是否有完美的医疗保健体系英语作文全文共10篇示例,供读者参考篇1Is There Such Thing as a Perfect Healthcare System?Hey guys! Today let's talk about healthcare systems. Have you ever wondered if there's a perfect healthcare system out there? Well, let's dig into this topic and see what we can find out!First of all, what makes a healthcare system perfect? Some people may think it means everyone can get the medical help they need without worrying about cost. Others may believe it's when the hospitals and clinics have the best doctors and equipment. And there are also those who think a perfect healthcare system is one that focuses on preventing illnesses in the first place. In reality, every healthcare system has its pros and cons. For example, in some countries, healthcare is free for everyone, but you might have to wait a long time to see a specialist. In other places, you can get quick access to medical care, but you have to pay a lot of money for it.So, is there really such thing as a perfect healthcare system? Probably not. But that doesn't mean we can't strive to make our healthcare systems better. We can work on improving access to care, reducing costs, and promoting healthy lifestyles. In the end, it's important to remember that healthcare is a complex issue that involves many factors. So let's keep learning and exploring ways to make our healthcare systems the best they can be. Who knows, maybe one day we'll come pretty close to perfect!篇2Hey guys, have you ever wondered if there is a perfect healthcare system out there? Well, let me tell you all about it!First of all, a perfect healthcare system would be one where everyone has access to affordable and high-quality medical care. This means that no matter how much money you have, you can still see a doctor when you need to. Wouldn't that be awesome? In a perfect healthcare system, there would also be no discrimination. Everyone, regardless of their race, gender, or background, would be treated with respect and given the same level of care. That way, everyone can stay healthy and happy!Another important aspect of a perfect healthcare system would be prevention. Instead of just treating illnesses after they happen, the system would focus on keeping people healthy in the first place. This could include things like regular check-ups, vaccinations, and education about healthy living. And let's not forget about mental health! In a perfect healthcare system, mental health would be given just as much importance as physical health. There would be resources available for those struggling with mental health issues, and no one would ever feel ashamed to seek help.Overall, a perfect healthcare system would prioritize the well-being of its citizens above all else. It would be efficient, inclusive, and compassionate. So, while we may not have a perfect healthcare system yet, we can always work towards creating one that comes close. Let's all do our part to make sure everyone has access to the care they need. Stay healthy, everyone!篇3Is there a perfect healthcare system?Hey guys, have you ever thought about whether there is a perfect healthcare system? Well, let's talk about it!First of all, what is a healthcare system? It's like how we go to the doctor when we're sick or need help staying healthy. But not all healthcare systems are the same. Some countries have really good healthcare systems where everyone can see a doctor and get the medicine they need. But in some places, it's not so easy to get healthcare. So, is there a perfect healthcare system? Hmm, that's a tough question. I think a perfect healthcare system would be one where everyone can see a doctor when they need to, without having to worry about how much it costs. It would also make sure that people stay healthy by teaching them how to take care of themselves. But hey, no healthcare system is perfect. There are always things that can be improved. Maybe we can make healthcare more affordable for everyone, or make sure that doctors and nurses are always there to help.In the end, I think the most important thing is that everyone has access to good healthcare. So let's all work together to make sure that everyone can stay healthy and happy. What do you think? Let's chat about it!篇4Title: Is There Such Thing as a Perfect Healthcare System?Hey guys, have you ever wondered if there is such thing as a perfect healthcare system? Today I want to talk about this topic and share my thoughts with you.First of all, let's think about what a perfect healthcare system would look like. In my opinion, it should be accessible to everyone, regardless of their financial situation. It should provide high-quality care to all patients, no matter where they live or what their background is. And it should be efficient andcost-effective, so that healthcare services are affordable for everyone. But the truth is, no healthcare system is perfect. Every country has its own healthcare system, with its own strengths and weaknesses. Some countries have universal healthcare, where everyone is covered and can access medical services without worrying about the cost. Other countries have a more privatized system, where people need to pay for their own healthcare or rely on insurance. In my country, we have a mix of public and private healthcare. While it means that everyone can access basic medical care, there are still issues with long waiting times, high costs for certain treatments, and inequalities in healthcare access.Sometimes people have to choose between getting the care they need and going into debt, which is not fair at all.I believe that there is no one-size-fits-all solution to healthcare, but we can work towards improving the system we have. By investing in preventive care, promoting healthy lifestyles, and making healthcare more affordable, we can make sure that everyone has access to the care they need.In conclusion, there may not be a perfect healthcare system, but we can strive to make it better for everyone. Let's work together to ensure that healthcare is accessible, affordable, and high-quality for all. Thank you for listening to my thoughts, and I hope you will join me in advocating for a better healthcare system.