Currently, there is no RTD information system proposed.
Initiating the Project
Aid from abroad can be offered in:
• To compile an agenda which will define the action-plan needed in order to start the establishment of this system • To include decision taking actors and to coordinate the first steps in establishing the system (the study of the current situation, the capacities and possibilities of infrastructure implementation). • To begin the said system establishment, in parallel with or right afterwards the necessary infrastructure creation. • To monitor systems establishment ongoing. • To adjust, test and maintain the system.

Public entities
• The main governmental body responsible for R&D activities in Albania is the Ministry of Education and Science. • Information Society Agency.
Main Obstacles for the Creation of a National System
• Research capabilities in Albania have been severely affected by a rapid political change, internal conflict and the transformation from a state-run to market economy. • Fragmentation of efforts in providing support infrastructure and limited skills in bringing about collaboration among independent stakeholders with complementary interests • There is no national education or research network in Albania. • The main decision makers on regard are not fully aware of ICT importance as a mean of modernization • Public awareness is quite low, maybe due to limited chances for internet and computer usage
