前言
FOREWORD
多年来,广大一局人始终秉承“诚信创新,永争一流”的企业精神,践行“精细高效,唯实唯美”的企业作风,贯彻“让顾客满意,为股东增值;使员工富有,求合作共赢;向社会呈献建筑精品”的企业宗旨,励精图治、奋勇拼搏,积极参与国家基础设施建设,不断拓展全球建筑市场,致力于在建筑领域为人类创造更丰富的价值。
Over the years, CRFG staff have been upholding the spirit of “integrity and innovation leading to a world-class enterprise”, practicing the philosophy of “precis e and efficient and perfection foremost”, implementing the tenet of “making customers satisfied, adding value to stockholders, getting employees rich, seeking cooperation for win-win results and delivering quality projects to society”. Therefore, they have worked hard and spared no efforts to make progress, vigorously participated in the construction of national infrastructure projects, and continued to expand the global construction market, aiming to create more values for mankind in the field of construction.

In order to understand the development course, good traditions and corporate culture, relevant rules and regulations, basic norms and routine requirements of CRFG business, as well as the basic rights, obligations and responsibilities of CRFG employees, we suggest you reading the Guidelines carefully.
《中铁一局集团员工道德与行为规范手册》(2016版)(以下简称《员工手册》)是在中铁一局集团有限公司(以下简称“中铁一局”或“集团公司”)现有规章制度基础上编写的,如有不详尽、不一致、不准确之处,以有关制度文件为准。
本手册也将随着有关制度的完善而适时修订。
The Guidelines of Business Ethnics and Conduct for Employees of China Railway First Group (2016) (hereinafter referred to as the Guidelines) is developed on the basis of existing rules and regulations of China Railway First Group Co., Ltd. (hereinafter referred to as “CRFG” or the “Group”). For any inconsistency, inaccuracy or issues not fully explained, regulations concerned shall prevail. The Guidelines will also be revised from time to time according to the improvement of relevant rules and regulations.

为遵循相关部委及监管机构的法律法规、部门规章,进一步完善国有企业员工管理,
确保中铁一局集团员工明确基本的权利、义务和责任,遵守法律法规,社会道德规范,
遵守公司的各项管理制度,特制定《中铁一局集团员工道德与行为规范手册》(2016
版)(以下简称《员工手册》)。
The Guidelines of Business Ethnics and Conduct for Employees of China Railway First Group (2016)(hereinafter referred to as the “Guidelines”) is developed to abide by laws and regulations, and rules issued by relevant ministries and regulators, further improve the employee management of state-owned enterprise, and to ensure that CRFG International employees are clear about their basic rights, obligations and responsibilities and will comply with laws and regulations, social ethnics and norms and corporate management systems.

员工手册用途
Purpose of the Guidelines
本手册主要对员工的权利义务职责等方面进行规范,通过编制《员工手册》,增强员工对企业文化认同,加深员工对自身权利义务的理解,规范员工行为。
The Guidelines primarily specifies employees’ rights, obligations and responsibilities and is used to strength employees’ recognition of corporate culture, deepen their understanding of their rights and obligations and regulate their behaviors.
员工手册结构
Structure of the guidelines
本手册划分为四个模块,包括企业文化、员工基本行为规范、员工管理、社会责任。
The Guidelines consists of four modules, ., corporate culture, basic code of employees’ conduct, employee management and social responsibility.
员工手册生效及更新
Execution and update of the guidelines
本手册经总经理办公会批准后颁布,自颁布之日起生效。
本手册解释权归人力资源部。
公司可根据企业文化、员工管理及社会责任要求的变化定期更新员工手册(一般每年集中更新一次)。
The Guidelines is released after approval by the General Manager Office and comes into force from the date of release. CRFG reserves the rights of interpretation of the Guidelines. CRFG may regularly (usually once a year) update this Guidelines based on changes to requirements of corporate culture, employee management and social responsibilities.
除定期更新外,可根据需要临时修订《员工手册》,修订更新后的《员工手册》经总经理办公会审议后正式生效。
In addition to regular updates, the Guidelines may subject to temporary revision as the case may be. The revised Guidelines officially come into force after it is reviewed and approved by the General Manger Office.