篇5Is there such a thing as a perfect healthcare system? Well, let's think about it together.First of all, what does a perfect healthcare system look like? In my opinion, it should be a system where everyone can access medical care whenever they need it, without having to worry about how much it will cost. It should also provide high-quality care that is tailored to each person's individual needs. And ofcourse, it should be easy to navigate and understand, so that people can make informed decisions about their health. But is there really a system like that in the world? Some countries have universal healthcare systems, where everyone is covered by a government-funded insurance plan. This means that people can see a doctor or go to the hospital without having to pay out of pocket. Sounds pretty amazing, right? But even these systems have their flaws. Some people still have to wait a long time to see a specialist, or they may not have access to the latest treatments and medications. On the other hand, there are countries where healthcare is mostly provided by private insurance companies. This means that people have to pay for their own insurance, and they may have to pay a deductible or copayment when they see a doctor. This can be expensive, especially for people with chronic illnesses or low incomes. And what if someone loses their job and their insurance along with it? They could be left without any coverage at all.So, is there a perfect healthcare system out there? Maybe not. But that doesn't mean we can't strive to make our healthcare system better. We can work to make sure that everyone has access to affordable care, that patients are treated with respectand dignity, and that our healthcare providers have the resources and support they need to do their jobs well.In the end, maybe a perfect healthcare system is like a unicorn – something we can dream about, but never quite catch. But that doesn't mean we shouldn't keep trying. After all, everyone deserves to have access to the care they need to live a healthy and happy life.篇6Hey guys, do you think there is a perfect healthcare system? Let's talk about it!Well, I don't think there is a perfect healthcare system because there are always things that can be improved. But we can try to make it better, right?First of all, I think a good healthcare system should be affordable for everyone. It's not fair if some people can't get the medical help they need just because they don't have enough money. So, maybe the government can help to make healthcare more affordable for everyone.Secondly, I think it's important for everyone to have access to good doctors and hospitals. It's not cool if some people haveto travel far away just to see a doctor. So, maybe we can have more clinics and hospitals in different places so that everyone can get the care they need. Also, I think it's important for people to be able to get preventive care. That means going to the doctor before you get sick, so you can stay healthy. Maybe we can have more programs to help people stay healthy, like free check-ups or immunizations. In conclusion, I don't think there is a perfect healthcare system, but I think we can make it better by making it affordable, accessible, and focused on prevention. What do you guys think? Let's keep talking about how we can improve healthcare for everyone!篇7Is there a perfect healthcare system?Hey guys, today I want to talk about whether there is a perfect healthcare system. They think that medicine should be free for everyone and that nobody should have to go into debt just to stay healthy. But other people think that there is no such thing as a perfect healthcare system. They say that healthcare is super complicated and there are so many different things to think about, like how to pay for it and who should get treated first. Others might say it's a system that focuses on preventing people from getting sick in the first place, rather than just treating them when they're already ill.In my opinion, a perfect healthcare system would be one that combines all of these things. It would also focus on keeping people healthy, through things like regular check-ups, vaccinations, and education about healthy lifestyles. But here's the thing - no healthcare system is perfect. Every country has its own unique challenges when it comes to providing healthcare to its citizens. Some people say that countries like Canada and Sweden have really good healthcare systems because everyone can get medical care without worrying about how much it costs. That sounds pretty awesome, right? But then again, no system is perfect. Some countries have long wait times to see the doctor or get surgery, while others struggle to afford all the medical treatments they need. So maybe there isn't such a thing as a perfect healthcare system after all.So what can we do to make healthcare better? Well, we can start by taking care of ourselves and staying healthy. That means eating fruits and veggies, exercising, and getting enough sleep. It's also important to listen to our doctors and take our medicine when we're sick.We can also help others by supporting healthcare policies that make sure everyone can get the medical care they need. 健康保险Health Insurance

健康保险Health Insurance

Do the uninsured receive necessary health care?
