Sutyagin was serving a 15-year prison sentence, after being convicted of sending classified information to a British firm that Russian authorities said was a front for U.S. intelligence. He and his family have repeatedly denied his guilt. His case has been championed by human rights groups who say he was unfairly persecuted by the government. But Markov says the United States has already confirmed he was a spy."It was a very big shock for some of the Russian human rights activists who protected Sutyagin for many years, repeating many times that he is, you know, a scientist who is being arrested by the KGB, by Putin, Putin is oppressing science and so forth."Meantime, the ten members of the alleged Russian spy ring operating in the United States are charged with conspiring to act as unregistered foreign agents. They are accused of seeking to infiltrate U.S. policy-making circles and to gather information on U.S. political affairs. Nine of them are also charged with money laundering. An eleventh suspected was detained briefly in Cyprus, but went missing after being released on bail.VOA News Item 10. 政治:报道称2010年海盗袭击数量下降The coast of Somalia remains a major piracy hotspot, the location of more than half this year's pirate attacks. But International Maritime Bureau Director Pottengal Mukundan says the target area is widening."The fact is that the Somali pirates are ranging further out than they have ever done before. We are talking of going 1,000 nautical miles away from the coast in order to attack ships, board them, hijack them and then bring them back into Somalia until a ransom is paid for their release."The International Maritime Bureau recorded 196 piracy incidents in the first six months of the year - about 20 percent less than the same period last year.In the Gulf of Aden there were 86 pirate attacks in the first half of 2009 and 33 so far this year. Mukundan says foreign navies, which have operated in the Gulf of Aden since 2009, have been instrumental in reigning in piracy in the area. But he says piracy is more difficult to manage in the Indian Ocean."It is a huge, huge expanse of sea, very difficult for the navies to effectively monitor it and deal with it in the way it has been successfully dealt in the Gulf of Aden."He says he thinks by the end of 2010 the number of piracy attacks may match or even exceed the 2009 total."At the moment we are seeing a lull because of the southwest monsoons in the Indian Ocean, where these small pirate skiffs cannot operate, but the southwest monsoons will subside by the end of August and then we expect the pirates to be back there trying to seize the ships."According to the International Maritime Bureau report, the first half of the year has seen one crewmember killed, 597 crewmembers taken hostage, and 16 injured.。

The crisis at Japan's Fukushima Dai-Ichi nuclear energy center has raised questions about the future of the nuclear energy industry. Arjun Makhijani is president of the Institute for Energy and Environmental Research in the United States. He says the disaster in Japan is historic."We are witnessing a completely unprecedented nuclear accident in that there have never been 3 reactors in the same place at the same time that have had a severe accident."This week, the chairman of America's nuclear agency said there is little chance that harmful radiation from Japan could reach the United States. Nuclear Regulatory Commission Chairman Gregory Jaczko also said America has a strong program in place to deal with earthquake threats. No new nuclear power centers have been built in the United States since 1979. That was when America's worst nuclear accident happened at the Three Mile Island center in Pennsylvania. The accident began to turn public opinion against nuclear energy. To support more clean energy production, the Obama administration has been seeking billions of dollars in government loan guarantees to build new centers. Currently, about 20% of electricity in the United States comes from nuclear energy. But critics say nuclear power is too costly and dangerous to be worth further expansion.German Chancellor Angela Merkel said Germany would temporarily close 7 nuclear power centers while energy policy is reconsidered. The European Union is planning to test all centers in its 27 member nations.Developing nations are less willing to slow nuclear expansion. China said it will continue with plans to build about 25 new nuclear reactors. And India, under a cooperation agreement with the United States, plans to spend billions on new centers in the coming years.Japan has made nuclear energy a national priority since the 1970s. Unlike many major economies, Japan imports 80% of its energy. The Nuclear Energy Institute says 29% of Japan's electricity came from nuclear sources in 2009.The government planned to increase that to 40% by 2017.Nuclear reactors supply 14%of global electricity. Nuclear energy is a clean resource, producing no carbon gases. But radioactive waste is a serious unresolved issue. So is the presence of nuclear power centers in earthquake areas like the one near Bushehr, Iran.A huge earthquake and tsunami destroyed a large part of northeastern Japan last week. Survivors and rescue workers stopped for one minute on Friday to remember the hour when the earthquake struck. The quake and tsunami killed at least 6,000 people. More than 9,000 others are missing. About 380,000 people have left their homes after they were heavily damaged or destroyed. Those displaced are now living in more than 2,000 shelters. There are shortages of food, water and fuel. Each day more roads are being reopened for trucks to take supplies to the survivors. But some communities remain cut off.On Friday night, Prime