【摘要】本文引入全局DEA和“环境技术”概念框架，结合方向距离函数和SBM模型来构造绿色生产率和能源利用效率指标，并运用面板数据计量分析方法
实证研究绿色生产技术、规模、管理对中国能源利用效率的影响。

结果表明：（1）2002～2011年间中国绿色生产率累积增长达9畅79个百分点，技术进步、规模效率、资源配置效率对生产率增长的贡献率分别为265畅57、－76畅43、－89畅14个百分点；（2）绿色生产技术、规模效率、管理水平以及煤炭占比、能源
价格每提高1个百分点，能源利用效率分别提高0畅4450、0畅8099、0畅9309、－0畅2515、0畅0390个百分点。

由此可知，合理调整生产规模，提高
规模效率，加快市场化改革，积极发挥市场在要素配置中的作用，提高资源要素配置效率是现阶段中国提高能源利用效率的重要出路。

%By introducing the concepts of global DEA and “environmental technology” , combining directional distance function and SBM model , this paper constructs the green productivity and energy efficiency indicators . On this basis , an econometric analysis of the impact of green production technology , scale and management on energy efficiency using provincial panel data . The results show that :(1) during 2002~2011 , accumulation of China green productivity growth was 16.56% . Technical progress , scale efficiency and
resource al-location efficiency contributed 265.57 , -89.63 , and -76.20 percent to productivity growth ; (2 ) production technology , scale , and management level , coal proportion , and energy price increase by one percent , energy utilization efficiency would increase by 0.4450 , 0.8099 , 0.9309 , -0.2515 and 0.0390 percent respectively . Combining with the previous results , we can obtain the conclusion that ad-justing production scale so as to improve scale efficiency , speeding up the marketization reform so as to improve the efficiency of resources allocation is thought to be an effective approach to improve energy efficiency .