Often No… Compared to the Insured Population, the Uninsured...
Have higher rates of preventable and/or untreated illness Are less likely to receive care that they feel they need Have more preventable hospitalizations Have shorter hospital stays for the same conditions Are hospitalized sicker and have poorer health outcomes
Risk aversion - the degree to which a certain income is preferred to a risky alternative with
the same expected income.
Private Market Insurance: A Simple Example
Two Comments
Second comment: Most of us are not aware of the financial burden we bear for health care provided to ourselves and others.
• Self pay for a visit to a hospital ER, say for a broken leg.
(loading fee) just to get their premium money back (collectively) as a benefit payment?

关于中国企业社会责任的英文作文

关于中国企业社会责任的英文作文

关于中国企业社会责任的英文作文全文共6篇示例,供读者参考篇1Title: Companies Doing Good for EveryoneDo you know what a company is? It's a business that makes things or provides services to people. Companies are important because they create jobs and help our economy grow. But did you know that companies also have a responsibility to do good things for society? This is called corporate social responsibility, or CSR for short. In China, many companies are taking CSR seriously. They want to make sure that while they're making money, they're also helping people and protecting the environment. Let me tell you about some of the ways Chinese companies are being socially responsible.Protecting the EnvironmentOne big part of CSR is taking care of our planet. Companies can do this by reducing pollution, saving energy, and preserving natural resources. For example, a company called Haier makesrefrigerators and air conditioners. They've created specialeco-friendly models that use less electricity and don't release harmful gases into the air.Another company, called China Mobile, is the biggest cell phone provider in China. They've been working hard to reduce their carbon footprint, which means they're trying to put out less of the gases that cause climate change. They've built special buildings that use solar power and wind power instead of just regular electricity.Helping CommunitiesCompanies can also do good by helping the communities where they operate. This might mean building schools, hospitals, or parks. It could also mean donating money or supplies to people in need. One company that does a lot of community work is Alibaba. They have a special program called the Alibaba Foundation that focuses on helping people in rural areas. They've built schools, provided clean drinking water, and even helped farmers learn better ways to grow crops.Another example is Tencent, the company that makes the popular messaging app WeChat. They have a program called"Internet Plus" that helps bring internet access and digital skills to people in remote areas. This can really help those communities get connected and learn valuable skills.Taking Care of EmployeesPart of being a socially responsible company is also taking good care of your employees. This means providing fair pay, good benefits, and a safe working environment.Huawei is a company that makes telecommunications equipment, and they're known for treating their employees well. They offer great training programs, opportunities for growth, and even fun activities and clubs for their workers to join.Fosun is another company that cares about its people. They have programs to help employees stay healthy, both physically and mentally. They even have special childcare services to support working parents. Why CSR MattersYou might be wondering why companies should bother with all this CSR stuff. Well, there are a few important reasons.First, it's the right thing to do. Companies have a lot of power and resources, so they should use that power to make theworld a better place. It's not fair for them to just take and take without giving anything back.Second, being socially responsible is good for a company's reputation. People like to support businesses that care about more than just making money. If a company shows that it cares about people and the planet, customers are more likely to feel good about buying its products. Finally, CSR can actually help a company make more money in the long run. If a company treats its employees well, those employees will work harder and be more productive. If a company protects the environment, it can save money on things like energy costs. And if a company helps communities, those communities will be more likely to support that company's business. So you see, corporate social responsibility is a win-win for everyone. Companies get to do good while also helping themselves. And the rest of us get to live in a better, healthier, and happier world. The Future of CSR in ChinaChina's companies are already doing a lot when it comes to CSR, but there's always more that can be done. In the future, Ihope we'll see even more companies getting involved in protecting the environment, supporting communities, and taking care of their workers.I also hope that CSR will become even more important to Chinese companies and consumers. We should all try to support businesses that are doing good things for society. Every little bit helps! If we all work together – companies, governments, and individuals – we can create a brighter future for China and the whole world. Corporate social responsibility is a big part of making that happen. So let's keep encouraging companies to be socially responsible citizens, just like we want all people to be.The End篇2Corporate Social Responsibility in ChinaHi there! My name is Lily, and I'm a 10-year-old student in China. Today, I want to talk to you about something called "corporate social responsibility," or CSR for short. It's a big and important topic, but I'll try my best to explain it in a way that's easy to understand. You