基于医院连锁经营的国际经验借鉴与启示

【摘要】Through a literature review on the development of hospital chain operation in recent years, the most important conclusion we can draw is that medical reform should take the whole social welfare as the goal and take the advantage of market self-regulation mechanism and government supervision. At the present stage, the hospital chain operation with Chinese characteristics should develop both in community healthcare service centers and in medical hospital run by social capital. Learning from the principles and laws of chain operation, we recommend that property rights and resources should be integrated in the chain operation of community healthcare service centers, where the problem of “conne ct without lock” is especially to be resolved; the government should take a supportive attitude of “helping on a horseback and giving a ride” in the medical hospitals run by social capital (such as Xiamen Chang Gung Hospital, which is a catfish-like chain hospital), help them develop into the necessary scale of chain operation, and reinforce the supervision, to promote the scientific and standardized development of hospital chain operation, and ultimately improve the well-being of society as a whole.%回顾国外近年来关于医院连锁经营发展的研究文献，最重要的启示在于：以提高社会
医疗福利为目标，充分发挥医疗市场连锁经营自我调节机制的作用并辅以政府对医疗产业的监管与引导。

现阶段我国医院连锁经营发展的一个中国特色在于，医院连锁经营同时在社区卫生服务中心和社会资本办医两个层次展开。

借鉴连锁经营的原理与规律，我们建议在社区卫生服务中心连锁经营层面关注产权及资源整合，重点解决社区卫生服务中心“连而不锁”的问题；在社会资本办医层面，政府应当对诸如厦门长庚医院这类鲶鱼式的连锁医院采取“扶上马，送一程”的支持态度，使其达到连锁经营发展的必要规模，并加强监管，使医院连锁经营走向科学化、规范化的发展路径，并最终提高整个社会的医疗福祉。