Minister Naoto Kan spoke of the problems in the speech to the nation. The Prime Minister said he understands that people in shelters are cold and do not have enough food. But he said the government is doing all it can. And he said he hopes to return a sense of security to the survivors soon.Mr. Kan also said the crisis at the Fukushima Daiichi nuclear power center is the worst Japan has ever faced. He said police, firefighters and military workers were risking their lives to prevent a wider disaster. On Friday, workers continued to direct water on the damaged reactor buildings. It was an attempt to cool the highly radioactive fuel rods from overheating. Workers used powerful hoses to shoot 50 tons of water on the buildings. But the military and civilian firefighters had to keep their distance and limit the time they could be in the area because of the radiation.Fires, explosions and a partial melting of cores have taken place at 4 of the 6 reactors at the Fukushima nuclear center.Officials say the situation in the number 3 reactor is the most serious. Mixed oxide fuel rods are partly made of plutonium. These fuel rods are partly exposed. Without water, they will continue to heat up and possibly release a large amount of radiation. On Friday, the government raised the severity rating of its nuclear disaster from 4 to 5 on a 7.0 international nuclear event scale. Level 5 means an accident with wider results, including some release of radioactive material. It also means a high possibility of the material making contact with people. In Washington on Thursday, President Obama said the United States will stand with Japan as it contains its nuclear crisis, recovers and rebuilds."The Japanese people are not alone in this time of great trial and sorrow. Across the Pacific, they will find a hand of support extended from the United States as they get back on their feet."The president noted some of the steps the United States has taken to help. "Search and rescue teams are on the ground in Japan to help the recovery effort.A disaster assistance and response team is working to confront the aftermath of the earthquake and tsunami. The U.S. military, which has helped to ensure the security of Japan for decades, is working around the clock."Mr. Obama said the military has completed hundreds of flights to bring food and water to Japan.Today, we tell about "horse" expressions. In the past, many people depended on horses for transportation, farming and other kinds of work. A lot of people still like to ride horses. And, horse racing is also popular. So it is not surprising that Americans still use expressions about the animals.Long ago, people who were rich or important rode horses that were very tall. Today, if a girl acts like she is better than everyone else, you might say she should get off her high horse.Yesterday my children wanted me to take them to the playground. But I had to finish my work, so I told them to hold your horses. Wait until I finish what I am doing. My 2 boys like to compete against each other and play in a violent way.I always tell them to stop horsing around or someone could get hurt.We live in a small town. It does not have any exciting activities to offer visitors. My children call it a one-horse town.Last night, I got a telephone call while I was watching my favorite television show. I decided not to answer it because wild horses could not drag me away from the television. There was nothing that could stop me from doing what I wanted to do.Sometimes you get information straight from the horse's mouth. It comes directly from the person who knows most about the subject and is the best source. Let us say your teacher tells you there is going to be a test tomorrow. You could say you got the information straight from the horse's mouth. However, you would not want to call your teacher a horse! You may have heard this expression: You can lead a horse to water, but you cannot make him drink. That means you can give someone advice but you cannot force him to do something he does not want to do.Sometimes a person fights a battle that has been decided or keeps arguing a question that has been settled. We say this is like beating a dead horse. In politics, a dark-horse candidate is someone who is not well known to the public. Sometimes, a dark horse unexpectedly wins an election.Another piece of advice is, do not change horses in midstream. You would not want to get off one horse and on to another in the middle of a river. Or make major changes in an activity that has already begun. In the past, this expression was used as an argument to re-elect a president, especially during a time when the country was at war.The Intel Science Talent Search is the top science competition for high school students in the United States. The 40 finalists were honored in Washington last week. They met with scientists and politicians. President Obama welcomed them to the White House. These 40 students were selected from almost 2,000 contestants nationwide. They had to present original research to be judged by professional scientists. The students showed their research projects on large posters. The winners were announced March 15th.Wendy Hawkins is executive director of the Intel Foundation. She says the 40 finalists represented excellence across many areas of science."These students bring work that is ready for publication and in many cases has already been published in pretty much any branch of science that you can think of: physics, electrical engineering. And the projects are deep and rich and insightful."Selena Li is from Fair Oaks, California. She wanted to find a more effective treatment for liver cancer. She began her research 4 years ago. A scientist at the