see, companies in China (and all over the world) need to do more than just make money. They also need to take care of the environment, treat their workers fairly, and help make the world a better place. That's what corporate social responsibility is all about.Let me give you some examples of how companies in China can be socially responsible:Taking care of the environmentAs you probably know, pollution is a big problem in China. Some companies have caused a lot of pollution by dumping waste into rivers or releasing harmful gases into the air. That's not good for the environment or for people's health. Instead, companies should try to reduce their pollution and use clean energy sources like solar or wind power.Treating workers fairlyCompanies need to pay their workers a fair wage and provide them with safe working conditions. They shouldn't make people work too many hours or employ children who should be in school. Workers should also be free to join unions and speak up if they're being treated unfairly.Helping the communityCompanies can do a lot to help the communities where they operate. They can donate money or supplies to schools, hospitals, and charities. They can also encourage their employees to volunteer and help out in their local communities.Making safe and reliable productsCompanies have a responsibility to make sure their products are safe and work properly. They shouldn't sell toys with lead paint or food that isn't fresh. If a product has a problem, they should recall it and fix the issue right away.Being honest and transparentCompanies should be honest about how they operate and what they're doing. They shouldn't lie to customers or hide information about their products or business practices. It's important for companies to be transparent and open, so people can trust them. Those are just a few examples of corporate social responsibility. As you can see, it's all about companies doing the right thing and being good citizens. It's not just about making money, but also about helping people and protecting the planet.I know that some companies in China are already doing a good job with CSR. For example, there are companies that areusing renewable energy, paying their workers well, and supporting local schools and charities. But there's still a lot of room for improvement. That's why it's important for all of us – kids, parents, teachers, and everyone else – to learn about corporate social responsibility and encourage companies to do better. We can write letters, start petitions, or even protest if companies are doing something harmful or unethical. At the end of the day, companies have a lot of power and influence. If they use that power responsibly and focus on more than just profits, they can make a real difference in the world. I believe that companies in China (and everywhere else) should take corporate social responsibility seriously and always strive to do the right thing.Well, that's my take on corporate social responsibility! I know it's a big and complicated topic, but I hope I was able to explain it in a way that makes sense. Let me know if you have any other questions – I'm always happy to learn more!篇3Corporate Social Responsibility in ChinaHi there! Today, I want to talk to you about something really important called "corporate social responsibility," or CSR for short. It's all about how companies can be good citizens and help make the world a better place. You see, companies aren't just about making money and selling products. They also have a responsibility to take care of the people who work for them, the communities they operate in, and the environment we all share. That's what CSR is all about. In China, lots of companies are starting to understand how important CSR is. They're doing things to make sure their workers are treated fairly, they're helping out in their local communities, and they're trying to reduce their impact on the environment. For example, let's talk about how companies can take care of their workers. In the past, some companies in China didn't always treat their workers very well. They made them work really long hours, didn't pay them enough, and didn't provide safe working conditions. But now, more and more companies are realizing that happy, healthy workers are better for business. These companies are making sure their workers have good pay, reasonable working hours, and safe factories to work in. They're also providing things like health insurance, childcare, andtraining programs to help their workers learn new skills. When workers are treated well, they're more productive and loyal to the company.Another big part of CSR is helping out in the local community. Companies in China are doing things like building schools, hospitals, and parks in the areas where they operate. They're also supporting local charities and organizations that help people in need. For instance, some companies are working to improve education in rural areas. They're building new schools, providing books and supplies, and even offering scholarships for students to go to college. Other companies are helping to provide clean water and better healthcare in poorer regions. By supporting their local communities, these companies are making a real difference in people's lives. But CSR isn't just about people – it's also about taking care of the environment. Companies in China are trying to reduce their impact on the planet by using less energy, water, and other natural resources. They're also finding ways to create less waste and pollution. Some companies are switching to renewable energy sources like solar and wind power. Others are using more sustainablematerials in their products and packaging. And many companies are working to make their factories and offices moreenergy-efficient, so they use less electricity and produce fewer greenhouse gases.By