中小企业财务管理研究:以韩国为例
摘要:
目前,中小企业在韩国经济中占据着主体地位,是韩国经济发展的重要推动力量。
然而,中小企业由于其特殊的经营方
式,常常存在各种财务管理问题。
本文在分析中小企业经营特点的基础上,指出了韩国中小企业在财务管理上存在的融资渠道不畅、内部控制制度缺乏、会计基础工作薄弱和财务管理信息化建设落后等问题,并提出了通过法制建设为中小企业创造良好的政策和服务环境、进行财务制度创新、重视财务创新人才的培养和激励、网络化财务管理以及建立相关的惩罚监督制度等措施。

需要解决的问题:
1.融资渠道严重不畅,资金严重不足。
韩国中小企业初步建立了较为独立、渠道多元的融资体系,但融资难仍是影响中小企业发展的最重要因素,也是最难于突破的瓶颈。
银行为了减少放贷风险、降低放贷成本,不愿意贷款给经营规模小、信用等级低、资信相对较差、信息不透明、经营业绩不稳定的中小企业。
另一方面,中小企业融资时间急、
频率高、金额小的特点与银行繁杂的贷款手续不相适应,往往是贷款到位,商机已过。
2.内部控制制度缺失,财务控制薄弱。
由于中小企业中很大一部分是民营企业,这些企业往往由一人或少数人控制,决策和经营管理的主观随意性较大,对于财务管理的理论方法缺乏应有的认识和研究,致使其职责不分,越权行事,造成财务管理混乱,财务监控不严,会计信息失真等。
多数中小企业缺乏完善的内部财务控制约制度、稽核制度、定额管理制度、财务清查制度、成本核算制度、财务收支审批制度等基本的财务管理制度。
3.会计基础工作薄弱,财会人员素质偏低。
中小企业普遍存在着会计机构设置不健全,会计人员配备不合理的问题,有的企业干脆不设会计机构,全部会计工作委托会计事务所代理,外聘兼职会计定期来做账,忽视了会计工作在企业财务管理中的作用。
有的企业或只设会计机构,而不设财务管理机构,中小企业大多数财会人员都没有经过专门化、
系统化的知识教育,没有会计专业技术职称,无证上岗的现象较多。
中小企业的财务管理信息化建设需要加强,以应用科学而又有效的财务分析工具。
目前,大部分中小企业仍采用传统的核算体系,电脑只是办公室的装饰品,缺乏财务软件和微机网络。
这使得企业无法比较各项业务事前取得的信息,做出正确的决策和预测,从而无法消除潜在的隐患。
中小企业在采用科学有效的分析工具进行财务管理方面面临着内外部各种限制。
例如,现金流量贴现分析在中小企业中难以采用。
原因包括:一是中小企业缺乏管理资源,经营者未接受过良好的专业训练,无法使用科学的决策分析工具;二是由于中小企业的组织结构简单和管理行为分界不清,经营者忙于应付日常事务,没有足够的时间运用贴现分析技术;三是贴现技术的分析成本过高;四是中小企业更关注生存问题,重视近期而不是中长期现金流动。
为了解决这些问题,中小企业需要采取一系列措施。
首先,企业需要加强内部财务管理信息化建设,提高财务分析工具的应用水平。
其次,企业需要加强管理人员的专业培训,提高决
策分析能力。
此外,企业还需要优化组织结构,明确管理行为的分界,避免忙于日常事务而忽视中长期现金流动。

当前,许多中小企业的财务控制流程与业务流程脱节,导致企业无法实时监控业务活动,从而可能导致采购、生产、销售等各环节失控。
因此,中小企业需要树立价值链财务观点,将财务控制流程与业务流程紧密结合起来,让财务人员参与业务活动。