Definition: "Striving for Excel lence” epitomizes the essence of our corporate culture, which is highly consistent with our business ethics. Striving for Excellence means to continue making new achievements and self-upgrading and stand out with perfect quality, which can best explain how we have made historic achievements in operation of projects by seeking highest quality and best performance in project execution during the hard journey of development over the past six decades.
“我们”:既是我们赖以生存的中铁一局,又涵盖了我们企业的每一名员工,乃至我们的协作队伍。

“Our Team” means China Railway First Group Co., Ltd. (CRFG), with which we live on, including all its employees and business associates. We are a team to share gains and pains.

“Lifetime” means the development journey of our personified company and the life course of all generations of its employees who have covered the journey. We regard our company as a family in which we share and contribute to its prosperity with the same vision and value and act to the best of our ability under its support to achieve our goal of life by dedicating ourselves to its development.
“品格”:既有与生俱来的历史传承,又有后天勤学修炼的文化底蕴,并与时俱进不断吸收先进文化成分臻于完善。

“Character” is both inherited historical heritage by nature and fostered by learning and self-discipline with unremitting efforts to improve one. Definition: Acting Honestly” means to be devoted and frank, and honor the contract and keep the promise in business operation. It is of special and realistic significance to persist in acting honestly, the glorious legacy of our company, in the context of developing socialist market economy.

“Making Innovation” means to replace the old by the new. Innovation is key to the success of business. Definition: As the saying goes, “Great undertakings begin with a ccuracy”. We pay more attention to accuracy in doing our business by deliberate planning and organization
without any compromise to even slight error in accuracy. We are most efficient in doing our business in a fast and orderly manner without any delay or shuffle. Definition: As market is an invisible hand that is playing an essential role in allocating resources and determining the destiny of enterprises, we must actively respond to the requirement of the market for resources allocation by studying market and responding to and following its change as promptly and efficiently as possible according to any market information detected, and operate business according to market demand in a creative way.
As the best practice to respond to market demand is to hold the rein of market and create
demand, we must create market demand by developing new projects and new type of operation based on technology development, and developing new business and new business sectors based on improvement of our management skills. Only by controlling instead of following market and seizing opportunities to act proactively as described above, can we survive and develop. Definition: Impartiality means justice, equality and openness. Trustworthiness means credit, faithfulness and honor. Diligence means conscientiousness, thriftiness and industriousness. Probity means integrity, honesty and righteousness.
One can only be clean-handed when he or she behaves righteously, and be prestigious when he or she is clean-handed. A business can only be prosperous when it is operated based on honesty. 全球化经营
Globalized Operation
1. 坚决反对贿赂及腐败行为,并坚定以诚信经营为本,秉承职业道德行为的最
高标准,绝不容忍贿赂及腐败这种有悖于集团价值的违法行为。
贿赂行为是指:给予,赠与,承诺,要求,有意接收,收取或接受任何获利,不限于财务方面),包括贿款,赠物,借贷,酬金或奖励等任何以影响职员履职为目的的不正当或不道德行为。
腐败行为是指:为谋求个人利益而错用或滥用公职或职权的行为。
We strongly oppose and combat any bribery and corruption that contravene our value in accordance with our highest standard of business ethics and the guideline for honest operation. Bribery means the injustice or unmoral act to influence someone’s performance of his or her duty by giving, granting, promise to give, request, intentionally accept, receive or accept any gains, including but
not limited to finance, such as cash, presents, lending, remuneration or awards. Corruption means to misuse or abuse one’s delegated or authorized power for personal gains.
2. 严禁疏通费,特殊情况除外。
疏通费通常情况下是非官方支付的小额费用,
为加快或方便公职人员履行例行的政府事务而支付的费用。
如果出现对员工的人身安全构成直接、确实的威胁,且不可能获取事先批准付款的情况下,付款可以不用事先批准,但事后必须及时以书面形式向法务部报告。
Facilitation payment is strictly prohibited except otherwise necessary under special circumstance. Facilitation payment is normally small money paid unofficially for acceleration or facilitation of civil servants' performance of routine administrative duties. Receipt of such payment is allowed without prior consent if the life of any employees is directly and substantially threatened and it is not possible to obtain any prior consent provided the legal affair department is informed of it in writing afterwards.
3. 境外机构在所在国坚持打击洗钱行为。
洗钱是个人或企业将犯罪资金通过金
融系统进行转移,掩盖其不法来源或试图以其他方式使资金表面合法的过程。
员工需要注意违规的付款方式,发生下列情况时,及时向财务部报告:
The offices based abroad firmly oppose money laundering within the jurisdiction where they operate. Money laundering is the process in which any individual or organization transfer its illegal income through banking system to conceal its crime or try to otherwise make its illegal income appear lawful. Any employee of our company should stand guard against any illegal payment and inform the financial department of any of the following cases without delay:
(1)付款没有按照发票上指定的货币进行
Payment in other currency other than that specified by the invoice
(2)付款或收款通过与交易无关的国家进行
Collection or payment of money through other countries than that related to the transaction.
(3)企图用现金或现金等价物付款
The attempt to pay in cash or cash equivalent
(4)付款通过与合同无关的第三方或者非正常业务关系账务进行
Payment through a third party unrelated to the contract or a financial agent not
normally involved in the partnership.
(5)请求或试图通过多种付款方式为每张发票或每一组发票付款
The request or attempt to pay against an invoice or a set of invoices by various
payment terms
(6)请求超额付款
The request for overpayment
4. 绝不容忍使用童工、强迫劳动或贩卖人口的行为或商业化性行为。
Any act or commercial practice of child labor employment, compelled employment or
human trafficking is strictly prohibited.