being more environmentally friendly, these companies are helping to protect our planet for future generations. They're also saving money on energy and materials, which is good for their business too.Customers these days want to buy from companies that share their values and do good in the world. Employees want to work for companies that treat them fairly and give back to society. And governments and investors are more likely to support companies that are socially and environmentally responsible. So you see, corporate social responsibility is really important for companies in China and all around the world. By taking care of their workers, communities, and the environment, these companies are making the world a better place for all of us.As you grow up, I hope you'll remember the importance of CSR. Maybe one day, you'll even work for a company that's committed to being a good corporate citizen. Or maybe you'llstart your own business and make CSR a key part of your company's mission.Either way, it's up to all of us – companies, governments, and individuals – to work together and make the world a little bit better every day. Thanks for listening, and keep being awesome!篇4Corporate Social Responsibility in ChinaHi there! Today I want to talk to you about something called "corporate social responsibility" and how companies in China are working on being more responsible. It's a big topic, but I'll do my best to explain it in a way that makes sense.Basically, corporate social responsibility (or CSR for short) means that companies shouldn't just care about making money. They should also care about being good members of society and not harming people or the environment. It's kind of like how at school, you're not just supposed to get good grades - you're also supposed to be a good friend, listen to the teacher, clean up after yourself, and follow the rules. Companies have to do the same thing, but on a much bigger scale. In China, CSR is becoming more and more important as the country develops and gets richer. Chinese companies realize that if they want to keep growing, they need to operate in a sustainable and ethical way. Let me give you some examples of what that means:Environmental ProtectionOne big part of CSR is taking care of the environment and natural resources. We all learn in school how important it is to reduce, reuse and recycle. Well, companies need to do that too - but with their factories, products and whole operations. Some good Chinese companies are developing technologies to reduce pollution and greenhouse gas emissions. For example, companies like BYD are making more electric vehicles to cut down on gas-powered cars that pollute the air. Other companies are finding ways to use less water, electricity and raw materials when they manufacture products.Employee Well-BeingUnder CSR, companies also need to treat their workers well and make sure they have safe conditions and fair pay. No more crazy overtime or child labor! Responsible companies provide training, benefits and opportunities for their employees. For instance, the tech company Lenovo has programs to help employees grow their careers and balance work with family life. The company Haier has employee committees to give workers a voice in decisions.Community DevelopmentBeing a responsible corporate citizen also means helping out in the communities where companies operate. This could involve building schools, parks, clinics or roads. Or supporting charity causes like disaster relief.A good example is the company Alibaba, which has a philanthropic fund that has built over 2,000 schools and libraries in poor areas of China. The company Tencent has donated millions to help with pandemic relief, education and environmental causes.Ethical Business PracticesFinally, practicing corporate social responsibility requires companies to be ethical, obey the law, and avoid corrupt practices like bribery or unfair competition. They need to treat business partners, customers and the general public with respect. While there is always room for improvement, many major Chinese firms are taking steps in the right direction on CSR. Of course, smaller companies will need to follow too as CSR becomes even more mainstream. So in summary, corporate social responsibility challenges businesses to go beyond just making money - it asks them to contribute to a better society and a healthy environment for everyone. Chinese companies recognize this is the sustainable path forward as the country continues to rise.Phew, that was a long explanation! But I hope it helped explain this important concept. We're all part of the same global community, so it's vital that companies act responsibly - just like you and I try our best to be good citizens at school and in our neighborhoods. What do you think about corporate social responsibility? I'd love to hear your thoughts!篇5Corporate Social Responsibility in ChinaHi there! My name is Lily, and I'm a 10-year-old student from Beijing. Today, I want to talk to you about something very important called Corporate Social Responsibility, or CSR for short. It's a big concept, but I'll try my best to explain it in a way that's easy to understand. You see, companies in China, just like companies everywhere else in the world, have a responsibility that goes beyond just making money. They have a duty to be good corporate citizens and contribute positively to society and the environment. That's what CSR is all about.Let me give you an example. Imagine a company that makes toys. They could just focus on selling as many toys as possible and making lots of money. But if they practice CSR, they would also think about things like:Using environmentally friendly materials to make their toys, so they don't harm nature.Making sure the workers who make the toys are treated fairly and have safe working conditions.Donating