University of California, Davis, taught her how to design and do experimental work in the laboratory.Ms. Li placed 5th in the Intel Science Talent Search and was awarded $30,000.Scott Boisvert lives near Phoenix, Arizona. He began using a laboratory at the University of Arizona at the age of 14. Over 4 years, he completed a project studying a fungus linked to the decrease in amphibians around the world. He was trying to find out if different chemicals and substances in the water could kill the fungus. He collected and tested water samples across Arizona."So my results were able to identify a list of chemicals that were significant in the growth and in the movement of the fungus."He placed 10th in the Intel competition and was awarded $20,000.Evan O'Dorney of Danville, California, won the top award of $100,000 in this year's Intel Science Talent Search. For his mathematical project, he compared 2 ways to estimate the square root of an integer, a number with no fractional parts.Wendy Hawkins at the Intel Foundation says these young people represent the next generation of scientists who will help shape America's future.2011-04-01Dr. Armando Giuliano at the John Wayne Cancer Institute in Santa Monica, California, was a leader of the study. He found that a sentinel node biopsy can be enough to eliminate all of the cancer. And the patient does not need to stay in a hospital to have it done.Dr. Giuliano and researchers at other American cancer centers studied almost 900 breast cancer patients. In each case, the cancer had spread to no more than 2 lymph nodes.Half of the women had the traditional surgery. Doctors removed an average of 17 lymph nodes. The other half had the simpler operation with just one or 2 nodes removed. Then both groups received radiation treatment and chemotherapy drugs.Dr. Giuliano says rates of survival 5 years later showed that the less invasive operation was just as successful as the more aggressive action. The study appeared in the Journal of the American Medical Association. Some experts say the findings could change the way surgeons treat early breast cancers that have spread to the lymph nodes. But other doctors say they want more proof before they make a change.。

August 2, 2011080211.01These are Dog Days at the US Post OfficeTed Landphair | Washington, D.C.Have you heard of mail dogs? Not male dogs, as in the masculine half ofthe species. Dogs that actually carriedletters and packages in the days of theOld American West. And pooches thattagged along with mail carriers so loyallythat they became the stuff of legend.A scruffy mixed terrier named Owney, for instance. He just got his own U.S. Postal Service stamp - one of the so-called "forever stamps" that will be good for first-class postage no matter how high rates go in the future.Owney was a pal of the clerks at the Albany, New York, post office in the late 1800s. He even spent the night there and would tag along when the clerks went to the railway station to pick up incoming mail pouches. Before long, he was catching rides in the mail-sorting cars aboard the trains and soon was touring the entire country by rail - a sort of canine hobo, given a lifetime pass by the entire postal service. He even traveled the world on mail-carrying steamships. After Owney's death, his body was preserved. In fact, it has recently been fixed up a bit and is now the favorite attraction at the National Postal Museum in Washington, D.C.Owney, posing here in one of his favorite spots, rode the rails all over the country. The late postal pal is displayed there along with several of the dog tags and other tokens given to him by his human buddies over the years. That's not just because mail clerks liked the little mutt. He was also a good-luck charm. Busy mail trains had their share of accidents. But never once did a train derail with Owney aboard. So Owney remains an enduring postal mascot. So much so that, later this month, the Postal Service will launch an interactive e-book about him and an app for handheld devices in which a three-dimensional Owney lookalike jumps and barks. He doesn't sort the mail, though, so far as we know.080211.02History Project Documents Jewish Life in Small-town America Josie Huang | Portland, MaineWilliam Levine began his new life in the town of Waterville as a peddler , selling fabric and clothing from a cart. Within a decade, he'd opened a store.Specializing in clothing for men andboys, Levine's attracted a wide varietyof customers, from students at nearbyColby College, to farmers who traveledfrom miles away to buy a well-madesports jacket.Levine's great-grandaughter remembers the store, which her father ran for many years with his uncles, as a major social hub in town."My uncles were extremely sociable first of all, and they were genuinecharacters, so people literally came in to say hi to them," says SaraThis image of Levine's store on Main Street in Waterville, Maine, is believed to have been taken in the 1930s.Arnon, who now lives outside of New York. "It was a busy, fun place - especially if you were one of three daughters. It was really a great place to find dates."Lasting legacyArnon's father, Howard Miller, closed the family-run store in 1997 because it was losing business to shopping malls in the suburbs. But its legacy survives as part of the Maine Jewish History Project, which documents Jewish life in small-town America."The Levines were a recognizable name and they also kept all of their stuff. You can't do history without records," says David Freidenreich, a professor of religious studies at Colby College who launched the project two years ago.According to Freidenreich, most books about Jewish life in the United States focus on the greater New York-area