12盘区变电所双回路供电线路实施方案与安全技术措施

12盘区变电所双回路供电线路
实施方案与安全技术措施
寨崖底煤业11盘区供配电按增层开采设计要求，引自寨崖底新建35/10KV变电所双母线段，两回路LGJ-185架空线全长度为6km，在寨崖底11盘区场区建立一座10KV开闭所作为该盘区井上下供电，为了满足井下两个综掘队、一个炮掘队、一个综采队、一个备用综采的供电负荷，由设计院多次校核设计，在井下12盘区建立一所变电站，该线路引自地面10KV开闭所MYJV32-10KV 3×185mm2两回路1800m，作为11盘区主供电下井线路，经计算该线路完全满足盘区供电需求，为了保障主供电线路铺设的顺利进行，特制定如下方案及措施：
一、成立领导组
1、总指挥：高永昌

高国平、姚贵全、张爱田
4、现场监督：李蝉有、姚亮全、姚学宝、李奔奔
二、作业开始时间：2021年7月20日
三、领导职责
1、由高永昌为总指挥，对10KV 1600m两回路供电线路的铺设进行合理安排，及负责全过程的技术安全工作；
2、副总指挥高元平根据制定的方案合理组织人员配合总指
挥高永昌做好本次电缆铺设的全程工作，做到现场带班作业；
3、副总指挥王卫忠负责主供电线路铺设全过程的安全监管工作，参与措施的编制与审批，组织盘区安监部门对现场的每个安全环节跟踪监管，并现场进行跟班指挥；
4、调度主任宋东平协副总指挥高元平、王卫忠组织协调人员坚守斜井调度工作，安排24小时监护电缆，并现场带班作业；
5、机电科长王旭东对10KV供电线路进行详细监测，做好每个回路线记录与标志，并进行跟班；
6、安监站长李蝉有负责场区、斜井人员敷设电缆的培训工作，并现场跟班。

四、人员组织与分工
1、掘进队长姚贵全、高国平、张爱田根据馈电图纸线路做好电缆铺设、吊挂，分两个班次进行铺设，每根分段600米，总共人员120人，每人5米；
2、井下机电队长高奴平负责所有电缆接头的安装、吊挂，并对机电工进行分工；
3、地面机电队长李廷则负责场区电缆挂钩的固定，电缆接头的连接，并对电修工进行培训与分工。

五、作业方法：
1、地面机电队提前把所有的高压电缆3600米（600m/盘）用吊车、机动平板车运至副斜井口，准备装车下井。

2、所有作业人员，全部进入斜井场区进行排队，统一由组
长指挥。

3、铺设电缆方法：先在斜井上把整盘电缆支撑在电缆架上，人工排队在矿用两节串车的平板车上开始盘绕装车。

4、电缆装好后，先从斜井口运往12盘区变电所600米处，固定车架后，开始人工牵拉。

5、作业人员将高压电缆一回路的一根头子拖至12盘区变电所室内，然后再开始牵拉二回路的平行电缆，依次类推，从下而上。

6、井下的铺设电缆需要人工盘车，打运后进行牵拉，井外电缆需要人工直接牵拉。

7、在斜井口铺设场区高压电缆时，输出电缆头通过栈桥进入场区电缆沟，最后接进10KV开闭所。

8、斜井电缆铺设时，场区电缆架固定在离井口30米处，电缆架电缆由8人进行盘绕，剩余工人全部入井进行牵拉电缆，每人5米。

9、斜井电缆铺设完工后，往变电所铺拉电缆架一端对准接头，另一端全部盘绕在场区。

10、所有电缆拖移到位后，考虑接头处的电缆2米的余量，把新铺的电缆吊挂在吊架的合理位置，最后移动旧电缆，按顺序吊挂。

六、作业前准备
1、施工人员应戴好安全帽、手套。

2、施工前应对电缆进行详细检查，并核对米数，规格、型号、截面、电压等级等是否符合要求，外观无扭曲、坏损等现象。

3、地面电工应摇测电缆绝缘值，电缆摇测完毕后，必须将芯线分别对地放电。

4、作业人员员应熟悉电缆铺设的路线。

5、检查好电缆固定架及其它设施。

6、准备好铺设与吊挂电缆的一切工具和材料。

七、安装标准：
1、从10KV变电所分别接出来185mm2两趟电缆。

2、电缆从10KV变电所出来到斜井口采用埋地沟方式敷设，然后到井下12盘区4#变电所采用吊钩悬挂电缆。

3、电缆从斜井入口处采用长6米吊架，每钩0.5米，吊挂在巷道在左侧3米处，从下到上依次为185mm2、185mm2。

4、每0.5米一个吊架。

5、电缆从斜井底到了11盘区4#变电所时，电缆钩采用TJL08抗静电组合挂钩，电缆钩离底板高度1.5米，为了增大强度每30米处增加一个金属电缆钩。

6、从栈桥到10KV开闭锁电缆铺设时采用TJL08抗静电组合挂钩，走地沟，降低维护成本，结实可靠。

八、安全技术措施
1、所有进入作业地点的指挥人员和作业人员，必须按本技术措施的规定作业。

2、作业前，应汇报调度室，协调好队组员工，严格执行“行车不行人,行人不行车”规定。

3、电缆上架后，听从总指挥的安排进行放置电缆。

4、作业过程中要严禁行车，绞车刹好定闸装置，井口设好两道阻车器。

5、拖电缆时，要注意前方的道路情况，要相互照应，步伐一致、拖移速度均匀，每5米一人。

6、挂接电缆前，要对起吊处的挂钩支护情况进行检查，确定无危险后，方可起吊。

7、挂接电缆前，拿好支撑工具，两人一组，1米一段，安排专人监护，防止误操作伤人。

8、挂电缆时，人员协调一致，严禁碰撞旧高压电缆，防止电缆跌落伤人。

9、电缆架在下放电缆时，确保电缆支撑架的稳定、牢固，防止下滑，井口关好阻车器、挡车栏。

10、电缆盘滚动时，应顺着电缆的旋转方向，以免电缆受折损伤。

11、电缆敷设时，电缆吊架每隔两米固定，在转弯处应保证足够的弯曲半径，以防损伤电缆内部结构。

电缆的最小弯曲半径应为电缆外径的15倍。

12、电缆敷设时，应排列整齐，不宜交叉，并应加以固定。

13、电缆敷设时，电缆吊挂每隔2米予以固定。

14、电缆敷设在电缆钩内，遇到转弯处时，应挖成圆弧状，或支撑在皮带垫层上，以便保证电缆敷设时有足够的弯曲半径。

15、斜井拉线时一定要根据现场环境，选择合理的拉线方法，全面检查，发现问题及时处理，保证拉线人员安全。

在斜井上拖电缆时，绞车不能运行，所有人要拉开距离，用力均匀，临时休息时要前后统一将电缆放在地上，所有人要握住电缆，防止电缆在斜坡上下滑。

16、在通过巷道转弯的时候，要有专人指挥，所有人要放慢速度，严禁电缆打折造成电缆损伤，并且人要站在电缆外侧，防止被电缆挤伤。

17、所有人员要佩带安全帽和手套，着装整齐利索，听从指挥，步调一致，前呼后应，前后照应。

九、避灾路线
1、发生跑车事故避灾路线：
12盘区4#变电所硐室→11盘区4#永久避难硐室→斜井车场硐室→斜井躲避硐室
2、发生火灾、瓦斯事故避灾路线：