a portion of their profits to charities that help children in need.Promoting toy safety and educating parents on how to choose safe toys for their kids.See? It's about being a responsible and ethical company that cares about more than just profits. It's about giving back to the community and making the world a better place. Now, let me tell you about some Chinese companies that are doing a great job with CSR:Alibaba: This famous e-commerce company has a program called "Rural Taobao" that helps farmers and rural communities sell their products online. They also support environmental protection and education initiatives.Tencent: This tech giant has a platform called "Tencent Charity" where people can donate money to different causes. They also encourage their employees to volunteer and give back to society.Haier: This home appliance company has a "Zero Waste" program that aims to reduce waste and promote recycling. They also support education and poverty alleviation programs in rural areas.Lenovo: The computer company Lenovo has a program called "Lenovo Employees Care" where their employees volunteer their time and skills to help communities in need. These are just a few examples, but many Chinese companies are embracing CSR and recognizing their role in creating a better society. It's not just about making money; it's about being responsible and giving back.As a student, I think it's important to learn about CSR and understand why it matters. We are the future, and we can encourage companies to be more responsible by supporting those that practice CSR and speaking up against those thatdon't.I hope this essay has helped you understand what Corporate Social Responsibility is all about. Remember, companies have the power to make a positive impact on society and the environment, and it's up to all of us to encourage them to do so.Thank you for reading, and let's all work together to make the world a better place!篇6Corporate Social Responsibility in ChinaHi there! My name is Xiaoming and I'm in fifth grade. Today my teacher asked us to write about corporate social responsibility, or CSR for short. At first, I wasn't sure what thatmeant, but after she explained it, I thought it sounded like a really important topic that more people need to learn about.Corporate social responsibility basically means that companies and businesses shouldn't just try to make as much money as possible. They also need to be responsible and think about how their actions affect society and the environment around them. It's kind of like how at home, my parents always remind me to clean up after myself and not make a big mess. Well, companies have to be thoughtful citizens too!In China, corporate social responsibility has become a bigger priority in recent years. The government has implemented some rules and guidelines to push companies to operate in more sustainable and ethical ways. Still, there's a lot of room for improvement. One major area of focus for CSR in China is environmental protection. We've all seen how bad the air pollution can get in some cities due to industrial activities and vehicle emissions. This isn't just an eyesore - it's really unhealthy to breathe that dirty air and it impacts the whole planet through climate change. Responsible companies try to reduce their pollution as much as possible through things like investing in clean energy, optimizing manufacturing processes, and greener transportation.Another key part of CSR is treating workers fairly and ethically. Unfortunately, there have been many scandals in China around companies using child labor or making employees work extreme overtime in unsafe conditions just to cut costs. Companies practicing good CSR ensure that they pay proper wages, provide decent benefits, and maintain a safe, legal workplace. Isn't that how you would want your parents to be treated at their jobs?Being a good corporate citizen also means giving back to the local community. Lots of big companies in China run charity initiatives where they donate money to worthy causes or their employees volunteer their time. For example, they might sponsor underprivileged students, build parks and recreational facilities, or support disaster relief efforts. It's an imperfect world, so we all need to look out for each other.Lastly, CSR involves operating a company with transparency, accountability, and ethical business practices. They shouldn't mislead customers, engage in bribery or corruption, or put profits ahead of moral principles. It's about doing the right thing even when it's not the easy or most profitable thing in the short term.So in summary, corporate social responsibility covers being environmentally friendly, treating workers well, supporting local communities, and acting with integrity. As China's economy continues growing rapidly, it's crucial that its companies embrace CSR rather than a mindset of growth-at-all-costs.I don't plan on being a business executive when I grow up - maybe a teacher or engineer instead. But whatever career I end up in, I want to be someone who is a positive force in society and tries to leave the world a little bit better than I found it. And if I ever do run a company someday, you can be sure it will be a socially responsible one! Thanks for reading my essay. Let's all do our part!。

– Tax provisions subsidize employer contributions
– Group market is less expensive than individual market

9
The U.S. Health Care Market: Private Insurance
• Group market
– Possible that workers within a firm are fairly heterogeneous, so adverse selection is less of a concern – On the other hand, employees not randomly assigned
• Uncapped, totals 2.9% sቤተ መጻሕፍቲ ባይዱlit evenly between employer and employee
18
The Role of Government: Medicare
• Medicare financing paid for by payroll tax on current workers
• Deadweight loss equals abh.
