A small town in southwest Britain is banning plastic bags in an attempt to help the environment and cut waste—a step that environmentalists believe is a first for Europe.
Shopkeepers in Modbury, population 1,500, agreed to stop handing out disposable plastic bags to customers on Saturday. They said paper sacks and cloth carrier bags would be offered instead.
Last month, San Francisco became the first U.S city to ban plastic grocery bags. Internationally, laws to discourage the use of plastic bags have been passed in parts of South Africa and Ireland, where governments either tax shoppers who use them or fine companies that hand them out. Bangladesh already bans them, and so do at least 30 remote Alaskan villages.
Modbury, about 225 miles southwest of London, has also declared a bag amnesty(宽限期), allowing local people to hand in plastic bags that have piled up at home. They will be sent for recycling.
The Modbury ban was the idea of Rebecca Hosking, who saw the effect of bags on marine life while working in the Pacific as a wildlife camerawoman. She said response(反应) in the town so far had been “really positive”.
“Modbury is quite an old-fashioned town and a lot of people have wicker baskets to go out shopping anyway,” Hosking told Sky News Television.
The Worldwatch Institute, an environment research agency, states that 100 billion plastic bags are thrown away each year in the United States alone. More than 500 are used yearly around the world.

An allowance(零花钱) is an important tool for teaching kids how to budget(预算), save and make their decisions. Children remember and learn from mistakes when their own dollars are lost or spent foolishly.
How large an allowance is appropriate? Experts say there is not a right amount. Actual amount differs from region to region, and from family to family.
To set an appropriate allowance for your child, work up a weekly budget. Allow for entertainment expenses such as movies and snacks. Next, include everyday expenses such as lunch money, bus fare, school supplies. “If you make the child responsible for these bills,” says Josephine Swanson, a consumer specialist, “he or she will learn to budget for necessary expenditures.”
Finally, add some extra money to make saving possible. If you can, keep your child’s allowance in line with that of his friends. A child whose purchasing power falls away below his peers’ can feel left out.
It can be tough but avoid excusing your children when they make a mistake with their allowance. When Brooke Stephens was ten and growing up in Jacksonville, her mother gave her $1.75 which was for bus fare and lunch. “If you lost your money,” Brooke’s mother told her, “you walk home.”
One week the girl spent all her allowance in a candy store; then she called home for a ride. “Mom made me walk home,” recalls Stephens, now a financial planner in Brooklyn. “At first I was angry. But I finally realized that she was trying to teach me an important lesson.”
Experts advise that an allowance should not be tied directly to daily chores. Kids should help around the houses not because they get paid for it but because they share responsibilities as members of a family. You might, however, pay a child for doing extra jobs at home, which can develop his or her initiative.

When your parents advise you to “get an education” in order to raise your in come, they tell you only half the truth. What they really mean is to get just enough education to provide manpower(人力资源) for your society, but not so much that you prove an embarrassment to your society.
Get a high school diploma, at least. Without that, you will be occupationally dead unless your name happens to be George Bernard Shaw or Thomas Alva Edison, and you can successfully dropout in grade school.
Get a college degree, if possible. With a BA, you are on the launching pad. But now you have to star t to put on the brakes. If you go for a master’s degree, make sure it is an MBA, and only from a first-rate university. Beyond this, the famous law of diminishing returns begins to take effect. Do you know, for instance, that heavy truck drivers earn more a year than full professors? Yes, the average 2017 salary for those truckers was $240,000, while the full professor managed to average just $230,930.
A Ph.D is the highest degree you can get but except in a few specialized fields such as physics or chemistry where the degree can quickly be turned to industrial or commercial purposes, you are, facing a dark future. There are more Ph.Ds unemployed or underemployed in this country than in any other part of the world by far.
If you become a doctor in geography or history or anthropology or political science or—worst of all—in philosophy, you run the risk of becoming overeducated for our national demands.
Thousands of doctors are selling shoes, driving cars, waiting on table, and
endlessly filling out applications month after month. They may also take a job in some backwater(闭塞)high school or college that pays much less than the doorkeeper earns.
Income and education are closely related. Far enough, that is, to make you useful to the gross national product, but not so far that nobody can turn much of a profit on you.
