3．ONDCP(the Office of National Drug Control Policy)美国毒品控制政策办公室，美国根据1988年签署生效的反毒品滥用法设立的反毒品领导机构。其宗旨是开展行动消除非法毒品销售，帮助吸毒者戒毒，以及防止非吸毒者沾染毒品。

一、学习目标