5
What’s Special About Health Care?
• Assumed that demand for health care downward sloping (e.g., health care use is elastic with respect to the price). • Assumed coinsurance rate of 20% -- the amount the insured person pays out of pocket. • Social experiments find that the elasticity of demand for health care is -0.20.
3
Figure 10.1
What’s Special About Health Care?
• Without insurance, consume M0 of health care services.
• Insurance in this example lowers the price of services to 20% of actual price. With insurance, consume M1 of health care services.
12
The U.S. Health Care Market: Private Insurance
• Managed Care, continued
– Health Maintenance Organizations (HMOs) – a group of physicians work only for a particular plan and patients can only see doctors within that plan – Preferred Provider Organizations (PPOs) – a group of physicians accept lower fees for access to patient network; patients can go out of the network at greater cost.
• Link to employment potentially leads to “job lock”
– When you leave your job, you also lose your health insurance – May be difficult to get new insurance if you have a “pre-existing” condition – Kennedy-Kassenbaum Act mandated that employers must include a new employee who previously had health insurance, even if they have pre-existing condition.
• An employer may shift-compensation toward wages, or shift employee’s onto spouse’s plan by offering a less generous package of benefits. • More problematic at smaller firms.
11
The U.S. Health Care Market: Private Insurance
• Managed Care
– Focus on supply-side (health care provider-side) of market rather than on the demand size. – Often patients face very little cost sharing (prices close to zero) – Quantity constraints (such as seeing a “gatekeeper” primary care physician before seeing a specialist). – Capitation based reimbursement – providers received fixed, lump sum per patient, regardless of actual utilization.
19
Table 10.1
The Role of Government: Controlling the costs of Medicare
7
The U.S. Health Care Market: Private Insurance
• Virtually all (93%) of private insurance for the non-elderly is provided through the employer.
– By-product of wage & price controls during World War II
• Uncapped, totals 2.9% split evenly between employer and employee • Medicare outlays have grown dramatically over time – raises concerns about its solvency
10
The U.S. Health Care Market: Private Insurance
• Cost-based reimbursement / Fee-forservice
– Insurance policies that provide payments to health care providers based on actual costs of treating patient – Little incentive to economize on methods for delivering health care since fully reimbursed
• Program divided into three parts:
– Part A: Hospital insurance (HI) – Part B: Supplementary medical insurance (SMI) – optional, but 99% of elderly take it up – Part C: Medicare+Choice – optional, a managed care arrangement where elderly get certain additional benefits like prescription drug coverage and have restricted choice of providers
• Adverse selection problems likely to be largest for the elderly
15
The Role of Government: Medicare
• Approximately 40 million enrollees • Not means-tested
13
The Role of Government
• Medicare • Implicit subsidy for employer health insurance • Medicaid
14
The Role of Government: Medicare
• Enacted in 1965, provides health insurance coverage to virtually all elderly individuals and some disabled. • $254 billion in 2002
16
The Role of Government: Medicare
• Medicare does not cover:
– Long-term institutional services like nursing homes – Prescription drugs, though new legislation was passed in 2003 that will phase-in coverage
