语言文字基本常识
一、普通话的定义和标准
普通话是现代汉民族共同话，以北京语音为标准音，以北方话为基础方言，以典范的现代白话文著作为语法规范。

宪法第十九条规定了国家推广全国通用的普通话。

二、推广普通话的重要性
推广普通话是社会主义精神文明建设的重要内容。

随着社会主义市场经济的快速发展和语言文字信息处理技术的不断革新，推广普通话的紧迫性日益突出。

积极普及全国通用的普通话，有利于克服语言隔阂，促进社会交往，对社会主义经济、政治、文化建设具有重要意义。

推广普及普通话有利于增进各民族各地区的交流，维护国家统一，增进中华民族的凝聚力。

三、规范字的定义和分类
规范汉字是指经过整理简化并由国家以字表形式正式公布的正体字、简化字和未经整理简化的传承字。

正体字选用字以1955年12月文化部和___联合发布的《第一批异体字整理表》为准，与此相对的异体字不再使用。

简化字以1986年10月经
国务院批准重新发表的《简化字总表》为准，与此对照的繁体字即为不规范字，一般在面向社会公众的场合限制使用。

传承字是指历史上流传下来沿用至今，未经整理简化或不需要整理简化的字。

以1988年3月___和新闻出版署联合发布的《现代汉语通用字表》为准。

四、语言文字的法律法规
中华人民共和国国家通用语言文字法》于2000年10月31日通过，自2001年1月1日起施行。

河北省实施《中华人民共和国国家通用语言文字法》办法于2007年11月23日通过，自2008年1月1日起施行。
