一、考试指导思想
初中学业水平考试主要衡量学生达到国家规定学习要求的程度，考试成绩是学生毕业和升学的基本依据。

初中英语学业水平考试是义务教育阶段英语学科的终结性考试，考试要有利于落实立德树人的根本任务，有利于全面贯彻党的教育方针，推进素质教育；有利于体现九年义务教育的性质，全面提高教育教学质量；有利于中学英语课程改革，培养学生的创新精神和实践能力，减轻学生过重的学业负担，促进学生生动、活泼、主动学习。

初中英语学业水平考试要依据《义务教育英语课程标准(2011年版)》（以下简称《课程标准》）五级目标确立考试内容，体现语言工具性和人文性的双重属性，注重考查学生对英语基础知识与基本技能的掌握，注重考查学生在具体情境中综合运用语言的能力。

不断提高命题质量，坚持以交际语言测试为主，分离测试、综合测试等多种测试并存，力求在语篇层次上，在真实情境中，以互动的形式考查学生的综合语言运用能力，充分考虑学生的实际生活与身心发展水平、地域和文化的差异，选用真实、地道、形式多样的语言素材；避免在脱离语境的情况下单独考查微观语言知识。

二、考试内容与要求
初中英语学业水平考试内容要全面真实反映《课程标准》所提出的目标，要全面、准确地考查初中毕业生在英语学习方面达到《课程标准》所规定的水平级别，着重考查学生听、说、读、写等四种英语技能的综合实践能力以及在真实语境中灵活运用语言知识的能力。

根据《课程标准》所规定的五级目标的要求，结合我省初中英语教学的实际，制定本考试内容如下：
（一）语言知识
要求考生能够掌握语音、语法等基础知识，学会使用1500~1600个单词和200~300条习惯用语或固定搭配。

（二）语言技能
1．听力技能
要求在听到有关日常生活的熟悉话题时，考生应能：
（1）理解主旨大意；
（2）推测说话人的身份和意图；
（3）获取信息和观点；
（4）笔录关键信息。

2．阅读技能
要求在阅读各种体裁和题材的语言材料时，考生应能：
（1）理解语篇中结构的逻辑关系；
（2）识别语篇中常见的指代与衔接关系；
（3）理解语篇中的具体信息；
（4）根据上下文线索推断词语意义；
（5）归纳主旨要义；
（6）推断作者的身份、意图和观点；
（7）预测故事情节的发展和可能的结局。

3．写作技能
要求在根据要求或提示进行写作表达时，考生应能：
（1）写出文字说明、表达观点；
（2）描述事件的过程、表达感受；
（3）写出书信、告示、通知、海报等应用文。

4．口语技能
要求在使用所学的语言知识进行口头表达时，考生应能：
（1）简单描述图片内容；
（2）情境对话；
（3）表达观点和意见。

三、考试形式与试卷结构
初中英语学业水平考试包括笔试（含听力）和口试，分卷测试。

笔试采用书面作答的形式闭卷进行，口试另卷以面试或人机对话的形式单独进行。

（一）考试题型
1.笔试试卷
（1）客观题型：判断、选择、匹配等答案唯一的题型，整卷权重值不高于0.55。

（2）主观题型：听写、摘录、简答、完成对话、翻译语篇、作文等答案不唯一的题型，整卷权重值不低于0.45。

其中控制性主观题(即答案内容确定、表达形式不唯一的试题)整卷权重值不高于0.35，开放性主观题(即答案内容不确定、表达形式也不唯一的试题)整卷权重值不低于0.20。

2.口试试卷
主要题型：朗读、问答、看图说话、话题表达等。

（二）试卷难度
考试整卷难度系数控制在0.75左右，难易题比例见下表：
（三）试卷模块
全卷知识覆盖面达80％以上。

倡导口语考试，且口试成绩纳入初中英语学业水平考试总成绩。

确实有困难的市州可暂缓实施，但要把对口语技能的考查有机地结合在听力、知识运用、写作等能力的考查之中。

试卷模块一：适应单独进行口试，但口试成绩暂未纳入初中英语学业水平考试总成绩的市、州。

四、题型示例
下面所示例题大部分选自近年的初中学业水平考试试卷，部分试题稍有改动，仅供参考。

I. 听力技能
本部分主要考查学生从录音材料中获取信息、理解信息和处理信息的能力。

要尽量选用真实、地道的语言素材，根据语言实际使用情况命题。

答题形式相同的听力理解题，不论选项是以图片还是文字形式呈现，应列于同一题型内考查。

作文题立意要从语言实际使用的角度出发，体现“用英语做
事情”的理念，要提供明确的写作方向，不提倡无提示的自由作文。