Keep quiet in the company premises and refrain from doing anything disturbing others.
3. 保持办公场所良好环境,桌面物品摆放整齐,不乱丢杂物,不随地吐痰。
Maintain order of the company premises with everything tidy on the desk and refrain from littering and spitting around.
4. 接电话时要用礼貌用语,做好记录并立即办理或向上一级领导汇报。
Be courteous when answering phone calls and take notes of any messages to be dealt with or reported to higher executive immediately.
5. 工作中使用普通话,不讲粗话、脏话。
Use mandarin to communicate with each other at the company premises without any vulgar or filthy words.
6. 工作交谈中注意倾听,不随意插话或打断对方讲话。
Listen carefully when talking with someone on duty and don’t interrupt others.
7. 下班或长时间离开办公室时,关好门窗,关闭电器,整理好文件和办公用品。
Close windows and doors; turn off electric appliances and put documents and office supplies in order before clock-off or leaving the office for a long time.
8. 制订工作计划表,妥善安排各项工作,自我提示、自我约束;保证质量、注
重时效。
Make work schedule to properly arrange each job with self-discipline and prompt and be efficient to maintain quality.
9. 领导交办的事情要迅速处理,并及时汇报处理结果,遇到特殊情况应及时向
领导请示报告。
Deal with and report the result of the job timely after it is assigned by the executive and immediately report any unexpected issues about the job to the executive. 10. 汇报工作应突出重点、简明扼要;请示工作应同时提出工作建议;领导安排
部署工作时,员工要带好笔本、做好记录。
Be precise and focused when reporting any job to executives and make suggestions while applying for job assignment. Any employee should take notes while the executive is arranging and assigning jobs.
11. 参加会议前应提前熟悉相关资料并拟定发言提纲。
Be informed of relevant documents and prepare outlines for speech before attending any meeting.
12. 外出参加会议或社会活动后,应收齐相关资料,并将会议精神或活动内容及
时向上一级领导汇报。
Collect relevant information after attending any meeting or social events and timely report the intent of the meeting or event to your reporting manager.
13. 各类会议要坚持节俭朴素,会场不得制作背景板、不摆放花草水果、不发放

14. 不得组织参会人员旅游和与会议无关的参观。
Don’t entertain the meeting attendees with any tourism pr ograms or visit unrelated to the meeting.

16. 接待外宾及来访者,应注重接待礼仪,保持公司形象。

工作纪律
Work Disciplines
1. 按时上下班,不迟到早退。
因故无法正常到岗时,需提前向上一级领导请假
并征得许可。
未请假或请假未准擅离职守的按旷工处理。
Clock in or off on time without any delay or early leave. Apply for leave from your reporting manager in advance when you are not able to perform your duty. Any leave without application or approved application will be deemed as absence from work.
2. 工作时间内不做与工作无关的事情;除沟通工作外,不得随意串岗。
Don’t do anything unrelated to your job or leave for other job sites without consent unless it is necessary for communication about the work.
3. 维护工作秩序,严守工作程序,不越级、越权办事。
Maintain the order at the work site and strictly follow the operating procedures without any bypass of immediate leadership or authorization.
4. 服从指挥,令行禁止;如有异议,应按程序逐级反映,但在命令或制度修改
前必须无条件执行。
