If you thought it was cold where you are at the moment then a visit to the Russian village of Oymyakon might just change your mind. With the average temperature for January standing at -50℃, it is no wonder the village is the coldest permanently inhabited settlement in the world. Known as the “Pole of Cold”, the coldest ever temperature recorded in Oymyakon was -71.2℃. This is the lowest recorded temperature for any permanently inhabited location on Earth and the lowest temperature recorded in the northern hemisphere.
Interestingly, Oymyakon actuall y means “non-freezing water” due to a nearby hot spring. Most homes in Oymyakon still burn coal and wood for heat and enjoy few modern conveniences.
Nothing grows there so people eat reindeer meat and horse meat. A single shop provides the town’s bare nece ssities and the locals work as reindeer breeders, hunters and ice fishermen.
Doctors say the reason why the locals don’t suffer from malnutrition(营养不良) is that their animals’ milk contains a lot of micronutrients.
Unsurprisingly, locals are hardened to the weather and unlike in other countries — where a flurry of snow brings things to a stop, Oymyakon’s only school only shuts if temperature falls below -52℃.
There are few modern conveniences in the village —with many buildings still having outdoor toilets and most people still burning coal and wood for heat. When coal deliveries are irregular the power station starts burning wood. If the power ceases, the town shuts down in about five hours, and the pipes freeze and crack.
Daily problems that come with livi ng in Oymyakon include pen’s ink freezing and batteries losing power. The locals are said to leave their cars running all day for fear of not being able to restart them.
Even if there is coverage for mobile phone reception, the phones themselves don’t work in such cold conditions.
Another problem is burying dead bodies, which can take up to three days.

When a consumer finds that something he or she bought is faulty or in some other way does not live up to what the producer says for it, the first step is to present the warranty(保修卡), or any other records that might help, at the store of buying. In most cases, this action will produce results. However, if it does not, there are various means the consumer may use to gain satisfaction.
A simple and common method used by many consumers is to complain directly to the store manager. In general, the “higher up” the consumer take s his or her complaint, the faster he or she can expect it to be settled. In such a case, it is usually settled in the consumer’s favor.
Consumers should complain in person whenever possible, but if they cannot get to the place of buying, it is acceptable to phone or write the complaint in a letter.
Complaining is usually most effective when it is done politely but firmly and especially when the consumer can show clearly what is wrong with what was bought in question. If this cannot be done, the consumer will succeed best by presenting specific information as to what is wrong, rather than by making general statements. For example, “The left speaker does not work at all and the sound coming out of the right one is unclear” is better than “This stereo does not work”.
The store manager may advise the consumer to write to the producer. If so, the consumer should do this, stating the complaint as politely and firmly as possible. But if a polite complaint does not achieve the expected result, the consumer can go a step further. Such chronic (慢性的) diseases as heart disease, stroke, cancer and lung disorders are the most leading causes of death in the world. Yet health experts say these conditions are often the most preventable.
The World Health Organization (WHO) points out chronic diseases lead to about 17 million early deaths each year. The United Nations (UN) agency expects more than 380 million people to
die of chronic diseases by 2015. About 80% of the deaths will happen in developing nations.
Chronic diseases now cause two-thirds of all deaths in the Asia-Pacific area. In ten years it could be almost three-fourths. People are getting sick in their most economically productive years. In fact, chronic diseases are killing more middle-aged people in poorer countries than in richer ones. The WHO estimates (估计) that chronic diseases will cost China alone more than 500,000 million dollars in the next ten years. That estimate represents the costs of medical treatment and lost productivity. Russia and India are also expected to face huge economic losses.
According to a WHO report, deaths from chronic diseases have increased largely as the result of economic gains in many countries. Until recently infectious and parasitic (寄生的) diseases have been the main killers in Asia and the Pacific but they are no longer the major cause of death in most countries.
As many as 80% of the deaths from chronic diseases could be prevented, health officials say. An important tool for governments is to limit the marketing of alcohol and tobacco to young people. Also, more programs are needed to urge healthy eating and more physical activity.
The UN aims to reduce chronic-disease deaths by 2% each year by international action through 2015, that’s to say, 36 million live s could be saved, including 25 million in Asia and the Pacific.