experience since most U.S. Jews lived in urban areas."I wanted to find some way to teach students about what American Jewish history was like in Maine," he says. "Nobody knew the answers."Part of the recordArnon says her great-grandfather helped bring family members to America."When he came here he was very instrumental in bringing over his many siblings and other relatives from Russia, Poland."She remembers there being at least 50 Jewish families in town. Like other immigrant groups, Maine's scattered Jewish communities managed to connect.Wendy Miller, another Levine great-grandaughter who is Arnon's sister, says some of the most memorable items the family shared with Colby'sHistory Project were letters written by young Jews in the early 1900s."There were letters from young Jewish girls in the southern part of Maine who had heard of one of the Levine boys," says Miller, "and they would write these introduction letters, 'I don't mean to be forward, but I've heard this...' and they're fascinating."Miller and Arnon's younger sister, Julie Miller-Soros, recalls tight friendships between long-time Mainers and newer arrivals."I had Jewish friends because of Hebrew school and Sunday school, but I had my friends that were Protestant, my friends that were Lebanese, my friends who were Christian," Miller-Soros says. "And I didn't know the difference."Challenging timesIt was a different story along the coast of Maine, where high-end resorts banned blacks and Jews through the 1950s.Miller-Soros says, even by the early 1970s, she couldn't get hired as a waitress in the resort town of Bar Harbor. Her mother had warned her that would happen."I thought she was nuts at the time, but I went with my friends and the three of them did get jobs and I did not," Miller-Soros remembers. "They were blonde and blue-eyed."While sharing their family's history might help scholars and the public develop a fuller picture of Jewish life in rural America, Arnon believes the Levine story is really a universal American story about all immigrants."They came from somewhere, for some reason, and for many of us, it was because of persecution somewhere," she says. "So they came to America to find freedom. And I think that, today, we take that for granted."。

One Year After Haiti Earthquake, Reconstruction is Slow
Jeff Swicord | Port-au-Prince
One year after the earthquake in Haiti, reconstruction is still in its infancy. No one expected the poorest country in the Western
hemisphere to bounce back quickly from the quake that killed more than 200,000 people and left more than a million homeless.
But although hundreds of
non-governmental organizations have
been working on the ground to make life
tolerable for the Haitian people, there is widespread frustration with the pace of
progress.
A year after the earthquake destroyed much of Port-au-Prince, there are few visible signs of reconstruction.
Only five percent of the rubble has been removed from the city. An estimated 800,000 people are still living in tents. And according to the Chronicle of Philanthropy, only 38 percent of the $1.4 billion in
charitable contributions from U.S. donors has been spent. Many are asking why.
"When people ask me in one word, which is tough to answer , what is wrong with Haiti today, and why haven't we moved forward, the answer is leadership. We need leadership and we are really relying on the next
[Haitian] administration to provide that," said Julie Schindall, the spokesperson for Oxfam International.
Scene of debris in Haiti one
year after earthquake struck
It's a common theme.
The Haitian government has been unable to fully respond. Thirteen of the 15 government ministry buildings collapsed in the quake. Thirty percent of the government's workforce was killed.
In addition, November's election results have not been announced, amid allegations of fraud.
Non-governmental organizations agree that the funds and know how for reconstruction are in Haiti. But they say there is no viable government to partner with.
"The money will only be released when there are realistic plans because we want the money to go to the right place. We don't want the money to disappear into a black hole. Everybody has an interest in results out of this," said Leonard Doyle, with the International Organization for Migration, an NGO working in Haiti.
Aid organizations say the initial phase of disaster relief, providing basic shelter, food and water, went well given the enormous destruction.
The second phase, getting people into temporary housing and starting permanent construction, has been problematic.
Matthew Cochrane with the International Red Cross, who has been working to build transitional homes in Port au Prince, says finding space to build in the city is not easy. Land records have been destroyed and obtaining clear title is often complicated.
But he is optimistic the coming year will be more productive. "I think a lot of the legal hurdles are beginning to be overcome. I think in the next month you will see a significant increase in the rate of construction," he said.
There has also been criticism of the NGOs operating in the country.
Julie Schindall with Oxfam says donors would rather spend money on

sexy projects like building a school or a hospital, rather than removing the mass of debris from the city.
"We need to think what is our added value here. What do we have to bring. And it has to be something that doesn't exist inside of the country. And it has to be something where we end up training Haitians and giving Haitians the skills to carry out those projects themselves," she said.
The NGOs agree that reconstruction will take years. They say now is the time to redouble their commitment and work toward moving the country forward.
